Departmental Overview
The Center for Educational Partnerships (CEP) at the University of California, Berkeley directly serves over 75,000 students from the Bay Area (Alameda, Contra Costa, Santa Clara, and Solano counties) to the greater Los Angeles region. For almost 40 years, we have been serving students from kindergarten through community college. Our 12 CEP programs lead the University of California, Berkeley's efforts to:
Improve the academic achievement of students who face significant barriers to college.
Increase the diversity of students who enroll and succeed in higher education.
Empower schools and districts to promote and foster college aspirations through building a college-going culture.
Support collaborations and partner with K-12 and post-secondary colleagues.
Create tools to partner with educators, families, and communities to inspire and advocate for our students' successful futures.
The Associate Director (AD) of the TRIO Educational Talent Search Program is responsible for maintaining the K-12 college advising and academic enrichment programming and the training and supervision of the College Advisors serving the targeted high schools and community resource centers. Along with the Director of Pre-College TRIO Programs, the AD develops and implements strategies for advising services and provides leadership in program management. The AD oversees day-to-day operations, evaluates outcomes, and ensures goals and objectives are met. The AD assists in monitoring and maintaining working relationships with all target school administrators, faculty and staff. The AD also works with the Director to foster program recognition by district personnel and superintendents, and will also maintain close communication with colleagues in other CEP Programs and other educational equity programs. It is expected that the AD will be responsible for the design, planning, and implementation of college preparation services and activities and ensure recruitment goals are met. The AD will also establish new organizational relationships with K-14 and higher education institutions, and supervision of the college advising staff.The AD reports to and receives written and verbal assignments from the Director of Pre-College TRIO programs and is expected to perform assignments with a high degree of autonomy relying on their expertise to ensure the best results. Regular communication and consultation with the Director is expected.

Responsibilities
PROGRAM STAFF SUPERVISION, TEAM LEADERSHIP AND TRAINING
Provides leadership in strategic and program planning efforts.
Recruits and hires professional staff, student assistants and tutors, and/or temporary staff and contractors.
Supervises, coaches, provides direction and assigns work tasks to college advising team members.
Ensures staff are meeting grant objectives and supports them in this work.
Reports on the status of team members' work assignments to the Director.
Designs and implements training for professional, non-senate academic, student, and temporary staff.
Develops and maintains trainings, policies and procedural manuals for advising and enrichment programming.
Facilitates regularly scheduled advising staff meetings for advisers.
Responsible for performance evaluations and professional development plans of team members.
Develops short and long term advising strategies, evaluates outcomes, and ensures program goals and objectives are met.
Resolves disputes and inter-staff conflicts. In consultation with Director, Implements appropriate corrective actions in accordance with university personnel policies and contracts.
Develops cultural, professional and educational workshops aimed at sharpening critical-thinking skills, and heightening the social and cultural awareness of project participants.
PROGRAM DEVELOPMENT AND MANAGEMENT
Coordinates annual recruitment of new participants.
Works closely with advising team to determine ETS recruitment targets and develops strategies to meet goals.
Coordinates motivational and informational college-going activities for program participants, including: academic advising, college and career advising, admissions and financial aid workshops, and social, cultural, career, and college visits.
Annually negotiates with target school site administrators on ETS staff office space, access to equipment, students, and student records.
Facilitates partnerships/networks with K-12, higher education institutions, and community organizations.
Organizes meetings with school site personnel and / or service providers regarding major whole school / district / regional efforts.
Develops partnerships / networks with K-12, higher education institutions, and community organizations.
Participates in the development and monitoring of policies and procedures for program components.
Develops and manages program components and activity budgets.
Responsible for interpreting and applying complex federal, state, and university regulations governing the daily operation of the program.
COMMUNICATION AND REPORTING
Produces program reports and evaluations.
Oversees the collection, analysis, and evaluation of student and program data to document progress toward established goals and objectives.
Assists with collecting, reviewing, preparing, and submitting annual performance reports to the Federal Department of Education.
Annually assesses school site demographics to recommend to the Pre-College TRIO Director allocation of program resources, staffing patterns, and participant contact and enrollment goals.
Reviews new information and developments about K-12 and higher education policies and issues, and analyzes their impact on program strategies.
Makes recommendations to the Director based upon this analysis.
Maintains readiness of program staff and participant record keeping mechanisms and database for onsite program review and/or audit by university or federal regulators.
Annually revises and updates all program materials and resources made available to the public including program brochures, participant forms, and staff record keeping procedures.
Ensures accurate and up-to-date data entry for all programs.
OTHER
Serves on department, campus, and external committees, workgroups, and coordinating bodies.
Supports the coordination of collaboration with other CEP program.
Serves as consultant/expert/resource to K-14 institutions and community organizations regarding college access and college-going culture.
Assists with fundraising and proposal writing, development planning; researches and drafts proposals and concept papers.
Other duties as assigned by Supervisor.
Required Qualifications
Minimum of 3 years experience working with underserved youth.
Comprehensive experience advising and supporting educationally disadvantaged students regarding postsecondary opportunities and careers.
Advanced knowledge and experience working with educational equity programs serving a diverse student population.
Demonstrated cultural competency with respect to race, ethnicity, and socio-economic status.
Extensive knowledge of youth and adolescent development theory, including issues facing low- income, first-generation, and urban youth.
Demonstrated cultural awareness and the appreciation of the humanity of all identities including (but not limited to) race, ethnicity, gender, socio-economic status, religion, ability and sexual orientation.
Demonstrated experience and knowledge of Individual Educational Plans.
Knowledge of the English Language Development program.
Advanced knowledge of high school graduation and college entrance requirements.
Demonstrated knowledge of academic trends; curriculum development. Ability to assess their impact on program strategies.
Knowledge of up-to-date information on K-12 and higher education institutions (UC, CSU, CC, etc.), admissions and financial aid requirements, and matriculation processes. Advanced knowledge and ability to interpret K-12 and current higher education policies and issues policies and procedures to youth, parents, and school representatives.
Ability to establish and maintain cooperative relationships with school district administrators, school counselors, principals, teachers, and community contacts. Ability to develop outreach programs, and design effective materials.
Demonstrated experience with recruitment, interviewing, and hiring professional, student, non- senate academic, and/or temporary staff. Demonstrated experience in staff development.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $79,000.00 to $93,100.00.
This is an exempt, monthly-paid position.
This is a full-time, Career position - eligible for full UC benefits.
