Purpose of Position
This senior member of the Payment & Health Care Delivery Policy Department works with AdvaMed member company representatives and leadership to develop and execute policy positions and advocacy initiatives, using a consensus approach. This person also positively represents AdvaMed and maintains effective relationships with key policymakers and other relevant stakeholders.
Essential Duties of Position
Tracks, analyzes, and reports to AdvaMed member companies on Centers for Medicare & Medicaid Services (CMS) rulemakings and other policy matters, particularly as they relate to Medicare coverage, coding, and payment of medical devices used by physicians and other practitioners in the services they provide patients, or through the provision of durable medical equipment
Tracks, analyzes, and reports to AdvaMed member companies on payor policies as they relate to services provided by, or utilizing, digital health technology and artificial intelligence
Covers additional issues as assigned, either as the lead staff person or in collaboration with department colleagues
Leads or supervises AdvaMed member working groups and leads or supports membership sectors in the development of consensus policy positions, including planning, design, development, preparation, and submission of comprehensive written comments and other materials, presentations, and information to CMS and other relevant policy-making or advisory bodies
Leads and collaborates with AdvaMed’s member companies, including subject matter experts, senior executives, and the AdvaMed Board of Directors, to design and develop policy and advocacy strategies to achieve the association’s strategic goals
Builds, sustains, and leverages effective relationships with relevant government officials, especially CMS, and outside stakeholder entities to advance AdvaMed’s payment and health care delivery policy and advocacy priorities
Monitors and participates in government and stakeholder meetings, official proceedings, and other activities to ensure AdvaMed priorities are represented and positively influence final outcomes
Works collaboratively with Payment & Health Care Delivery Policy Department team on department-wide projects
Collaborates closely with the Government Affairs department to ensure policy support and coordinated advocacy across various agencies and Congress
Collaborates with colleagues across AdvaMed to support and implement department, division, and association initiatives and priorities
Represents AdvaMed as appropriate in external venues, including as a presenter at third-party conferences and other events
Supports AdvaMed’s conference and events team in planning and executing relevant events and conference sessions, including developing agendas, recruiting speakers, and serving as a speaker or moderator
May direct or supervise work of departmental shared staff
Hybrid Work Policy: Teleworker: Minimum 1 day onsite per week
Travel: Up to 10%, domestic
Knowledge, Skills, and Abilities
Expertise in health care coverage, coding, and reimbursement policy, including in Medicare and private insurance
Thorough knowledge and understanding of public policy development including regulatory and legislative processes
Demonstrated ability to analyze complex health care regulations and policies, distill complex policy matters for a variety of audiences, develop, and assess policy options and positions to respond to specific issues, and prepare comments on complex healthcare rulemakings and other proceedings
Ability to engage in high-level strategic and analytical thinking
Ability to perform research with a working knowledge of relevant information and data sources and skilled in the use of data to inform policy positions and advocacy strategy
Demonstrated internal and external leadership skills and gravitas, with the ability to work proactively and independently
Ability to establish and maintain collaborative working relationships with colleagues, stakeholders, and industry personnel, including subject matter experts, government affairs staff, and high-level executives
Ability to navigate conflict, balance opposing views, and achieve working consensus in political and policy environments among a variety of constituents and stakeholders
Demonstrated ability to create and maintain effective advocacy relationships with policymakers
Effective organization and communication skills
Excellent verbal communication, written communication, and presentation skills, especially persuasive writing
Ability to manage multiple projects
Proficient in the use of relevant Microsoft Office Suite software
