Reporting directly to the Recreation Division Manager, the Recreation Program Manager(s) is an integral part of the Recreation Division with the City of Greeley Culture, Parks, and Recreation Department. Working collaboratively with a second Recreation Manager, the Recreation Manager(s) will divide responsibilities based on experience and strengths and each oversees three of the following: Family FunPlex, Recreation Center, Active Adult Center, Youth and Adult Sports and Adaptive Recreation Programs, Ice Haus, and Rodarte Community Center and Youth Enrichment Program. The positions each oversee three Recreation Supervisors and indirectly oversee several Recreation Coordinators, Customer Service Representatives, and over one-hundred and fifty part-time employees and volunteers. The Recreation Manager provides visionary leadership and direction for employees and is responsible for research and implementation of new innovative ideas to improve the operations and facilities.
Essential Functions:
Personnel Management
Hires, trains, schedules, supervises and evaluates Recreation Supervisors and ensures all other full-time staff and hourly employees are fulfilling expectations of their positions.
Hosts regularly scheduled team meetings/training for all full-time employees reporting through the Recreation Manager. Training should focus on topics but not limited to: professional development, customer service, goal setting, risk management, emergency response, conflict resolution, Oracle and recreation management software.
Works closely with other Recreation Manager to ensure consistent expectations are occurring between staff and knowledge is shared between program areas.
Encourages the development of special events, incentive programs and collaborative programs and support staff when needed with the execution of events.
Coordinates a division wide employee recognition program for seasonal and hourly employees focusing on employee development and retention.
Provides quality customer service through the development of relationships with participants, community members, and various organizations.
Oversees designated Recreation Committees by ensuring the committees create a comprehensive strategy, training, and implementation that pushes the division forward.
Facility Management and Risk Management
Directly responsible for the vision and success of assigned facilities and programs including the operations, services and programs offered through each facility.
Ensures standard operating procedures, risk management and emergency response plans, staff manuals, facility rules and regulations, memorandums of understanding, user agreements and all necessary forms are in place for each facility/program area and are updated on an annual basis.
Works with Recreation Supervisors to prioritize facility scheduling and usage, determines building closures and maintenance projects.
Manages and maintains all contacts with outside vendors and customers.
Fiscal Management
Provides budget oversight including research, development, monitoring, reporting, and adhering to the City of Greeley policies while aligning with Recreation Division priorities and budget forecasts including cost recovery.
Updates performance measures on a quarterly basis and assist with the creation of a Recreation annual report.
Works in collaboration with the CPRD Sponsorship Coordinator to explore sponsorship and grant opportunities.
Technology and Assessment
Maintains applicable and trainable knowledge with the following software: Amilia, Microsoft 365, Sign-up Genius, Cost Recovery (Amilia) Software, Connect 2 Concepts, Oracle, Word Press Editing, When 2 Work, Survey Monkey, UMB, REACH, and Team Sidelines.
Administers surveys and focuses groups to gauge participant satisfaction levels, gather constructive feedback and acquires ideas for facility and program improvements while aligning with industry trends.
Collaborates with the Communications and Engagement Department to develop a communications plan, market recreation facilities and programs, and ensures greeleyrec.com website remains up to date.
Collaborates with Division Manager to establish and expand the vision and set goals for the Recreation Division.
Actively participates in governing organizations including but not limited to CPRA, NRPA, and Rocky Mountain Rink Association.
Memberships Sales and Customer Relations
Directly oversees membership sales and communication efforts to expand membership sales and daily admissions at designated facilities.
Provides quality customer service through the development of relationships with program participants, facility users and members, area organizations and the greater Greeley community.
Works with staff to develop and expand member appreciation events and incentive programs designed to retain current members and acquire new members.
Program Advancement
Inspires and guides staff to design, create, implement, and oversee innovative and impactful programs that not only meet the current needs of the Greeley community but also anticipate future trends, fostering a culture of continuous improvement and forward-thinking engagement.
Establishes and maintains program processes and expectations including communication standards, reporting and summary requirements, and program evaluation and future growth.
Develops and oversees a process for volunteer management including the recruitment and retention of volunteers and student interns.
Establishes partnerships with Greeley area organizations and School District 6 to promote highly engaging and successful programs and collaborative efforts.
Works with Recreation Supervisors to develop and maintain reporting systems to track the performance of programs from the perspective of profitability, participation, and retention.

Experience, Knowledge, Skills:
Minimum Requirements
Bachelor's degree gained through a four-year college/university academic program or specialized technical training of equivalent length.
5-7 years' experience in related field including supervisory or management skills.
Valid Colorado driver's license and good driving record (must be obtained within two months of employment).
Comprehensive knowledge of recreation practices, trends, issues, and demographics and implementing that knowledge into programing.
Knowledge and experience in administrative practices and procedures related to the planning, budgeting, scheduling, and coordinating of recreational programs, efficient operation of facilities and equipment.
Skill in negotiating program issues and operational requirements with personnel inside and outside the Department and City, as well as community organizations and participants.
Knowledge and skill in directing the application of recreation management principles, concepts, and methodology to a variety of conventional and unusually difficult and complex assignments, involving a full range of recreation activities including operations and maintenance, financial management, assignment utilization, improvements, management - patron relations, and asset management.
Ability to solve a variety of problems in situations where there are substantially diversified procedures, specialized standards, and only limited standardization and apply experience to determine which among many procedures should be followed in what sequence to achieve the required job results while adhering to specified, acceptable standards, alternatives, and technical practices.
Ability to plan, organize, direct, schedule, supervise, and review activities of assigned staff; analyze problems, evaluate alternatives, and make sound decisions and recommendations; follow problems through to resolution; present clear and concise oral and written reports; and learn, retain, interpret, and apply pertinent information to staff.

Preferred
Master’s degree in business, Parks and Recreation Administration, Public Administration, Outdoor Recreation, Natural Resources Management or in a related field.
Experience working in municipal or other government environment.
Experience working with multiple budget funds including capital development and renovation funds as well as experience with enterprise management.
Experience with boards and commissions.
Bilingual (Spanish/English) written and verbal skills.

Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
Although the target workweek is Monday through Friday, the Recreation Manager will attend many events and programs that take place in evenings and on weekends as well as on-call duty as assigned.
