Strategy, Planning, and Operations leads and manages a large and complex portfolio of IT projects and programs while establishing partnerships and stakeholder engagement efforts with students, faculty, staff, and external partners on behalf of the IT organization. The Strategy, Planning, and Operations Office also manages organizational initiatives and efforts, including general administrative functions, financial management and budgeting, vendor management and licensing, billing, internal communications, department human resources, talent management, and culture development.The IT Financial Management team oversees expenditures required to deliver IT products and services across the university. The team administers a collaborative, cross-functional approach to operational spending and the reduction of IT and business process costs. The team leverages traditional enterprise financial and accounting best practices, and serves as a centralized billing function for all IT services. Position Summary
The Billing Analyst will be responsible for managing university IT revenue and expense transactions (e.g., debits and credits). This team member will ensure that UCLA's IT organization collects revenue for services rendered for IT customers, maintains financial solvency by paying vendor invoices, and preserves accuracy of IT accounts payable and receivable.
The Billing Analyst will be knowledgeable about all billing regulations and exercise attention to detail to support the operations of the IT Financial Management team. The Billing Analyst will positively impact UCLA's operations and culture by ensuring IT financial resources are managed appropriately and IT initiatives are appropriately resourced in service of the institution's academic mission. This team member will advance the University's mission by delivering exceptional information technology services comprehensively and consistently across faculty, staff, and students. This role will execute UCLA's vision while modeling UCLA's culture and values.

One year experience working in one or more of the following fields: finance, accounting, public administration, business administration, or another related field. (Required)
Experience using and preparing financial statements and maintaining ledger accounts. (Required)
Experience working in a project-based environment using leading project management practices including schedule management, status reporting, and communication of project risks and issues. (Required)
Three or more years experience working in one or more of the following fields: finance, accounting, public administration, business administration, or another related field. (Preferred)
Experience in complex higher education environments, serving academic and administrative functions of a large public university. (Preferred)
Strong knowledge of accounting principles and financial processes and bookkeeping. (Required)
Strong attention to detail to identify problems, find solutions, and implement them effectively. (Required)
Ability to analyze financial data, identify trends, and make informed decisions based on analysis. (Required)
Knowledge of relevant laws and regulations related to financial processes, taxes, and audits. (Required)
Proficiency in standard billing and accounting software, spreadsheets, and/or other financial tools used to manage and reconcile accounts. (Required)

Special Conditions for Employment
The anticipated pay range for this position is $29.84 - $34.00 per hour; salary is dependent upon the skills and experience of the selected finalist.
