The department of Budget and Finance is responsible for the preparation and administration of the University budget. Responsibilities include planning and resource analysis to improve the allocation and use of resources and the development and implementation of policies, procedures, and systems to ensure fiscal control and responsibility. The unit is the primary source for budgetary information and provides professional assistance and advice to the administration and faculty relating to budgetary and other fiscal matters. The department of Budget & Finance is responsible for position management and processing the monthly university payroll data through the Labor Cost Distribution (LCD) module and for the monitoring, analysis, and reconciliation of the payroll to the appropriate accounts in the General Ledger. Responsibilities include input, analysis, testing, and maintenance of the PeopleSoft Position Management and Labor Cost Distribution modules. The department of Budget and Finance consists of one director, one assistant director, one management analyst, and 2 budget analysts.
Within the department of Financial Operations and under the general direction of the Associate Vice President, the Director of Budget and Finance is responsible for planning, analysis, and management of the university's support, trust, and capital budgets such that university management is provided with the information necessary to determine the most appropriate use of fiscal resources. The office of Budget and Finance is responsible for managing cost recovery activities, including cost allocation, chargeback, and billing rates, at the departmental, divisional, and campus levels. Because the Office of Budget & Finance is a university-supporting function, the Director of the office works closely with various management and constituencies across the campus and must at all times act, and be perceived to act, with impartiality and equity. The Director is a respected and valuable member of the senior management team who is responsible for the supervision and oversight of the department of Budget and Finance.

This is a full-time (1.0 time-base), benefits-eligible, at-will position. This position is designated exempt under FLSA and is not eligible for overtime compensation. Standard SDSU work hours are Monday - Friday, 8:00 a.m. to 4:30 p.m., but may vary based on operational needs.

Candidates must demonstrate exceptional project management and organizational skills and possess the ability to learn quickly, understand complex processes, apply creativity and originality in problem-solving, and exercise sound, independent judgment in their work and in directing the work of others. Candidates for this position will be expected to have knowledge of principles and practices of public sector budget and accounting.
Education and Experience
Bachelor's degree from an accredited university with major work in accounting, finance, business, or public administration
Five years of progressively responsible experience in complex budget planning and/or financial management
At least one year of experience in a financially and organizationally complex environment in a management position involving direct responsibility for setting and executing budgeting and financial strategies
Experience in direction and supervision of others
Experience with data query and analytical tools and software
Preferred Qualifications and Specialized Skills
Experience in Higher Education
Experience within the California State University system
Master's degree in finance, accounting, business, or related field
