Department Description
The Office of Clinical Research (OCR) is a component of the UCDH Comprehensive Cancer Center (UCDCCC). The mission of the OCR is to facilitate and coordinate cancer clinical research for Cancer Center investigators, providing investigator consultations, centralized support for all aspects of trial management, and adherence to clinical research regulations. The OCR manages over 200 active oncology clinical trials.

Responsibilities The incumbent supports the post-award team beginning with study activation and CTMS calendar implementation, manages all active budget amendments and negotiations, trial assignments, calendar support, quality assurance and compliance monitoring, billing and collection of trial milestones and fees, auditing, and closeout activities. In addition, the Post-Award Supervisor assumes responsibility for leading the implementation and management of all patient reimbursements related to clinical trial expenses approved in the study budget. This includes monitoring financial management systems, ensuring compliance with all NCI and UCDCCC grant requirements and compliance with terms of privately funded clinical research contracts, including but not limited to, Medicare Coverage Analysis, cost analysis and award amendment, negotiation of amendment terms, invoicing, clinical research billing compliance, progress report submission, personnel effort allocation, and financial reports. The incumbent plays a critical role in the operationalization, maintenance, and evaluation of fiscal, technical, compliance and administrative services required to support the post-award process of cancer clinical trials and the Office of Clinical Research. Supervises 5: 2 Research Administrator III, 3 Research Administrator II
Required Qualifications
Bachelor's degree in Business, Finance, Healthcare Administration or related field.
Five to seven years of progressive responsible leadership experience.
Minimum of two years' experience with sponsored research administration and clinical trials financial management including PI and staff effort allocation in an academic medical center or cancer center.
Supervisory experience to train, motivate/support, evaluate performance, and assign work of staff. Demonstrated experience in developing and delivering effective training programs.
Advanced skills in financial analysis and reporting techniques, financial modeling and business case assessment, human resources, and risk management planning; accounting and payroll.
Strong background and thorough understanding of accounting, human resource and financial systems/policies as well as demonstrated competency related to federal costing policies and practices.
Advanced knowledge of state and federal regulations governing the administration of sponsored research projects as well as with those of private granting agencies in order effectively to direct pre- and post-award management of funds.
Strong analytical skills to define problems, formulate logical solutions, and make recommendations. Knowledge and skill to apply mathematics, quantitative and qualitative analysis, evaluative techniques and business planning techniques.
Project management skills to establish timelines, goals, coordinate multiple departments, evaluate cost/benefit analyses, establish cost effective procedures and systems; define roles and responsibilities, determine required resources; monitor progress and make appropriate adjustments, all while achieving the desired outcome.
Extensive technical knowledge and understanding to read, comprehend, interpret, and instruct others relative to State/Federal regulation, procedures and policies regarding clinical research billing, reimbursement, and coding policy applicable CMS Local and National Coverage Decisions, the complexity of which varies based on the type of service being provided.
Thorough understanding and knowledge of applicable laws, policies, contract terms and clinical research design and logistics to appropriately identify and rebut misleading information, inaccuracies, or misrepresentations received during negotiations.
Comprehensive knowledge of medical, diagnostic, and procedural terminology with an advanced understanding of oncology disease processes and anatomy and physiology. Proficient at or above college level.
Experience with and demonstrated knowledge of ICD-10-CM and CPT classification systems; and skill to follow and interpret the detailed guidelines related to their use in assigning codes for appropriate reimbursements and data collection.
Preferred Qualifications
SOCRA or ACRP
Full knowledge of UCDH Clinical Research Standard Operating Procedures (SOPs), UCDH Policies and Procedures for Research and OCR SOPs.
Demonstrated knowledge of UCDH and NIH programs and policies of state, federal, and local governments required to prepare and negotiate contracts, maintain liaison with governmental agencies and provide sound advice to others.
Knowledge of and experience with billing and claims processes, along with an understanding of UCDH and UDC finance processes.
Special Requirements
