Under the general guidance of the Administrative Director and the Laboratory Quality and Operations Manager, the Program Manager for Point of Care, Laboratory Safety, and Special Projects is responsible for the overall laboratory system services with regulations and quality standards and guidance including, but not limited to, the federal government and the state Department of Public Health (DPH) compliance requirements associated with the Clinical Laboratory Improvement Act (CLIA) and The Joint Commission (TJC) and College of American Pathologists (when applicable), Clinical Laboratory Standards Institute (CLSI) best practices, Center for Medicare and Medicaid Services (CMS) compliance, Occupational Safety and Health Act (OSHA) standards, and the privacy and confidentiality requirements of the Health Insurance Portability and Accountability Act (HIPAA) with regards to Point of Care Testing (POCT) for DFCI Ambulatory locations of Longwood, Chestnut Hill, and Merrimack Valley as well as DFCI Inpatient POCT, for the Laboratory Safety Program for Longwood, Chestnut Hill, and Merrimack Valley, and for Special Projects as assigned

Responsibilities include ensuring satisfactory continuous development, implementation, documentation, and maintenance of the Laboratory's overall programs for the areas of responsibility.
Contributes to quality and compliance efforts for aspects of laboratory programs as noted with a variety of regulatory agencies in collaboration with the DFCI Administrative Director, laboratory operations and technical leaders including quality and operations manager, technical supervisors, and other laboratory leaders as needed; participates in regulatory inspections and surveys; communicates with Point of Care Testing site clinical staff.
Develops quality systems and continuous improvement initiatives in conjunction with the medical directors, administrative director, and technical supervisors for aspects of laboratory services at the Point of Care sites including working with site leaders to develop systems and processes to maintain essential laboratory documentation in accordance with quality and regulatory requirements for point of care testing and laboratory safety.
Works with the DFCI Inpatient Hospital location as needed to address Point of Care Testing monitoring in accordance with quality and regulatory requirements.
Co-chairs the Laboratory Safety Committee; ensures compliance with all laboratory safety regulations, to ensure a safe work environment for the laboratory staff; works with the laboratory department staff to perform safety surveys and resolve concerns.
Acts as a resource for regulatory compliance with federal, state, and private accrediting agencies for safety and for point of care testing.
Leads and/or participates in special projects involving laboratory operations, quality, and compliance and special projects, as directed by the administrative director or quality and operations manager.
Performs all other duties and responsibilities as directed.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Good knowledge of clinical laboratory operations, safety requirements, laboratories and hospital information systems flow.
Ability to work well as either a leader or a participant within multidisciplinary projects and teams.
Excellent communication skills.
Experience with process improvement and project management skills; has organizational skills for documentation and
Familiar with Microsoft Office programs including Word, Excel, and Powerpoint.
Associates degree in laboratory sciences (MLT, Biology, or Chemistry) required; Bachelor???s degree in laboratory sciences (Medical Technology, Biology, or Chemistry) preferred.
5 years of progressively responsible experience in clinical laboratory required. Experience with various aspects of clinical laboratory operations, quality systems, and project management required.
