TriMet is seeking a Manager of Maintenance Training
The Manager of Maintenance Training is responsible for managing all aspects of the District's Bus Maintenance, Rail Equipment Maintenance (REM), Maintenance of Way (MOW) and Facilities Training and Quality Assurance programs. This position directs, manages, supervises, and coordinates all activities of union and non-union staff required to support this responsibility.
The Manager of Maintenance Training ensures a commitment to safety through effective leadership, role modeling, and implementing industry and other current practices that demonstrate safety is a fundamental value and a priority in all aspects of work. They understand and place an emphasis towards system quality, reliability and On Time Performance (OTP). This position enforces the District's Safety Management (SMS) Systems program.

Salary Range: $89,854.00- $134,781.00
Essential Functions:
- Manages the oversight of the development, tracking, administration and presentation of the District's Mechanic Apprentice programs. Maintains a close understanding and working relationship with other TriMet Training partners. Manages all other mechanic classification training functions including the updating and tracking of recurrent training. Will assist and/or lead the training of Service Workers and other associated Maintenance staff as otherwise determined. Proactively develops other training programs as needed to enhance Maintenance activities.
- Ensures effective leadership and management of training staff in support of agency goals regarding service reliability, cost efficiency, safety and customer satisfaction. Maintains discipline through fair and equal administration of the Labor Agreement, District rules, policies, and procedures.
- Manages the new employee orientation program. Works in cooperation with garage managers, and Human Resources to ensure timely availability of trained new hires.
- Prepares training materials and classroom agendas. Creates instructor materials (course outlines, background material, instructional materials, and training aids). Assists in design and implementation of computer-based and other types of multimedia curriculum. Conducts presentations and webinars. Ensures current training professional practices are embedded in all training elements. Includes establishing a performance based training program for all trainers.
- Ensures the standardization, quality, and proper documentation of all training requirements throughout the course lifecycle. Develops and implements a testing process to ensure training courses are and remain effective.
- Serves as District's lead coordinator with internal and external stakeholders to ensure proper certification of employees
- Develops and sets goals for staff, and monitors and measures performance to recognize achievements, address challenges and identify need for development or technical training.
- Mentors and continuously develops trainers in the subject matter, content, and course delivery techniques for assigned technical courses.
- Develops, implements, and manages a Quality Assurance (QA) program for all Bus, REM, MOW and Facilities departments with assistance from other department managers and supervisors. Ensures the program is in accordance with appropriate laws, industry regulations, safety, and division performance metrics.
- As a part of the Training and QA process and, with assistance from each department's managers and supervisors; provides overall management of the various departments' technical services as assigned. Such responsibilities minimally include; research, development and processing of technical procedures, bulletins, drawings, etc. Provides technical support on the development of specifications and contracts.
- Provides proactive and preventative recommendations and reports including root cause analysis, corrective action and the evaluation of workload and resources.
- Works closely with supporting departments especially the District's engineering staff on the overview and authorized sign off of technical changes and modifications as such relates to Bus and REM vehicles.
- Coordinates with Engineering & Construction staff; provides specifications, training, and procedural requirements for new equipment and service contracts.
- Overall responsible for the development, review, accuracy, and distribution of Bus and REM (and as otherwise assigned) maintenance technical and written procedures (SOPs), manuals and drawings. Assists in maintaining department websites and ensures information is updated with accurate information at all times.
- Assists in the development and evaluation of fleet and equipment specifications and modifications to ensure fleet consistency and proper maintainability.
- Oversees and participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures relating to this department's responsibilities.
Position Requirements:
A minimum of a Bachelor's Degree is required.
A Bachelor's Degree in System Science, Maintenance Engineering, Mechanical Engineering, Industrial Engineering, Industrial Maintenance, Business or Public Administration, Procurement, Education, Communications or a related field is preferred.
A minimum of ten (10) years total credited experience.*
Two (2) years of experience in heavy duty vehicle/equipment maintenance are required.
Two (2) years of lead or project management or staff management, with experience in a heavy duty maintenance management role, are required.
Two (2) years of experience managing a training department are preferred.
Two (2) years of experience managing a large scale fleet, equipment and facility warranty process are preferred.
Three (3) years of experience developing and/or working with a quality assurance program are preferred.
Four (4) years of experience developing technical procedures, specifications and contracts for fleet, equipment and other services are preferred.
Must have a valid driver's license in the State of Oregon or Washington, with a good driving record with no more than one (1) accident or two (2) moving violations in the previous five (5) years. This is required.
Or any equivalent combination of training or experience.
*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".
