The Assistant Director – Aviation of Finance & People Management serves as operational and financial subject matter expert to maintain airport system as an award-winning airport in the aviation industry. Must have the ability to collaborate with all stakeholders to solve day to day problems with innovative solutions while empowering managers to use high levels of problem solving and deductive reasoning. Responsible for overseeing financial and administrative functions such as: finance and accounting, fiscal management analysis and strategic development, hiring, procurement, internal audits, investments and debt management, budgeting, and related activities for the Dallas Airport System, including Dallas Love Field, Dallas Executive Airport, and Vertiport. Manages relationships with airlines, civil service, human resources, budget, controller, and Procurement departments for efficiency and effectiveness across all entities.
Essential Functions
1 Serves as the Chief Financial Officer (CFO) for the Dallas Airport System. 2 Manages multiple Senior Managers ensuring alignment with overall Airport System goals to enhance operational efficiency. 3 Delegates authority and responsibilities to subordinates, identifies areas for improvement, and implements changes to enhance operations; reviews and oversees work schedules at all subordinate levels, including other managers, to facilitate services across various Airport areas. 4 Produces financial forecast reports and reviews financial reports prepared by city departments to assess organizational and financial impact. 5 Directs the achievement of departmental goals in financial divisions, hiring, and procurement to ensure effective department management. 6 Manages all financial accounts for the aviation department, ensuring accurate tracking of expenses, revenue metrics, and other costs; performs reconciliations, research, and other financial administration tasks. 7 Establishes short, mid, and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; oversees evaluation activities, hiring and personnel activities, payroll, and other time card-related issues; ensures effective and efficient financial regulations across all areas of finance and administration. 8 Analyzes and evaluates production goals, ensuring they are met timely and working to increase the efficiency of all airport services; prepares, evaluates, and administers the airport budget; oversees planning, development, and operation of special projects and operational directives. 9 Attends and participates in meetings and conferences with operators, airlines, concessionaires, various Department of Aviation division representatives, and contractors or consultants; coordinates and approves financial expenditures for large landside and terminal-related expenses ranging from $50,000 to $1,000,000. 10 Collaborates with the Deputy Director of Aviation to plan division work, exchange information, and ensure consistency with Department of Aviation policies. 11 Performs all other assigned duties.
Knowledge, Skills and Abilities
1 Knowledge of the financial processes for the City of Dallas at a high level including the budget, accounting, GASB, CAFR, and bond management and application processes. 2 Ability to work with managers on financial planning, reporting, and evaluating information for a cohesive financial picture. 3 Ability to execute federal, state, and City audits in a timely manner. 4 Comprehensive knowledge of local, state, and federal laws and regulations relevant to airport operations. 5 Knowledge of personnel principles and practices of airport financial management. 6 Knowledge of overall financial administration. 7 Ability to collaborate with managers, airlines, and stakeholders. 8 Ability to make effective decisions regarding financial management for a City department. 9 Ability to apply financial principles to large scale operations. 10 Ability to manage financial logistics of projects and overall department objectives. 11 Ability to write highly technical and non-technical reports. 12 Ability to lead, monitor, supervise, manage, and direct technical and administrative staff. 13 Knowledge of human relations, supervision, and management. 14 Ability to plan, assign, train, direct, and evaluate clerical/administrative, or professional employees. 15 Ability to manage unit/program activities. 16 Ability to establish and obtain operating goals and objectives for unit. 17 Skilled in project management. 18 Ability to negotiate and develop contractual agreements. 19 Ability to develop and administer budgets. 20 Communicating effectively verbally and in writing. 21 Establishing and maintaining effective working relationships.
Education
Bachelor's Degree or higher in Business, Accounting Public Administration, Aviation Administration, Political Science, Public Relations or a related field
Experience
Experience 7 years of experience in budgeting, accounting, financial analysis, revenue collections, and/or program administration (e.g. management system, communication, and/or administration) and three (3) years of experience with supervisory/management responsibilities.
Certifications and Licenses
Valid Texas Class "C" Driver's License
Preferred: any AAAE, IATA or ACI airport certification
Equivalencies
High school diploma or GED plus eleven (11) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
An associate degree in any field plus nine (9) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
A bachelor's degree or higher in a non-specified field plus nine (9) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
A master's degree or higher in a specified field plus five (5) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
Other Requirements
Must pass Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) background investigations.
