DEPARTMENT OVERVIEW

The Research Grants Program Office (RGPO) is a department within the Research and Innovation in the Division of Academic Affairs at the University of California, Office of the President (UCOP). RGPO oversees a broad grantmaking portfolio of over $100 million a year to support research that is critical to California, the nation and the world. RGPO programs enhance UC's research capacity and excellence, which helps attract top faculty, graduate students, government funding and companies to our state. These grants enable researchers to collaborate and solve the most pressing problems in the state and the world. RGPO also provides grants for training undergraduate, graduate and postdoctoral researchers, whose work will benefit California communities. Organizationally, RGPO consists of several systemwide and statewide grant-making programs and administers special state and university research funds and initiatives with an integrated central operational unit that provides core administrative support for the grant-making enterprise.

Under the leadership of the Vice President for Research & Innovation, RGPO is launching a $100 million state-funded special initiative to support climate action research. The funding is intended to support innovative, action-oriented climate solutions that involve researchers, community and industry partners in projects to create climate-resilient communities and infrastructure, and to advance climate and environmental justice throughout California. RGPO invites applications for a highly motivated, experienced program officer to play a leadership role in managing this exciting initiative.

POSITION SUMMARY

Employing expertise in the development and management of complex research grant opportunities, the Senior Program Officer, Special Initiatives (Program Officer 5) will play a lead management role in the Climate Action Research initiative, as well as future special initiatives and RGPO-wide projects. A research leader, the Senior Program Officer will coordinate with leadership in Research & Innovation, and with stakeholders and community leaders across UC and California to independently lead the implementation of this large-scale initiative and realize its research and innovation objectives. The incumbent must have experience designing and implementing research grant-making programs that span multiple disciplines, involve community partners, and aim to achieve concrete outcomes that benefit California. Also essential is a commitment to designing programs that enhance equity and inclusion in all aspects of research grantmaking.

Responsibilities

35% Research Program Planning and Content Leadership: Serves as senior program officer on large multidisciplinary research initiatives and grant awards with potential for significant state and national level impact. These impacts include major advances in science, technological innovation, community benefits, and public policy, particularly in topical areas and disciplines relevant to addressing critical California needs, including climate action research, decarbonization, environmental justice and equity, among others. Guides overall strategy and implementation of the major research initiatives that span multiple disciplines and promote collaboration among researchers, industry, local communities, public agencies, and environmental groups. Engages and convenes national experts, state and local agency leadership, and stakeholder groups across the University of California, and throughout the State. Develops innovative grant making business processes at the cutting edge of industry best practices and organizes and coordinates other RGPO staff in their implementation. Reviews analyses of activities, achievements, costs and forecast data to ensure attainment of goals and objectives.

25% Program Evaluation and Outcomes Analysis Expertise: Develops analytic frameworks and identifies evaluation metrics to assess the impact and outcomes of major research initiatives. Provides leadership and guidance on data management and analysis to RGPO and other staff involved in program evaluation for major initiatives, and for RGPO-wide outcomes evaluation, including evaluation of innovative grant making business processes and reports. Utilizes data visualization tools to communicate the outcomes and impact of major research initiatives to policymakers, university leadership, public agencies and the California public. Provides leadership on the integration of program evaluation and outcomes analysis to the data systems team to ensure streamlined data collection and reports to support evaluation projects.

25% Grant Application and Award Management Leadership: Designs research award mechanisms to achieve targeted goals of large research initiatives and special programs. Provides leadership and guidance to others on integration of initiative goals with implementation strategies and award management approaches. Works with leaders of research funding across the University, and at state and national levels, to create new partnerships, strengthen collaboration, and facilitate innovative research. Exercises content expertise and collaborative relationships to ensure broad participation in research opportunities, alignment of Requests for Proposals with broader university, state, and initiative goals. Oversees the application, review, and grants management processes consistent with industry best practices, University and RGPO policies. Identifies systems and approaches for streamlining research grantmaking procedures and facilitates their adoption. Serves as a resource and mentor for colleagues across the organization. Maintains a broad portfolio of RGPO-funded research grants within areas of disciplinary or topical expertise.

15% Research Dissemination and Communication Strategy: Develops communication strategies and formats to disseminate outcomes of major research initiatives to key stakeholders. Write reports based on program impact evaluation for university leadership and state agencies. Reports outcomes at national and international conferences and publishes in industry journals and other publications. Develops and executes stakeholder input and outcomes webinars and public events in collaboration with content experts and other initiative staff. Provides leadership and guidance on integration of digital communications across different platforms. Communicates effectively to describe research outcomes to broad general audiences as well as to content experts both orally and in writing.

Required Qualifications

• Ten years of relevant experience.
• Extensive knowledge and experience in research grantmaking and grants administration.
• Highly developed program planning skills and expertise managing complex projects to obtain results.
• Advance data analytic skills and expert knowledge of program evaluation, evaluation tools and programming languages (e.g., python, R, or other).
• Expert skills in analyzing information and evaluating competing priorities to formulate solutions, identify alternatives and develop novel approaches based on these analyses.
• Highly advanced oral and written communication skills. Highly developed interpersonal skills and ability to work with diverse groups to achieve results.
• Extensive experience directing communications with policy makers, community stakeholders and/or the media.
• Excellent negotiation skills, including ability to navigate conflicting perspectives and promote resolution among various groups and individuals.
• Demonstrated interest in and commitment to diversity, equity and inclusion in research training, research grantmaking, the conduct of research and in supporting the public benefit of research. Values diversity of background and perspective to enhance research and program outcomes.

Preferred Qualifications

• Ability to assess research outcomes in fields outside that of disciplinary expertise.
• Knowledge of UC policies and procedures and research-related experience at UC or at one of the UC-managed national laboratories a plus.
• Demonstrated ability to work effectively in a high volume, fast-paced work environment.

Education

• Doctoral degree in relevant academic discipline area and/or equivalent experience/training.

SPECIAL CONDITIONS

This position is remote within the state of California.

SALARY AND BENEFITS

Salary: $130,000 - $155,000, commensurate with experience.
