POSITION OVERVIEW: The Lead Engineering Project Manager is responsible for leading and supporting the engineering efforts and activities located within the assigned market/area. This includes full ownership of zoning and permitting for convenience stores in their designated region.
RESPONSIBILITIES:
Leads and supervises Engineering Project Analyst(s) and/or Project Manager(s).
Demonstrates proficiency and provides guidance to ensure alignment with Company’s goals and core values.
Leads by example, instructs, and coaches Engineering Project Managers and Project Analysts to ensure that Company’s protocols and procedures are being followed. Takes the prominent role in the direct reports’ training and development.
Leads and coordinates the market’s consultants to ensure all parties are performing to the standards and expectations set forth by Company.
Communicates to the Company’s executive team the progress of all projects and elevates/presents issues that require any decisions that supersede their responsibilities.
Manage individual projects in the manner of the Engineering Project Manager in order to manage workload distribution, manage more difficult/challenging issues, and to stay informed of the ever changing and expanding entitlement and permitting processes.
Helps evaluate, mitigate, and isolate risks involved in the pre-development process.
Provides expert judgment and analysis for the design, development and permitting new construction for Company’s convenience stores.
Leads team’s efforts to obtain the necessary permits and communicates with local government agencies as needed.
Resolves highly complex technical issues and conducts advanced research.
Understands and recommends alterations to drawings and designs to improve quality and efficiency of the end result.
Work with internal and external stakeholders to identify innovative solutions to resolve delays to construction or other activities due to permitting delays.
Builds and leads team of external consultants to ensure compliance with local, state, and federal regulations, including zoning laws, environmental regulations, and building codes.
Act as the primary point of contact for all project stakeholders, including local authorities, community groups, and internal teams, providing regular updates and addressing any concerns.
Develop and oversee the initial project planning phase, including defining project scope, objectives, and deliverables.
Provides civil engineering, geotechnical, & technical design direction for site development plans and cost projections, satisfying federal, state, and local municipal requirements.
Representative of Company throughout project entitlements to planning commissions and city councils, etc. demonstrating strong expertise in regulatory processes, stakeholder engagement, and project advocacy.
Selects and manages consultants on design/entitlement teams.

WORK EXPERIENCE/ EDUCATION:
Bachelor’s degree from an accredited college or university in Civil Engineering or related field preferred.
4+ years’ experience, previous work experience in the petroleum industry a plus.
Excellent negotiation, communication, decision-making and public presentation skills.
Previous demonstration of high performance in project management.
Previous involvement with real estate entitlement and permitting efforts.
