Reporting to the Senior Associate Vice President of Facilities, the Finance Analyst supports budgeting, forecasting, and expenditure control for the division; assists in the development of budgets; maintains complex reporting to analyze budgets and expenditures; and collaborates with campus partners to ensure compliance with University and PASSHE (Pennsylvania State System of Higher Education) requirements.
The ideal candidate will demonstrate experience managing and analyzing multiple budgets, using analytic and strategic thinking to provide meaningful information to assist with decision-making and process improvements; the ability to manage multiple priorities and maintain accuracy; and a commitment to providing outstanding customer service to diverse campus constituents
Responsibilities Include:
Support Facilities department budgets including Campus Services, Plant Operations, and utilities
Support Facilities Operations leadership to develop budgets
Conduct monthly/ quarterly reviews and reconciliation of Operations budget with the department
Conduct monthly reviews and reconciliation of emergency building and project exploration accounts with Finance and Administration department
Reconcile construction in progress expenses and processes transfers of funds
Prepare and maintain project reports
Review project close-outs including verifying cost centers, closing Work Orders, PO's and depreciation start dates
Collaborate with Campus Architect and Director of Design and Construction to implement workflow process improvements
Monitor project budgets, expenses, and balances to identify potential funding issues
Monitor and support Smartsheet, WCU’s project management system
Ensure compliance with University and PASSHE policies, requirements, definitions, and deadlines
Maintain accurate and consistent data to provide to the University and external agencies and organizations
Remain current on University and PASSHE policies, procedures, and administrative tools including SAP / BI reporting
Provide training as needed
Review charge backs for P-Cards, work orders and Motor Pool prior to posting
Prepare Budget Request to Hire (R2H) forms
Keep the Executive Director of Facilities Support for Auxiliary Services up to date on appropriate budgets
Reconcile Facilities inventory
Prepare insurance reimbursement requests
Ensure excellent customer service to the campus community
Serve on committees as needed
Other duties as assigned
As a member of the Facilities Divisional staff, this position is deemed essential. Essential employees must remain or report to work during partial or full day closings of the University due to hazardous road conditions, emergency circumstances or for other reasons.
Minimum Qualifications
Bachelor's degreein accounting, business, finance, or related field or Associate degree with two years of budget and data analysis experience or five years of budget and data analyst experience
Demonstrated proficiency in Microsoft Office Programs including Outlook, Word, and Excel
Experience using SAP and BI (Business Intelligence)
Facilities project budgeting experience
Process improvement experience

The salary range for this position is $53,690 to $61.358.
