Department Overview University of California Health comprises six academic health centers, twenty health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University's students, faculty and employees. All of UC's hospitals are ranked among the best in California and its health professional schools are nationally ranked in their respective areas. UC Health has one of the nation's largest health science instructional programs and includes schools of medicine, nursing, pharmacy, dentistry, public health, optometry, and veterinary medicine. Within University of California Health, the Academic Health Sciences department provides leadership, strategic direction, policy guidance and advocacy to advance the health sciences goals at individual campuses as well as the overall system. Top priorities include 1) expansion of the state's health professional workforce, particularly in underserved areas, 2) establishment and maintenance of strong infrastructure to support the health science schools' tripartite mission, and 3) advancement of diversity, equity and inclusive excellence for our future students, current students, residents, faculty, and staff. The unit works closely with leadership in the Office of the President (OP) and campus health leaders on a complex range of issues and priorities that may impact the health science schools. Position Summary This is a key position within the UC Health division working directly with the Associate Vice President for Academic Health Sciences and should be filled by someone who is recognized as an organization-wide expert who has demonstrated significant impact and influence on policy and program development. The Deputy assists the Associate Vice President in providing strategic direction on projects of critical importance to the organization, as well as expertise to leaders in other UC Health departments, the health science schools, the medical centers, and external professional organizations. One of the top priorities is the management of the programs focused on workforce expansion, utilizing the funds from Proposition 56 ($40M annually) and the Managed Care Organization (MCO) tax bill ($75M annually). In addition, there are various projects to support the health science schools' tripartite mission, the UC Health strategic plan, the Presidential Priorities, and the State initiatives. Much of this work centers on health equity. Responsibilities include identification of goals, formulation of strategy, execution of plans, management of staff, and efficient allocation of resources with a high degree of self-direction and autonomy.
Duties also include the development of innovative programs and key partnerships to advance the University's missions. It is important for this individual to have demonstrated skill and expertise in effectively coordinating efforts across multiple stakeholder groups and producing tangible outcomes with meaningful impact. Because of the dynamic environment, it is critical that this individual has the capacity to adapt and respond quickly to various demands, and is comfortable handling multiple projects that may occasionally require fast turnaround times. This role requires sound judgment in selecting methods, techniques, and evaluation criteria for obtaining results. It is preferable for this individual to be data-driven with a focus on creative solutions, positive outcome measures, and long-lasting impact. At times, there will be a need for fast, creative solutions to address barriers and conflicts in order to achieve success.
The Deputy has broad level authority to represent the organization with constituencies such as health science deans, senior faculty, senate committee chairs, hospital executive leaders, public agencies and the community. It will be necessary to participate in high-level committees and task forces, which may involve sensitive negotiations with little or no precedence, requiring expedient and diplomatic action. They have responsibility for a wide range of complex, high profile, and multi-faceted initiatives and projects which require careful planning, operationalization, collaboration and management. This role places significant emphasis on original thinking and reliable execution through the skillful coordination of school leaders across the system, administration of policies, implementation of strategic plans, and development of innovative programs.
Key Responsibilities
50% Steers and coordinates the implementation of long- and short-term strategic and operational plans which have critical impact on both a systemwide and statewide level. Effectively builds and manages innovative programs and key partnerships to advance the University's missions. Leads and directs a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization. Ensures schedules and plans are established, parties are informed and prepared, and any barriers (that is, resource allocation, training, staffing, etc.) are brought to the attention of the appropriate group for resolution. Coordinates and communicates with executives across the health system to ensure efforts are aligned with strategic priorities. Provides organization-wide influence on the identification and framing of systemic issues, and the formulation and advancement of approaches to address them. Represents the Executive with authority to make decisions on high-level task forces and long- and short-range strategic planning groups.
20% Serves as an executive advisor to UC Health leadership, providing guidance and recommendations on key issues impacting the enterprise. May stand-in, communicate, and advise on behalf of the executive. Builds relationships across the UC Health organization and establishes clear channels of communication with stakeholder groups. Serves as a point of contact for staff and other stakeholders for information and updates on key initiatives and issues.
20% Researches and summarizes best practices in field. Proposes, leads and / or participates on policy, strategy and planning committees and working groups. Develops and advocates solutions to organizational or research program issues, including developing and administering new systems, policies, processes, or programs. Independently performs the most complex research and studies for both internal department and external constituents.
10% Provides a framework for policy and administrative change, involved with change management, developing strategies to remove barriers to goal achievement. Negotiates directly to achieve solutions with high level stakeholders such as faculty, senate committee chairs, senior administrators, other UC locations, Office of the President, public agencies and the community to develop solutions to complex problems; providing briefings on current and emerging issues.
Experience Required Qualifications
Minimum of 7 years of experience leading strategic program/policy development and implementation.

Preferred Qualifications
Knowledge of the organizational environment of academic and non-academic health centers to understand client priorities, issues, motivations, and constraints.
Advanced project management techniques, such as Lean Six Sigma or PMP, organizational design, and leadership coaching
Education Required Qualifications
Bachelor's degree in related area and / or equivalent experience / training.

It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
