Department Overview Within Systemwide HR, Systemwide HR Finance & Administration presents an exceptional opportunity for an experienced project management professional to lead the Systemwide HR Strategic Projects Group. In addition to the Strategic Projects Group, Finance & Administration encompasses the following functions: Systemwide HR Reporting & Analytics, Compliance, local audit and risk support, Communications, the UC Learning Management System, and related training development. Position Summary In this crucial role, the SWHR Strategic Projects Group Manager will be at the helm of project management, driving the delivery of SWHR work streams identified through formal reviews, informal observations, and at the direction of SWHR leadership. Reporting to the Executive Director of Finance and Administration, this pivotal position independently uses and applies in-depth knowledge and experience to craft, manage, and execute a range of, at times complex, projects with multiple stakeholders designed to standardize and bolster SWHR practices throughout the organization, while also coaching, guiding, and determining project assignments for a team of three SWHR Project Analysts. This position will both serve as a project manager and as the lead for the SWHR Strategic Projects Group. The successful candidate will utilize their skills as an experience project management professional with a broad understanding of organizational practices and priorities, and as supervisor to the team of Project Analysts. This position will be instrumental in assessing, developing, and implementing aspects of assignments, and tap previous project management experience to gather and organize information, perform detailed analysis, develop and present recommendations which meet the specified project's deliverables. The individual will operate in a visible, politically sensitive, legally complex and evolving arena. In addition to leading the SWHR Strategic Projects Group, individual project management may include, but is not limited to, project planning, team management, budget management, timeline management, stakeholder communication, risk management, compliance, documentation, evaluation, change management, vendor management, quality assurance, reporting, presenting, and employee development. This position is eligible for a remote work arrangement within the state of California, and with ability to be on-site in Oakland, CA as needed for work related purposes. The selected candidate must reside within the state of California or be willing to relocate.
Key Responsibilities
25% Supervise, manage, coach, train, support and evaluate SWHR Project Policy Analyst team, and serves as the Project Management expert for SWHR. Leads and acts with a focus on equity, inclusion, and belonging.
50% Lead and oversee project management for complex SWHR projects, ensuring on-time, compelling and accurate deliverables; participates and coordinates with SWHR leaders in strategic thinking and planning; develops proposals and recommendations to guide and support a broader strategic direction for assigned projects. This may include, but is not limited to, project planning, tracking, team management, budget management, timeline management, stakeholder communication, risk management, compliance, documentation, evaluation, change management, vendor management, quality assurance, reporting, presenting, scheduling, and employee development. Serves as the SWHR tracker of active state and national legislative activities which create the need for SWHR determinations and work groups as directed by leadership.
10% Analyzes, predicts and advises leadership and working groups regarding short-term and long-term direction in the absence of clear external and internal practices. Provides guidance, education, policy development to formulate new policies and procedures for implementation locally and systemwide. Identifies policy issues of importance to SWHR which frequently cross organizational lines and develops appropriate analytical and procedural framework for addressing the issues.
10% Ensures compliance with legal and regulatory requirements in a complex changing environment. Based on available information, anticipates issues, alerts and partners with SWHR leadership to implement policies and/or procedures to advance possible solutions.
5% Serves as a member of the Finance and Administration leadership team and participates in both local and systemwide work groups. May be assigned other responsibilities and duties related to ensuring the success of SWHR, which may include developing an expertise in a focused area.
Experience Required Qualifications
Minimum 10 years serving as a project manager
Skills and Abilities Required Qualifications

Highly skilled communication and interpersonal skills to communicate with and influence others, both verbally and in writing.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
