The total salary range for the Parks, Recreation, and Facilities Supervisor classification is $97,690.32-$119,093.52 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience.
The PRNS Department is currently seeking to fill three (3) Parks, Recreation, and Facilities Supervisor positions, one (1) in the Recreation Division and two (2) positions in the Parks Division.
The Parks, Recreation, and Facilities Supervisor positions perform duties that may require knowledge in a variety of subject areas, such as recreation, therapeutic recreation programs, and/or gerontology recreation programs, and care and shelter coordination; may be responsible for ensuring the proper maintenance and operation of City Parks by supervising interpretive and education programs for City park users, ensuring safe, secure parks; maintaining and conserving natural features and wildlife in City parks and coordinating emergency services within parks, such as search and rescue and fire suppression. The positions must have the ability to constantly adjust to changing conditions and support a wide variety of customers, agencies, and department staff.

Emma Prusch Farm Park/ Nature Based Programming
The Parks, Recreation and Facilities Supervisor (PRFS) manages the operations and maintenance of Emma Prusch Farm Park (EPFP) and programs at Almaden Lake Park (ALP) and Alum Rock Park (ARP). EPFP has a multifaceted operation that offers facility rentals, barn animal husbandry, The Hatchery Preschool and youth summer camps, an on-site operational partner, Veggielution, and in-house maintenance. EPFP serves as a community-hub for the surrounding area and works closely with internal and external partners to serve the local community though amenities and services such as Cooling Centers, access to health and wellness resources and additional city services. Outdoor Nature and Education programs, classes and camps occur at all three (3) locations. ALP and ARP programs include the daily operations of the parking program, Youth Science Institute and Visitors Center at Alum Rock Park. This position is responsible for negotiating and administering major contractual agreements and coordinating high-profile community events for the three (3) regional parks under its management. The PRFS will report directly to the Parks Manager for Regional Parks in the Destination, Events and Sports unit of the Parks Division and work cooperatively with peers internal to the Division, Department, other City Departments, non-CSJ organizations, community members and the offices of elected officials.
Lake Cunningham Action Sports Park and Arcadia Ballpark (Overstrength position)
The Parks, Recreation, and Facilities Supervisor (PRFS) manages the operations and maintenance of San Jose’s premiere destination facilities of Lake Cunningham Action Sports Park (LCASP) and Arcadia Ballpark. This position will also manage the maintenance of the Police Activities League (PAL) Stadium. LCASP includes the largest skate park in California and also offers a bike park that draws an audience from all over the Bay Area. LCASP’s programs include day pass admission, membership access, equipment rentals, special events, private rentals and recreational classes and camps. Arcadia Ballpark is the City’s 14.5-acre softball complex that includes four natural grass fields, hot concessions grill, restrooms, shaded stadium seating and a sports-themed playground. Arcadia Ballpark’s programs include sports leagues, special events, recreational camps & classes, and a field reservation program. This position is responsible for the management and supervision needed to maintain the day-to-day operations, programs, contracts, and maintenance for both facilities. The PRFS will report directly to the Parks Manager for Sports programming in the Destinations, Events and Sports Unit of the Parks Division and work cooperatively with peers internal to the Division, Department, other City Departments, non-CSJ organizations, community members and the offices of elected officials. This is a temporary (Overstrength) position that is anticipated to be funded through June 30, 2024, subject to further extension as appropriate. If this position is not extended through the budget process, the City may seek to place you in other internal job opportunities based on your previous work experience.
The Parks, Recreation, and Facilities Supervisor assigned to the Recreation Division performs duties that may require knowledge in a variety of subject areas, such as recreation, therapeutic recreation programs, and/or gerontology recreation programs. The PRFS may be assigned to Community Center operations, Citywide service areas (including leisure, seniors, therapeutics, or aquatics). Community Center operations include responsibilities in leading a team at a multi service HUB including seniors, adults, and youth programs in addition to recreation programming throughout the Council District at satellite sites. PRFS’ assigned to Citywide roles will be responsible for the administration and delivery of major citywide recreation programming related to the areas assigned to that PRFS. The positions must have the ability to constantly adjust to changing conditions and support a wide variety of customers, agencies, partners and department staff.
Responsibilities for these positions may include, but are not limited to the following:
Supervises, trains, and evaluates subordinate staff and their work.
Gathers and compiles routine statistical, program, race, and ethnicity data.
Prepares and reviews records, forms, reports, permit applications, and grant reporting.
May handle cash and perform cash reconciliation, monitors and tracks budgets.
Prepares, controls, and implements budgets for specialized service programs within assigned area and provides budget input for personnel, equipment, supplies, and related items.
Estimates equipment, material, manpower, and time necessary for work completion; sets priorities. Ensures all City safety protocols are followed. Responsible for equipment and inventory control.
Ensures that recreation public facilities/structures are maintained in a clean, safe condition. Conserves and preserves natural open space for public enjoyment. Recommending improvements and inspects projects to maintain and restore natural resources in City Parks, undeveloped City/Park lands.
Plans, coordinates, and supervises comprehensive recreation activities for all age groups.
Supervises public contact, liaison work, and preparation/presentation of programs related to recreation service programs.
Provides information regarding services and programs available through all forms of media.
Develops, reviews and/or supervises contracts for development, operations, projects, or sponsorships.
Supervises development of resources through fundraising, solicitation of donations or co-sponsorships, and obtaining grants to support programs.
Responsible for administration of revenue generating activities including fee collections, revenue projections, and revenue analysis.
May develop proposals for methods to enhance the facility or operation with non-traditional funding sources or alternative manpower resources.
Researches, evaluates, and recommends new and existing policy and/or organizational changes aimed at organizational development and improvements.
Aligns program objectives and work plans with the goal of better supporting the department’s cost recovery, fee generation, and financial sustainability targets.
Performs other related work, as required.
If assigned to fieldwork, possess ability lift, carry, push, and pull materials and objects (such as equipment) up to 50 pounds, or heavier weights, in all cases with the use of proper equipment.
For the Emma Prusch Farm Park/ Nature Based Programming position: oversees staff and participates in providing husbandry of Emma Prusch farm animals.

Education and Experience: Two (2) years of undergraduate coursework from an accredited college or university (equivalent to 60 semester units or 90 quarter units) AND four (4) years increasingly responsible experience in the maintenance and operations of a park or administering recreation programs, including two (2) years in a lead capacity.
Acceptable Substitution: Additional related experience may be substituted for the education requirement on a year-for-year basis. A Bachelor's Degree may be substituted for up to two (2) years of the required experience. There is no substitution for the lead experience.
Required Licensing: As a condition of employment in some designated positions, possession of a valid State of California Class B driver's license with applicable endorsements may be required in the performance of job duties.
