Job Description:
Reporting to the Vice President for Finance & Administration, responsible for planning and development of the campus, including continuous studies and research of the physical needs of the institution. Coordinates improvements with regard to the National Register Historic District and the Texas Historic Commission.
JOB DUTIES
Through close collaboration with the Director of Facilities Operations and the Senior Director of Facilities Services spearheads the successful planning and budget development of minor and major University construction, renovation or remodeling projects. Ensures that all major construction/renovation projects undertaken by the University are planned and facilitated through effectively coordinated programming and project design. Selects, coordinates, contracts, and manages outside professional consultants in collaboration with Facilities Operations. Coordinates and monitors major capital project design through bidding and contract issuance, and in collaboration with Facilities Operations, monitors construction activities to ensure compliance with design specifications, and the maintenance of sound architectural standards.
Provides leadership for the implementation/evolution of the campus master plan, by considering the University's short and long-range needs, both academic and administrative. Duties include but not limited to wayfinding, site lighting, and landscape improvements.
Provides leadership and guidance to the University regarding the National Register Historic District; coordinates compliance with design guidelines and application for tax credits with the Texas Historic Commission.
Directs, coordinates, and evaluates employees. Carries out supervisory responsibilities in accordance with all policies and applicable laws. Interviews, hires and trains employees; plans, assigns, and directs work; creates work schedules and conducts performance appraisals, counsels, and disciplines employees; and addresses complaints and resolves problems.
Manages the Records and Archives of University Facilities. Ensures that ongoing, comprehensive, and research-based departmental planning and assessment occurs, to include the establishment and review of department goals, alignment of goals and outcomes with the mission of the University, regular assessment of the accomplishment of goals and outcomes, timely completion of annual planning and assessment reports, and the integration of assessment results with budget requests.

EDUCATION
Required:
Bachelor's degree in related field.
EXPERIENCE
Required:
Eight years of experience in design/planning/construction or related field.
Eight years of experience in contract negotiations protocol (contractor/client relations).
Preferred:
Experience in higher education campus master planning.
KNOWLEDGE, SKILLS, AND ABILITIES
Required:
Familiar with higher education initiatives.
Familiar with construction cost estimating.
Performing with committee organizations and developing concept plans with internal committees in order to develop a charter (scope and total project budgets).
Advising an excellent leadership team regarding master plan strategies and how to meet those strategies with planning and design concepts.
Develops design concepts with multiple facilities considered in order to ensure connectivity, landscape, parking, lighting and fencing leads to a cohesive and complete physical campus.
Working with political and civil groups (City of San Antonio, Monte Vista, State of Texas, etc.) to ensure good communication and positive results.
LICENSES/CERTIFICATIONS
Required:
Must possess a valid Texas Driver's License and have a good driving history. May not have more than two moving violations in a three-year period.
