The City of Gresham invites qualified candidates to apply for a vacancy as Parks Superintendent. This role oversees a staff of 12 employees to include a Public Works Field Operations Supervisor, 2 Senior Public Utility Workers (leads), and 9 full-time Public Utility Worker 2's. From spring through late fall, additional temporary seasonal staff members assist in maintaining the parks amenities. The Parks Superintendent is responsible for development and oversight of the annual division operating budget and reports to the Parks and City Facilities Director. The primary function of this position is to ensure maintenance, repair and development of Gresham's parks system which includes more than 300 acres of park land, 840 acres of natural areas and several miles of trails.

Work with HR staff to draft job postings and selection material
Parks program and project management
Evaluate level of service
Plan maintenance activities for the overall parks system to maximize level of service within the allocated budget
Allocate staffing and monetary resources across the parks system to ensure equitable distribution of services
Contract administration
Draft contracts, inter-agency agreements, lease agreements, and use agreements;
Work with procurement and the City Attorney's Office to write contracts, monitor and amend contracts
Determine which contract format to use
Communicate with vendors and contractors to ensure performance
Develop sole source memorandums
Oversee the creation, negotiation, signing, and upholding of contracts for the Parks Division
Track expiration dates and update agreements as necessary.
Computer Software Applications
Utilize computer applications and software such as Lucity, My Gresham, GIS mapping, ADP/e-time, Outlook, Excel, Word, PowerPoint, Adobe, and Microsoft Teams
Use applications and systems to meet the Division's needs and requirements
Collaborate with vendors, staff, administrative staff, and analysts
Provide electronic data, generate reports, generate work orders, preventative maintenance schedules, budget worksheets and planning schedules
Communicate with internal and external stakeholders -
Solicit stakeholder participation for Parks projects, initiatives, maintenance programs and levels of service.
Work with home owner associations, volunteer groups, other City departments, sports teams, clubs, special event organizers and customers to establish communication, explain programs, processes, and projects.
Respond to My Gresham requests, emails and phone calls.
Navigate complex issues to provide customer service to community members.
Collaborate with internal Communications staff to produce signs and edit written communications.
Risk Management
Identify, assess and manage risks for the Parks Division including ADA access, hazard trees, disciplinary actions, administrative policies, uneven surfaces, adhering to discretionary policy, field maintenance and proper training.
Monitor Recreational Immunity Law changes,
Coordinate with City Insurance Services to provide documentation for property damage, and claims.
Ensure OSHA compliance for the Parks Division.
Fill out accident reports, attend safety meetings, provide PPE and create a safety culture.
Budget development/administration
Provide budget support which includes participating in data collection, organizing of budget materials, and tracking expenditures
Monitor program expenditures
Administer the budget to include making recommendations on budgetary decisions and authorizing expenditures
Negotiate and manage numerous contracts
Manage grant resources
Parks Operations Operating Budget for fiscal year 2024 - 2025 is approximately $3,000,000.
The Parks Superintendent will be required to assume Operation Manager duties and functions for one quarter each year and serves as the on-call Superintendent for one week each month.

Bachelor's degree
Three (3) to Six (6) years of related experience to include Parks Operations, division budget development/oversight and supervision of staff
Any combination of qualifying education, training and/or experience equivalent to 7-10 years will be considered.
