This position works remotely requiring a telecommuting agreement and adherence to the UCSC Telecommuting/Remote Work Guidelines. The employee shall be available in a full-time capacity during assigned telecommuting work hours (specific hours to be discussed with supervisor). While telecommuting/remote working, the employee is responsible for ensuring a worksite environment suitable for accomplishing their regular job duties during scheduled hours of work and, if applicable, arranging for dependent care just as they would if they were working at the regular UCSC worksite.

Uses advanced knowledge of product management and development practices to resolve a wide range of complex issues in which analysis of situations or data requires an in-depth evaluation of variable factors. Manages the roadmap and development of multiple products and enhancements-including an innovative new product-of diverse scope, size, impact and budget within the Smarter Balanced Reporting suite. Demonstrates creativity and ingenuity in selecting methods and techniques for obtaining solutions to complex design, financial, marketing, or administrative problems. APPOINTMENT INFORMATION
Budgeted Salary: $101,100 - $152,000/year. Salary commensurate with skills, qualifications and experience. Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. JOB DUTIES
50% - System Design
In collaboration with Executive Leadership and the Senior Director of Product Management, develops the overall strategic vision of the Reporting System applications based on an understanding of the educational technology landscape, improvements in available technology, and the needs identified by stakeholders. Addresses long-term and short term-goals for the applications.
Designs and facilitates a product development life cycle (PDLC) for the Smarter Balanced Reporting applications that addresses the internal capacity of Smarter Balanced as well as the needs of stakeholders.
Drives multi-year roadmaps for the Reporting System and facilitates approval by Executive Leadership and manager, providing plans that align to the organizational strategic vision, are grounded in PDLC planning, and are established using an analytical framework to prioritize features according to feasibility, reach, capacity, impact, effort, and business risk.
In collaboration with the Senior Director of Product Management, establishes processes for deeply understanding multiple user personas that inform user stories and a streamlined user experience.
Creates business plans that address application scope, potential investment against impact and revenue generation, scalable architecture for growth, and market and competitive analyses to inform product development.
Develops user-focused product requirements and provides input into IT business analysts' construction of technical requirements.
Liaises with internal SME groups, including Psychometrics, Content, and Tools for Teachers to understand best practices in assessment data analysis, educator experience, and integration with formative assessment.
Collaborates with cross-functional teams to create a go-to-market plan for new and updated product, including internal and external marketing / communications staff to establish and revise as marketing plans to promote the applications and enhancements to the applications.
50% - Operations and Implementation
Embraces the educational market in order to establish membership empathy and understanding that leads to product excellence.
Builds and maintains productive, collaborative, and respectful relationships among staff (within and across teams) and with constituents.
Using established roadmaps and cross-foundational input, collaborates with the Project Management Office to project human and financial resource needs as well as technology interoperability requirements. Escalates risks and mitigations that may affect the delivery of products / services / enhancements.
Manages reporting team product management personnel assigned to state-specific reporting products, providing expert-level guidance, coaching in customer management skills, and professional growth opportunities.
Using established processes, writes and maintains user stories, roadmap features, and prioritizations using known product management analysis techniques and collaborating with cross-functional teams. Uses deep knowledge of the applications and user input to directly contribute to user-centered requirements and specifications.
Establishes and maintains systems of documentation regarding application availability, eligibility, appropriate use, copyright notations as well as notifications to users regarding security and privacy.
In collaboration with the Business Development team, recommends emerging market targets for the Reporting System and serves as the primary member contact / part of negotiating team.
Serves as the lead in developing and maintaining business plans and KPIs for the Reporting System. Serves as the lead in collecting and analyzing data that assists in determining product success metrics.
Collaborates with the Senior Director of Product Management to develop and maintain Reporting System budgets to address emergent, short- and long-term goals for the applications.
Contributes to documenting and maintaining product management Standard Operating Procedures.
REQUIRED QUALIFICATIONS
Bachelor's degree in related area and / or equivalent experience / training.
Product Management experience in a data-driven, technology environment, typically achieved by 5+ years relevant experience.
Demonstrated experience enacting highly effective product management practices, including but not limited to defining product strategy, driving roadmaps, prioritizing features, requirements gathering (stories/epics), managing product development life cycle, and defining user personas.
Demonstrated experience in creating systems that determine product features in a way that best satisfies the strategic goals of both product and organization and in prioritizing features using analytical methodologies.
Demonstrated experience in making compelling, evidence-based, business cases for products or resource allocations and in creating 'build vs. buy' analyses.
Possesses highly effective verbal communication skills to convey information in a clear and concise manner.
Demonstrated ability to work in a collaborative manner, building and maintaining productive, respectful, and healthy relationships among staff (within and across teams) and with constituents.
Experience driving market and competitive research to identify trends and satisfaction drivers, increasing organizational peripheral vision.
Demonstrated experience in establishing measurable product KPIs and success metrics.
Demonstrated ability to create systems for collecting, managing, and cataloging user research, both formal and informal, as well as weigh input against organizational strategy and market landscape.

PREFERRED QUALIFICATIONS
MBA, relevant MA, or equivalent experience.
