Established in 2004, UC Berkeley's Center for Cities + Schools (CC+S) is an interdisciplinary, applied research center, linking the fields of city planning and K-12 education. CC+S advances policies and practices in the public sector that create opportunity-rich environments, both in and out of schools, where young people of all backgrounds can thrive. CC+S operates multiple research projects and policy programs with on- and off-campus partners. We are housed in the Institute of Urban and Regional Development in the College of Environmental Design.

The Project Policy Analyst 4 at Center for Cities + Schools (CC+S) is an experienced position responsible for managing, planning, administering, and coordinating operations of multiple CC+S programs, partnerships, and projects involving a growing team of faculty, staff, and students. The incumbent reports to Primary Investigator (PI), Jeff Vincent PhD, and works with CC+S undergraduate student assistants and graduate student researchers. The individual will do the following:

• Collaborates extensively with external project and research partners, including at other UCs. Uses advanced operational concepts and objectives to resolve highly complex issues and promotes teamwork across staff and partners.
• Requires a high level of ability to anticipate and resolve organizational challenges with professional judgment and priority management. Regularly works on issues where analysis of situations or data requires an in-depth evaluation of variable factors.
• Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results.
• Primarily deals with programs and proposals with broad impact across the function, research initiative, program, and/or organization.
• Applies breadth and depth of institutional knowledge to develop sound long and short-term strategic plans and build relationships with key constituencies and stakeholders.
• Considered a subject matter expert within the organization and as an expert externally in the field.
• Serves as lead strategist and has broad level authority to represent the organization with internal and external constituencies such as faculty, UC leadership, media, public agencies, peer research organizations, and the community.

Responsibilities

**This is a full-time, two-year contract position**

25% Leads and directs a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization. Position will serve as lead program manager for outreach, training, and technical assistance services provided to local and state government leaders in California, relevant civic sector organizations, and researchers on topics that include (partial list): education policy, education workforce housing (EWH) planning, public school facility finance, and climate adaptation policy in the education sector. The position will guide and direct planning for these services in collaboration with UCB PIs and external partners, including PIs and staff at partnering UCs and public sector constituencies. Position may lead a team of lower-level analytical, research, and administrative staff, including undergraduate student assistants and/or graduate student researchers. The position will develop and present complex proposals on a broad range of issues including problem identification, costs, benefits, and options. The position will develop and advocate solutions to organizational or research program issues, including developing and administering new systems, policies, processes, or programs. Using institutional knowledge and awareness of programs, networks, and key constituency perception, designs develops, and implements short and long-term co-curricular programs, events, and activities to enhance CC+S's program offerings.

15% Develops and coordinates policy or program communications; formulates strategies for education and enforcement. Position formulates strategies for advertising and marketing outreach, training, and technical assistance programs in general as well as specific programming and events to current and prospective partners, key stakeholders, and diverse external audiences. Creates and manages revisions for policy and educational documents for communications and outreach. Manages communications, including information sharing with external partners as well as social media, content development, and dissemination and oversight of project deliverables.

15% Researches and summarizes best practices in the field. Collaborates with PIs and external partners to create training and technical assistance educational materials that summarize best practices in the field. Contributes to writing summaries of research findings, policy knowledge, and related technical information as needed in projects/programs. Conducts surveys and assessments of participants' experiences and outcomes. Develops key metrics for tracking and evaluating program and participant experience success.

10% Functions as the day-to-day manager of CC+S public infrastructure projects, which are funded by multiple sources and involve numerous on-campus and off-campus partners, including faculty at other UCs. The Program Manager has a wide range of responsibilities in several areas as detailed below.

10% Leads efforts to conduct highly complex analyses across a broad spectrum of programs, policies and initiatives or provides in-depth, complex analyses as a specialist in one policy field. Supports PIs and external partners in program alignment and efficiency. Proposes, leads and / or participates on policy, strategy and planning committees and working groups, to enhance CC+S's program offerings and strategic direction.

10% Collaborates with partners to coordinate the development, implementation and monitoring of new programs and processes. Represents CC+S and PIs with authority to make decisions on key operational and program matters.

10% Manages meeting and event coordination. Fully responsible for planning and executing multiple meetings per year involving Center staff and external partners, including creating agendas, developing event materials, supportive technology (microphones, projectors, Zoom, etc.), and event logistics. Responsible for facilitating meetings/events and making presentations as needed. Responsible for taking detailed notes of meetings and events.

5% Strategic planning and development. Assists PIs in developing proposals and recommendations to guide and support a broader strategic direction for the function, research initiative, program, and/or organizational unit. Assist PIs in identifying new funding sources and stewarding existing individual and institutional relationships to support the ongoing growth of the organization.

Required Qualifications

• Advanced knowledge of common organizational- or research-specific and other computer application programs (for example, quantitative data analysis software, common visual and geographic information systems specific software).
• Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
• Ability to use discretion and maintain all confidentiality.
• Advanced project management skills and leadership abilities.
• Thorough knowledge of organizational or initiative processes, protocols and procedures.
• Ability to multi-task with demanding timeframes.
• Advanced knowledge of applicable policy analysis techniques.
• Advanced analytical / problem-solving skills.
• Research experience that includes a range of methods, such as social science methods, fieldwork, GIS, mapping, design, quantitative and qualitative analysis, etc.
• Experience developing and/or administrating training and/or technical assistance services.
• Experience with policy and/or research technical writing, such as report writing, research summary documents, and bibliographic research
• Experience with arranging events, exhibitions, symposia, both on campus and off.
• Experience working with public sector entities such as public school district leaders, local government officials, and/or state agency staff.
• Experience working in public education policy and/or on issues of affordable housing, public policy, public school facilities, land use, climate policy, and/or related field(s).
• Advanced degree in education policy, urban planning, land use, development finance, or related field or equivalent experience.
• Bachelor's degree in related area and / or equivalent experience / training.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $85,000 - $110,000.

This is a two-year contract position. Contract positions may be extended based on operational demand. Contract positions are eligible to participate in the health and welfare programs offered by UC Berkeley.
