Under limited supervision, this position is responsible for project management of the design and construction coordination of underground and overhead residential, commercial, industrial, and fiber distribution facilities of all complexities. This position is also responsible for maintaining and updating the broadband mapping solution.
A Broadband Project Coordinator must understand and be able to successfully perform the Essential Functions of a BEC Broadband Design Technician classification.
Essential Functions of Position:
Position involves a combination of indoor and outdoor activities. Outdoor activities include exposure to various weather conditions including heat, high humidity, cold, wind, fog, rain, lightning, hail, sleet, snow, and ice for extended periods of time.
Observes safety rules and practices and recommends to fellow workers the use and practice of the same.

Coordinates and directs the design phase of assigned projects to ensure that negotiated delivery dates are met for cost estimates, road crossing plans and contractual documents.
Coordinates with Broadband Plant Supervisor to ensure that negotiated in-service dates are met for assigned projects.
Informs members, customers, and agencies of project progress from inception to completion.
Ensures that easements and rights-of-way are acquired, when necessary.
Coordinates with TxDOT, Railroad, and other government entities to secure necessary permits.
Provides updates on job statuses to the Broadband Plant Supervisor and/or the Chief Broadband Officer, as required.
Consults with members, consumers, developers, builders, and agencies concerning requirements for service or adjustments to facilities in a positive, courteous, and professional manner.
Assesses fiber distribution requirements, evaluates environmental constraints, and identifies project requirements (permits, easements, fees, etc.).
Interprets survey data, plan, and deed information.
Continually develops and recommends more efficient and effective ways to provide new services to members and customers.
Inspects and maintains all vehicles, tools and equipment in accordance with BEC policies and procedures.
Acquires, maintains and returns material in accordance with BEC policies, procedures and inventory control procedures.
Possesses an understanding of Electric Utility Construction Specifications (RUS-preferred), NEC, NESC, federal, state, and local codes and regulations.
Possesses working knowledge of BEC Communications’ GIS mapping system and associated technologies.
Possesses working knowledge of BEC Communications’ work order processing procedures.
Possesses working knowledge of broadband components, functions, distribution, and limitations.
Possesses working knowledge of Esri based products such as ArcMap, Field Maps, and NISC Map Wise.
Complies with all BEC policies and procedures, safety rules, federal, state, and local regulations, and codes.
Accurately and legibly completes all documentation in accordance with BEC policies and procedures.
Operates all BEC equipment in accordance with BEC policies and procedures, safety rules, manufacturer guidelines and regulations and/or codes.
Performs the design of assigned Work Plan projects in a timely, safe and efficient manner. Coordinates and completes all related activities.
Coordinates construction of work plan projects by reviewing cost estimates, contracts, design, easements, acquirement of material, staking of line, staking sheets, and other documentation as required.
Inspects completed work to ensure it has been done to specification, in compliance with all safety policies/procedures/codes. Ensures substandard construction or defects on the system are found, repaired and documented to minimize exposure, maximize safety and limit legal liability.
Maintains good working relations with co-workers, BEC members, customers, and the general public.
Represents BEC by attending schools/seminars/meetings for improvement of job knowledge and skills, when requested.
Continually explores new ideas to enhance job performance, efficiency, productivity, and work relations. Communicates the ideas to the Chief Broadband Officer.
Performs other duties as may be assigned by Chief Broadband Officer or designee.
Experience, Training, Knowledge, Skills, and Abilities:
Must obtain and maintain knowledge of Cooperative’s policies related to duties of the position.
Participates in monthly BEC Safety Meetings.
Must maintain knowledge of CPR, AED, and First Aid in order to use it, when necessary.
Ability to travel intra/inter-state, as necessary, for training purposes and meetings as required.
Ability to frequently travel within BEC Communications’ Service Area and to other locations, as required, in course of daily work.
Must pass a Department of Transportation or general physical as required.
Must pass required and random drug tests.
Ability to move about and within an office building and on various terrain.
Ability to lift and/or move equipment and tools weighing up to 25 pounds without assistance and in excess of 25 pounds with assistance, frequently carrying such weight over rough terrain on a regular and recurring basis.
Ability to frequently stand and/or walk and sit for extended periods of time.
Ability to perform manual and detailed hand work using both hands, sometimes repetitively, climb and balance, squat, stoop, crouch or kneel, push, and pull.
Ability to bend at neck, waist, legs, and arms, reach above shoulder-level, twist body, and change positions at will.
Ability to speak and hear clearly to communicate over loud background noise.
Vision ability that meets the minimum requirements to acquire and maintain a Texas Driver’s license, with or without corrective lenses.

Valid minimum Texas Driver’s License and an acceptable driving history.
Must be eligible to be and remain insured as a driver by the Cooperative’s group liability policy for the automotive fleet.
Associates Degree or Technical Degree in Engineering-related field is preferred, but not required.
Minimum of five (5) years’ experience with at least three (3) years at BEC Broadband Design Technician classification or equivalent.
Must successfully complete the Underground Line Design Training offer by TEC, or an approved equivalent, within one (1) year of entry into this classification, if not already successfully completed.
