Under the Office of Population Health, this position works in partnership with the California Department of Public Health, Tobacco Prevention Program (CDPH/CTPP), Community and Statewide Interventions Section to independently performs the duties involved in the development and implementation of local and statewide comprehensive tobacco prevention plans. This position is responsible for providing statewide consultative and highly specialized technical assistance and services to the multiple program areas within CTPP as well as to local, State, and Federal programs associated with CTPP and CDPH to reduce tobacco use and protect non-smokers from secondhand smoke exposure. The position has responsibility for coordinating the development of broad policy with multiple departmental, immediate, and long-range impact. The position will assess, plan, coordinate and evaluate tobacco prevention health education activities to limit the influence of the tobacco industry and reduce tobacco use in California.

Minimum Qualifications
Experience in providing consultation, training, and technical assistance to community organizations that conduct tobacco prevention interventions in communities throughout California.
Thorough knowledge of public health education design, planning, implementation, evaluation and delivery of policy campaigns.
Thorough knowledge of community health education promotion and education field.
Skills associated with both the development and delivery of health education programs and services.
Knowledge of the elements of program planning, such as conducting needs assessments, developing measurable objectives, and designing appropriate quantitative or qualitative evaluation plans.
Knowledge in the development of comprehensive strategies and funding processes to provide tobacco control services at the community and statewide level.
Thorough knowledge with developing, implementing and evaluating complex health education programs and projects; coordinate major projects involving partners and collaborations; assisting with conducting conference workshops and training programs; establishing and maintaining productive working relationships with other health disciplines, agencies, organizations and the public; preparing high level reports, funding applications and other written documents.
Effective organization skills to work efficiently in a dynamic and demanding environment, while multi-tasking to manage multiple tasks, ensure follow-through, and meet demanding deadlines.
Ability to analyze, research, and synthesize substantial amounts of data/research for preparing sound and relevant proposals/analyses.
Effective communication and interpersonal skills to communicate effectively, both verbally and in writing to convey complex issues competently.
Effective project management skills necessary to advance initiatives (both long-term and immediate projects).
Preferred Qualifications
Bachelor's or master's level degree in health promotion, community health, or related field. Specialization in public or community health education OR an equivalent combination of education and experience.
Experience in California State Government and in tobacco prevention and/or cessation.
Demonstrates flexibility to work efficiently in a dynamic and demanding environment both independently and collaboratively with diverse team members.
