The SMART4TB Project Director is a skilled leader who will bring vision, strategy, as well as overall direction and management of SMART4TB -- a large and complex $200 million global research consortium. The Project Director leads global, regional, and national activities and initiatives of the SMART4TB Consortium to engage with key stakeholders involved in tuberculosis control and support the research, capacity strengthening and policy mission of the project. The Project Director will be responsible for the overall planning and coordination of the project's activities, including relationships with and the work of all ten consortium member organizations. The ideal candidate will have strategic vision, leadership qualities, depth and breadth of technical expertise and experience, solid project and budget management experience, and strong interpersonal, written, and oral presentation skills to fulfill the diverse technical and managerial requirements of the role. Reporting directly to the Project Director: Deputy Director, Director of Operations & Compliance, Director of Community Engagement, Director of Clinical Operations.
Role Authority
Directs through subordinate managers large and complex critical programs impacting broad constituencies across major units of the organization. Identifies objectives, manages very significant human, financial, and physical resources, and functions with an extremely high degree of autonomy. Accountable for formulating and administering policies and procedures for major functions. Operational or program results can affect overall organization-wide performance and reputation. Directs through subordinate managers the development of strategic goals and objectives to achieve accountability and stewardship of university resources in a manner consistent with sponsor and institutional objectives and initiatives.
Directs and controls the activities of a multi-partner consortium through subordinate managers having overall responsibility for planning, budgeting, implementing and maintaining costs and compliance with sponsor regulations and institution policies. Develops operational policies/SOPS and authorizes their implementation. Leads other senior managers to establish strategic plans and objectives for the organization.
Specific Duties and Responsibilities
Provide overall vision and leadership to the project strategic direction, in close collaboration with USAID Bureau of Global Health, USAID missions, the Chief of Party and Senior Scientific Advisor, technical area leads, and other stakeholders.
Ensures the overall success of SMART4TB and for integrating its activities with those of other major JHU organizational units.
Serve a critical role as liaison, facilitate meetings between project stakeholders and leadership, and complete and maintain professional documentation for projects and deliverables
Establish and maintain communication channels with the Chief of Party, investigators, project partners, regional hubs, and USAID.
Ensure timely development, approval, implementation, monitoring, and reporting of the annual work plan and compliance to the requirements and regulations of the award as well as JHU's policies and procedures.
Leads senior managers, investigators and technical area leads to establish systemwide strategic plans and objectives and provides leadership and oversight for the consortium.
Relationship management, including engaging funder as a collaborative partner and ensuring consortium partners and governance bodies are informed, empowered, and involved in critical decision-making processes, and developing and maintaining strong working relationships with host-country Ministries or Departments, implementing partners, international organizations, private sector partners, and other key stakeholders in target countries to maximize resources and avoid duplication of effort.
Leads the identification and framing of systemic issues, and the formulation and advancement of approaches to address them.
Develop and lead strategies for resource mobilization, to meet the award's cost-sharing requirements
Identify strategies for maximizing consortium strengths and ability to meet mission, including providing opportunities for cross-technical area interactions;
Provide guidance for Project Management Unit (PMU) members on accountability and output and directly supervise senior PMU personnel;
Develop solutions to barriers and issues that risk impeding the implementation of the activities or project.
Ensure activities are designed with country-specific contexts in mind given the varying partners and countries the activity will support;
Represent SMART4B Consortium and its progress and achievements to donors, other key stakeholders, and through meetings, conferences, and presentations.
Provide technical leadership, ensuring integration across the project's objectives and adaptive management.

Qualifications
Minimum Qualifications
Masters' degree in health sciences or a related advanced degree.
Experience in leading similar work for donors/U.S. Government agencies or international NGOs.
15 years of experience in designing or implementing research projects.
Considerable experience in the field of TB control or other infectious diseases in developing and transitioning countries.
Excellent skills in facilitation, team building, and coordination.
Excellent verbal, written interpersonal and presentation skills in English.
Proven track record monitoring budgets and expenses to stay within obligations.
Ability to travel internationally at least 10% of the year and flexibility in working early / late hours to accommodate partners in different time zones.
Strong written and oral English language skills.
At least 15 years demonstrated skills, abilities, and experience to provide technical direction for a program of the same scale and complexity and oversee programming across various technical disciplines.
Experience interacting with government agencies, country governments, product developers, and international organizations.
Experience in the field of global health in low- and middle-income countries.
Preferred Qualifications
At least 10 years' experience in a leadership position successfully managing large, multi-partner, multi-country, multi-year international health sector development projects that have implemented successful activities in TB, HIV or other infectious disease detection, treatment, or prevention.
Excellent interpersonal skills, including ability to work with a range of stakeholders (e.g., funders, academic researchers, high-level policymakers, program implementers, members of affected communities) from diverse backgrounds and manage staff with different roles and expertise.
Experience designing and implementing research projects, preferably including clinical research.
Knowledge of TB and global health programming.
Direct USAID experience, including an in-depth knowledge of USAID regulations, compliance and reporting requirements.
A successful record of envisioning, developing, and implementing an effective and comprehensive large, long-term strategy with multiple partners.
Experience with community engagement in and policy translation of research findings.
Demonstrated commitment to equity in the workplace and social justice.
Lived experience with tuberculosis (TB) or one of its coinfections (e.g., HIV, hepatitis C) is not required but welcome.

The referenced salary range represents the minimum and maximum salaries for this position and is based on Johns Hopkins University's good faith belief at the time of posting. Not all candidates will be eligible for the upper end of the salary range.
