DESCRIPTION
The Construction Inspector 3 will provide full range of inspection surveillance, planning, and estimating for all construction projects, including participating in the design, planning, specifications, construction schedules, contract documents, inspections, estimates, and project closeout for complex renovations and new construction for projects over $100,000.00. Manage all general and specialty inspectors (i.e. testing laboratories, electrical testing, etc.), as well as provide direction to Facilities Management Project Managers as appropriate. Verify the percentage of completed work and ensure that the work complies with the contract documents. Monitor pay applications and verify as built conditions. Initiate and help coordinate utility outages. Maintain reports and records accurately reflecting projects' history. Serve as liaison between Design Professionals, Project Managers and Contractors. Generate inspection documentation. Coordinate construction activities with campus user groups.
The Construction Inspector 3 will use skills as a seasoned, experienced inspection professional to perform standard inspections of construction work by contractors, as well as other personnel for new construction, alterations and repair. Review design development and construction documents, specifications, and bid documents for construction features prior to release for bid, and participate in final inspection and final acceptance procedures. Demonstrate good judgment in selecting methods and techniques for obtaining solutions and ensuring compliance with all applicable building codes, rules, regulations, laws, etc.
QUALIFICATIONS
Bachelor's degree in related area or an equivalent combination of experience/training.
Progressive years of field-related working experience in building or utility construction work, including three (3) years as an inspector or superintendent of major construction work. Thorough working knowledge of California Building Codes, Cal OSHA, and campus, medical center or University Construction Design Standards.
Demonstrated journey-level work experience and certification in one or more construction disciplines (i.e. electrical, mechanical, plumbing, civil, etc.).
Demonstrated working knowledge of California Administrative Code, specifically building codes (e.g. Uniform Building Code [UBC], Title 24, etc.), OSHPD (Office of Statewide Health Planning and Development) requirements, and OSA (Office of State Architect) laws and regulations (Handicap access regulations).
Proven knowledge of construction practices, technology, and materials in all types of construction (i.e. institutional, medical, commercial, residential, and scientific/technical). Thorough knowledge of California Title Code 24.
Working knowledge of operational applications and implementation of acceptance testing of telemetry, pilot wire, SCADA, fiber optic controls, and telecommunications data systems. Working knowledge of cogeneration plants, complex electrical system relays, as well as electrical substations and distribution stations.
Working knowledge of digital HVAC control systems, digital card and palm reader security systems, and closed circuit television monitors/systems.
Thorough knowledge and skills in providing plan review services on simple and moderately complex improvement projects, as well as code applications for replacement, repairs and upgrades of facilities.
Proven ability to read and interpret construction contract documents specifications, drawings, and related technical data to use while inspecting contractor's work.
Strong skills in reviewing, evaluating and advising project management on project completeness as applied to application for progress payments submitted by contractors.
Working knowledge of construction costs and estimating. Skill in writing construction progress and contract compliance reports.
