The Water & Engineering Technology department is seeking a Senior Engineer - Treatment Plan Services. This position manages the development and implementation of complex wastewater treatment and/or pump station projects. Serves as a technical resource for addressing capacity, reliability, and/or process performance issues related to wastewater treatment. Duties may include preparing, planning, and/or design documents, as well as construction coordination, inspection, and management.
Notes: The Senior Engineer - Treatment Plan Services posting will remain open until filled. The first review of applications will begin April 14, 2025.
Essential Functions
(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
Manages the development of complex wastewater treatment and pump station engineering projects. Develops schedules, prepares budget, and scopes project.
Provides construction coordination, management, and/or inspection services. Approves changes to construction contract provisions including changes to scope of work, extensions/accelerations of schedules, and changes in methodology, equipment, or control processes.
Prepares, reviews, and/or stamps drawings and specification for bidding wastewater treatment and/or pump station projects. Serves as Engineer of Record on District's Capital Improvement Projects.
Prepares engineering studies related to wastewater treatment and pumping. Evaluates and interprets process data, develops design criteria, and assesses reliability of unit operations used in all aspects of wastewater treatment. Assesses pump station capacity, prepares hydraulic calculations, and selects key components for upgrading or constructing new pump station facilities.
Serves as a technical resource for the District's Operations and Maintenance staff. Facilitates startup and training of new facilities. Assists in development of process control strategies and coordinates electrical and instrumentation design and construction phase services.
Oversees and/or supervises selection and management of engineering consultant contractors. Coordinates work with project stakeholders, government agencies, other District divisions, contractors, and consultants.
KNOWLEDGE OF:
Civil and environmental engineering design theory, principles, and practices and their application to wastewater treatment, conveyance, and pumping systems
Treatment and pump station facility construction
Engineering materials, equipment and methods used in the construction, repair, and maintenance of conveyance systems and wastewater treatment facilities
Advanced principles and practices of project development, scheduling, and management
Principles and practices of budget preparation and administration
Pertinent Federal, State and local laws, codes, and regulations concerning permits, construction, contracting, and environmental protection
SKILL IN:
Managing and coordinating the work of professional and technical personnel
Preparing, reviewing, and evaluating engineering studies and designs
Estimating engineering and construction costs
Preparing bid specifications
Negotiating and administering contracts
Preparing and administering large and complex budgets
Preparing clear and concise administrative and financial reports
Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions and implementing recommendations in support of goals
Researching, analyzing, and evaluating new service delivery methods, procedures and techniques
Interpreting and applying pertinent Federal, State and local policies, procedures, laws and regulations
Use of computers and computer software including word processing, spreadsheets, CAD design, hydraulic modeling, and databases
ABILITY TO:
Simultaneously design, develop, and manage multiple large and complex engineering projects to completion within scheduled deadlines and allocated budgets
Understand and interpret specifications, maps, plans, and reports pertaining to design and construction projects
Interpret and apply pertinent policies, procedures, laws, regulations, and permits
Establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, contractors, community groups, and the general public
Operate effectively in a team environment, communicate clearly and concisely, both orally and in writing
EXPERIENCE AND TRAINING GUIDELINES: Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
3+ years of project management experience;
5+ years of experience in design and construction of major wastewater treatment and pump station projects.
Customarily candidates will possess a bachelor's degree in civil or environmental engineering, or a related field. A master's degree in civil/environmental engineering is desirable.
CERTIFICATION AND LICENSURE REQUIREMENTS: Candidates must possess current registration as a Professional Engineer in the State of Oregon at time of application or possess current registration as a Professional Engineer in another state and obtain registration in the State of Oregon within six months of hire
Upon selection, candidate must possess and maintain a valid State driver's license

In conjunction with 12 partner cities, we provide sewer and Surface Water Management (SWM) to over 600,000 people in the urban areas of the Tualatin River Watershed (PDF), which closely follows the urban growth boundary.
The partner cities are Banks, Beaverton, Cornelius, Durham, Forest Grove, Gaston, Hillsboro, King City, North Plains, Sherwood, Tigard, Tualatin, small portions of Lake Oswego, small portions of Portland, and portions of Clackamas and Multnomah Counties.
