The West Coast Conference was formed in 1952 and has evolved and grown to become a nationally recognized and competitive force in Division I intercollegiate athletics. Role Summary Reporting to the Executive Associate Commissioner, the Assistant Commissioner Compliance and Governance will lead the West Coast Conference’s compliance program and is responsible for administration, education, and continued development of compliance operations pertaining to NCAA and Conference rules and regulations. In addition, this position is responsible for the administration and continued development of operations related to West Coast Conference governance and will oversee efforts to enhance the student-athlete experience. Other responsibilities include providing support to advisory groups and committees, sport administration, and championship support as needed.
Duties and Responsibilities
Compliance
• Management of the Conference Compliance services
• Research and issue interpretations and provide relevant education materials pertaining to NCAA legislation and WCC regulations.
• Monitor rules violations and assist institutions with inquiries and investigations as appropriate.
• Oversee the process for submission and resolution of NCAA and/or Conference waivers (e.g., hardship waiver, medical absence waivers).
• Manage and monitor the WCC Athletics Compliance Assessment Program.
• Represent the Conference to outside entities regarding compliance matters (e.g., NCAA Conference Contact and CCACA).
• Serve as administrator for the National Letter of Intent Program.
• Manage all policies and records related to Conference and NCAA compliance and governance operations.
• Serve as staff liaison to the WCC Compliance Directors Advisory Group and other entities.
• Provide support and education to staff on compliance issues related to their respective sports.
Governance
• Ensure Conference operations in area of responsibility comply with NCAA and WCC policy.
• Manage Conference's governance efforts including preparation of materials, agendas and presentations for Executive Council and Presidents’ Council meetings.
• Manage the aggregation, analysis and drafting of memoranda regarding academic data, including APR, GSR, and FGR.
• Monitor proposed NCAA legislation. Provide education, encourage dialogue, and manage the formation of Conference positions on proposed NCAA legislation.
• Assist in the maintenance of governance policies and procedures.
• Assist with STARs preparation and understanding of governance issues prior to each EC meeting
• Primary liaison to Academics and Governance Cabinet.
• Participate in preparations for meetings and conference calls with WCC Cabinets, Committees, and Head Coaches groups, as appropriate.
Student-Athlete Experience
• Ensure Student-Athlete Experience and Well-Being is a priority in all Conference initiatives.
Sports Administration
• Oversee, manage and control sport administration for assigned sports.
• Staff liaison responsibilities for the assigned head coaches’ groups.
• Monitors and communicates national and Conference issues.
• Assist with the creation, review and management of scheduling.
• Serve as primary contact to coordinator of officials. Assist with managing Conference officiating programs. Including but not limited to issue management, background checks, contracts, assignment review, attendance at clinics, and support for officiating software and payments.
• Monitor and enforce NCAA and WCC sport-specific policies.
Position Knowledge & Skills
• Commanding knowledge of Division I intercollegiate athletics, the WCC and its institutions’ programs and/or higher education.
• Commanding knowledge of WCC strategic plan and management principles involved in strategic planning, resource allocation, leadership, operation, and coordination of people and resources.
• Effective analytical, decision-making, organizational, and project management of tactical and strategic initiatives.
• Working knowledge and skills in the following functions/competencies: - Operations management - Developing standards or methods - Process improvement - Financial acumen
• Able to meet aggressive deadlines and handle multiple and increasingly complex projects.
• Able to lead and facilitate group meetings.
• Able to build trusting relationships with all departments and stakeholders (internal and external)
• Able to select and organize teams to problem solve and execute agreed upon resolution.
• Demonstrate understanding of the West Coast Conference’s core values of student-first philosophy, integrity, leadership, success, respect, collaboration, and camaraderie.
• Demonstrated ability to exercise sound judgment to handle sensitive and confidential information/material with discretion.
• Effective and professional communication, both orally and in writing.
• Demonstrated high-level proficiency in Microsoft programs (e.g., Outlook, Word, Excel, PowerPoint, Adobe Suite programs) and other relevant software required.
Staff Management
• May manage, supervise and develop direct reports and independent contractors.
• Provide guidance and leadership to the Conference staff for assigned roles at special events and promotional efforts.
• Selects, develops and evaluates personnel ensuring efficient operation of the function.
Education and Experience
8 - 10 years’ experience in a related field.
Significant leadership experience is required.
Bachelor’s degree required.
Master’s or advanced/professional degree(s) preferred

25 – 50% of travel
Work Location
Hybrid with South San Francisco, CA base.
Salary
$75,000 - $95,000 commensurate with experience.
