Position description
The Center for Law and Work (CLAW) is seeking to hire a Direct Care Senior Research Fellow. This position will focus on conducting in-depth policy and legal research and analysis to increase the understanding of current and proposed federal direct care workforce-related initiatives, and how California can best prepare to benefit from federal opportunities, with the aim of advancing systems and policy changes that improve the quality of direct care jobs.
The work of the Senior Fellow fits into the broader mission of CLAW, which fosters cross-disciplinary scholarship, research, and analysis as part of developing solutions to pressing labor and employment issues faced by our most vulnerable working populations, and promoting innovative and inclusive economic justice strategies for workers. The Senior Fellow will research and analyze emerging federal and state policy opportunities and build working partnerships between California and federal advocates and public sector leaders that will facilitate the proposal and implementation of policy initiatives to improve wages and working conditions for direct care workers. Research topics will be based on the Fellow's identification of such policy opportunities and development of strategies to leverage them. Possible research topics include: other states' direct care workforce initiatives that may be models for implementation in California; federal policy reforms and investments that could support permanent wage increases for direct care workers; and public-private partnerships as sources of funding for the construction of affordable long-term care facilities that integrate multi-generational housing for low-income seniors and direct care workers.
Tasks will include identifying and defining policy opportunities; conducting legal and policy research and analysis; formulating policy recommendations; convening research briefings to share recommendations; meeting with and engaging key stakeholders; and preparing materials for convenings and meetings. The Fellow's exact responsibilities may vary based on the particular policy opportunities that are presented and how they develop. Because this is a senior-level position, the Fellow is expected to possess relevant knowledge about the direct care workforce and care industry, as well as pre-existing relationships with key stakeholders, including advocates, community-based organizations, and high-level public sector officials who work on issues affecting direct care workers.
This position is based in Berkeley, and may require periodic travel, within and outside California as needed. The position could be located remotely with willingness to travel to Berkeley as necessary.
Primary Responsibilities
Identifying and prioritizing emerging policy opportunities for improving wages and working conditions for direct care workers, at the federal and state level;
Conducting robust policy and legal research and analysis of the identified policy opportunities, under the overall direction of CLAW's Executive Director;
Developing strategic recommendations, informed by the Fellow's research and analysis, on policy initiatives or approaches to improve the quality of direct care jobs;
Organizing and convening briefings to present recommendations;
Drafting materials for briefings and meetings;
Engaging with advocates, community-based organizations, and public sector officials, including building working relationships between California and federal advocates and public sector leaders;
Assisting with other miscellaneous aspects of project implementation as appropriate.
Qualifications Basic qualifications (required at time of application) Candidate must hold a J.D. degree (or equivalent international degree)
Preferred qualifications
20 or more years of professional experience in a law-, policy-, and/or consulting-focused environment focused on addressing issues of low-wage workers
Prior experience working on and analyzing issues related to the direct care workforce, including knowledge of the issues faced by direct care workers that could be addressed through policy initiatives
Demonstrated track of record of relationships with key stakeholders working on issues affecting the direct care workforce
Excellent demonstrated public speaking skills
Experience with organizing and facilitating meetings
Project management experience and skills
Excellent writing and analytical skills
