Under general supervision, manages planning, design, and development of parks, trails, and recreational facilities projects; manages Parkland Dedication Ordinance and assures effective communication of project issues. Serves as a liaison with contractors, consultants, and other City departments.

Recommends and implements department goals and objectives; establishes performance standards and methods for a variety of activities related to the design, construction, and renovation and planning of City parks, trails, and recreational facilities.
Plan, develop and/or coordinate parks and recreation planning and development activities including landscape design, architectural design, master planning and Capital Improvement Program development and implementation.
Manages the selection process and administers consultant services; does preliminary design and cost estimates; negotiates contract terms and fees; manages the bid process.
Manages project budgets and schedules all phases from preliminary to post construction.
Monitors contracts and contractors to ensure compliance with contractual obligations; resolves conflicts; administers contract change orders and estimates, approves contractor payment and monitors contractor performance.
Researches, compiles, and analyzes data and provide monthly reports to the appropriate personnel.
Coordinates project activities and shares information with the public, City departments, City advisory boards, consultants and government agencies.
Prepare and facilitate public meetings that deal with sensitive community concerns regarding park development/renovation projects; respond to citizen concerns and complaints related to design and development or renovation.
Oversee the preparation and update of standards for landscape architectural design, parks construction, ensuring consistency with Federal, State and local requirements.
Oversee the preparation and make recommendations related to long-range planning activities that affect the Department including, but not limited to, park and recreation facility locations, master planning and concept plans and projected costs.
Oversees implementation and tracking of the Parkland Dedication Ordinance and coordinates with the Planning Department as necessary.
Makes recommendations for revisions to the Parks and Recreation Strategic Master Plan as appropriate.
Coordinates the development of 5-year CIP; plans and develops future projects.
Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Bachelor's degree in Parks and Recreation, Landscape Architecture, Park Planning, Construction Management, Engineering or related field; AND five (5) years of work experience in the design and management of public parks projects; OR an equivalent combination of education and experience. OR Any equivalent combination of experience, education and/or training that provides the required knowledge, skills, and abilities.
Knowledge of:
City organization, operations, policies and procedures.
Project planning and management principles and techniques.
Principles and practices of contract bid and construction management.
Landscape architecture and urban planning principles.
Landscape and tree planting design, care and installation.
Government contracting and grant management principles and regulations.
Methods, materials and equipment used in the construction and maintenance of municipal parks.
State and Federal regulations for parks, recreation and open space planning.
General knowledge of accounting & budgeting practices in a municipal governmental agency.
Local community resources and regional community services programs.
Skill in:
Design, planning and managing design of park facilities and open spaces.
Proficiency in current software programs such as AutoCad and GIS.
Communicating effectively, both orally and in writing.
Evaluating contract agreements.
Establishing and maintaining cooperative working relationships with employees, officials, other community services agencies and the general public. Interpreting legal descriptions of real estate easements and similar properties.
Negotiating with property owners to accomplish objectives.
Giving public presentations on the departmental projects.
Performing all facets of the project such as coordination of demolition, inspection, security, soil testing, and site location.
Exercising good judgment, tact and diplomacy in all public dealings.
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class 'C' Texas driver’s license

Registered Landscape Architect in Texas (PLA)
Project Management Professional (PMP)
Certified Parks and Recreation Professional (CPRP)
Certified Playground Safety Inspector (CPSI)
Landscape Irrigator or Irrigation Inspector License
