Job Description: Reporting to the General Counsel, the Manager of General Counsel Office Operations and Staff Attorney supports the mission of the Office of General Counsel ('OGC') by providing high-level administrative, organizational, and legal support. The Manager oversees a variety of projects, manages programs and budgets, conducts legal research, drafts legal document and memorandum, and reviews University documents. Under general direction, this position is responsible for the day-to-day management of the OGC.

Essential Functions:
Responsible for day-to-day management of the OGC. Directly supervises part time senior legal assistant, law student externs, and student employees within the OGC.
Ensures timely and professional responses to OGC inquiries (ex. phone calls, OGC mailbox and email account). Researches responses to complex questions, ensuring consistency in policy interpretation and precedent. May draft and send responses on behalf of the OGC.
Manages various programs and processes including:
Audit Committee and Board of Trustees work;
Insurance Programs and Processes (ex. reporting requirements, management of self-insured retention processes, insurance coverage review);
Contract processes management;
Enterprise Risk Management and Compliance Programs;
OGC Training and Education Programs for University leadership, faculty (ex. search committee chair training), staff (ex. new employee orientation), and student leaders (ex. Student Executive Committee);
Continuing Legal Education and Attorney Registration Compliance for OGC;
Data erasure requests and inquiries;
Real estate and home loan/mortgage program;
Summer Law Student Employees (Summer Associates), Law School Externs, and Student Workers.
Oversees accounting of department budget. Supports the General Counsel with budgetary reporting. Prepares yearly budget and works to ensure proper allocation of funds according to departmental priorities.
Manages Outside Counsel vendor and billing relationships. Ensures compliance with engagement agreement and billing guidelines. Manages payment processes.
Manages and maintains OGC systems and technical solutions including the website, Workday, file/case management. Coordinates with the IT, Human Resources and the Business Office to troubleshoot questions and resolve system issues as needed. Makes all necessary website updates.
Participates as an active member of the OGC team, attending departmental meetings and retreats, collaborating with other staff members, and assisting the leadership with initiatives and programs.
Reviews procedures and processes and formulates, develops, and implements recommendations for improvement; utilizes technology to create enhancements and efficiencies.
Coordinates scheduling and planning of OGC meetings, programs, and activities prioritizing based on institutional need.
Assist the General Counsel in performing research, gathering data, documents and information, and other assignments related to OGC administration.
Develop and maintain internal and external partnerships with a variety of offices to ensure the provision of services as needed.
Performs staff attorney legal work as assigned such as:
Legal research and analysis on a wide variety of legal issues related to university operations and compliance obligations;
Coordinate compliance with annual notice and reporting requirements such as Clery Act, Drug Free Workplace and Drug Free Schools and Communities Act, Affirmative Action, Alcohol and Controlled Substance Testing for Certain Safety-Sensitive Employees, Employee Handbook;
Assist General Counsel in implementing sound preventive law and risk management practices;
Draft and review contracts, and a wide variety of legal correspondence;
develop and provide training on legal policy and risk issues to members of the university community;
Draft, review, update, and interpret university documents, policies, standards, procedures, forms, and contracts;
Review, analyze, interpret, and advise on laws, regulations, and guidance affecting the university;
Remain abreast of changing legal issues, learning new areas of law in a dynamic and fast-paced environment.
Perform other related duties as assigned.
Minimum Qualifications:
Juris Doctor from an ABA-accredited law school.
Must be licensed to practice law and in good standing in the Commonwealth of Virginia.
Must have excellent legal research and writing skills and impeccable professional ethics with the ability to handle sensitive issues and communications with accuracy, confidentiality, and discretion.
Expresses ideas, opinions, and legal concepts clearly, effectively, and accurately, both orally and in writing.
Strong interpersonal skills to effectively interact and maintain productive, cooperative, and supportive relationships with a variety of constituents.
Strong organizational skills, maintains commitments and respond to supervisors and other constituents in a timely manner.
Ability to effectively manage multiple complex and demanding priorities and navigate conflict.
Proficiency with Microsoft Office Suite (including Word and Excel), Adobe Acrobat, and various online legal research services, and the ability to use provided computer technology to enhance the services and work of the Office of General Counsel.
