Overview
The Global Export and Trade Compliance Officer is responsible for managing and overseeing the university's compliance with U.S. export control laws and trade regulations, including the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Assets Control (OFAC) requirements and/or other applicable international trade regulation regimes. This role involves developing, implementing, and maintaining policies and procedures to mitigate export and trade compliance risks and ensure compliance in the University's academic, research, and operational activities, and day-to-day management of the Export and Trade Compliance Program, an element of NYU's Global Ethics and Compliance Program.
This role requires collaboration and stakeholder engagement within the NYU Office of Ethics and Compliance (OEC), the Office of General Counsel (OGC), key administrative and academic units, schools and global campuses, including NYU Abu Dhabi and NYU Shanghai.
Responsibilities
Required Education: Bachelor's Degree in the area of specialization or closely related field (e.g., international trade, law, compliance, science, or engineering).
Preferred Education: Master's Degree in engineering, science, computer science, business operations or related field, or Juris Doctorate preferred.
Required Experience: 7+ years relevant and recent experience in a university, government agency, non-profit, corporate environment, or law office or equivalent combination of education and experience. Expertise in international compliance, working with countries around the world including China.
Preferred Experience: 10+ years Prior experience at a U.S. research institution or other organization with international research activities and/or international locations, including prior experience in working in export controls and trade compliance at a U.S. university or research institution. Experience with data collection and analysis. Project management experience.
Required Skills, Knowledge and Abilities:
Strong knowledge of ITAR, EAR, OFAC regulations, and other related U.S. trade laws.
Demonstrated experience managing export control programs, restricted party screening processes, research security program development, conducting compliance audits, designing and delivery compliance training and education, and responding to a range of requests from internal and external stakeholders.
Excellent analytical, organizational, and communication skills with the ability to prioritize and manage complex projects, including the ability to carry out tasks independently and a strong commitment to customer service, to engage diverse stakeholders, including researchers, administrators, and external regulators.
Excellent written and verbal communication, analytical and organizational skills.
Meticulous attention to detail and commitment to maintaining accurate records.
Capability to manage sensitive information and maintain confidentiality. Proficiency with standard word processing, spreadsheet, and database applications.
Preferred Skills, Knowledge and Abilities: Knowledge of, and experience with, U.S. export control and sanctions laws and regulations (ITAR, EAR, OFAC) and experience with their practical application to academic research and administrative activities. Knowledge of, and experience with, electronic systems used in facilitating restricted party screening (Export On-Demand, Visual Compliance, SNAP-R, AES etc.)
Qualifications
In compliance with NYC's Pay Transparency Act, the annual base salary range for this position is USD $142,000.00 to USD $182,000.00. New York University considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/training, key skills, internal peer equity, as well as, market and organizational considerations when extending an offer. This pay range represents base pay only and excludes any additional items such as incentives, bonuses, clinical compensation, or other items.
