Delivers quality, expeditious counseling and training to registered clients to assist in obtaining government contracts. Counsels on business development; creates professional relationships with companies, other APEX Accelerator procurement specialist and related business resources, contracting officers, as well as with prime contractors.
Essential Functions and Responsibilities: Assists with the management and delivery of government contract counseling, research and training services, and client case management in the designated services region of Ohio APEX Accelerator at YSU; complies with applicable laws, regulations, and program guidelines; assists in the preparation of information gathering and impact reports.
Conducts extensive research for clients, colleagues, and economic development partners utilizing Center and State databases and resources on federal, state, and local government contracting; maintains strong communication skills in order to deliver and design training programs and/or topics of interest for client education.
Assists with and develops outreach efforts, such as marketing materials, social media presence, website content, workshops, and more.
Establishes and maintains close working relationships with collaborating partners; delivers business counseling, client case management, technical assistance, and training programs in government procurement.
Manages database of client profiles, session reports, and contract award verification; conducts program activities in accordance with the highest standards of professionalism, ethics, and integrity; reviews potential client response to solicitations including price comparison, conformity to Statement of Work, delivery terms, payment terms, and other conditions of government procurement; provides guidance to clients in terms of setting up contracts for suppliers and subcontractors on a potential project.
Exercises good judgment in safeguarding confidential and sensitive information; adheres to the highest standards of confidentiality and integrity; utilizes planning and organizational skills to prioritize and perform multiple tasks and job functions in an orderly, efficient manner; works independently with minimal supervision.
Identifies problems, analyzes alternatives, and develops viable recommendations; composes written materials on procurement related issues; establishes and maintains effective working relationships and networks.
Assists with proposal preparation; maintains knowledge of all relevant registrations and certifications.
Other Functions and Responsibilities: Stays current with federal and state acquisition regulations and required professional development; utilizes demonstrated knowledge of and experience with business development, procurement principles and processes.
Utilizes knowledge of appropriate laws and regulations related to government procurement programs; knowledge of the grant related federal and state legislative processes and funding cycles.
Performs other related duties as assigned.
Equipment Operated: Computer and all other standard office equipment.
Work Schedule: Typically, Monday through Friday on-campus position. Willing and able to travel within and outside the State of Ohio.
Supervision Exercised: May exercise supervision over student employees.
Reports to: Program Director, Ohio APEX Accelerator at YSU

Minimum Qualifications: At least a bachelor's degree and one or more years of business counseling or procurement experience or four or more years of relevant experience in the private or public sector. Demonstrated experience in the technical aspects and best business practices for performance on government contracts, including a pragmatic knowledge of Federal Acquisition Regulations, as well as state and local procurement regulations.
Preferred Qualifications: Proficiency in the use of government procurement databases; experience as a federal procurement professional.
