The Center for Effective Global Action (CEGA) is a hub for research, training, and innovation headquartered at the University of California, Berkeley. We generate insights that leaders can use to improve policies, programs, and people's lives. Our academic network includes more than 150 faculty, 65 scholars from low- and middle-income countries, and hundreds of graduate students-from across academic disciplines and across the globe-that produce rigorous evidence about what works to expand education, health, and economic opportunities for people living in poverty. CEGA seeks a motivated Associate to support the Center's Cost Transparency Initiative (CTI), which improves and scales the use of rigorous, high-quality cost evidence in impact evaluation research and increases the availability of rigorous cost evidence to support decision-making in global development. The Associate will provide research assistance for several projects focused on cost data collection, economic evaluation, and policy analysis, including research on a large, integrated intervention in Malawi and an evaluation of an open innovation prize competition, among others. General responsibilities include collecting cost data, implementing analysis, conducting interviews, and potentially undertaking field visits. The Associate will also provide critical administrative and project management support including budgeting/contracting, events management, fundraising scoping, and outreach/communications for the CTI and the Costing Community of Practice (CCoP), while contributing to Center-wide process improvements,performance management, and other activities. The position will report to and work closely with CEGA Staff Scientist, Dr. Elizabeth Brown, and will collaborate with other staff as needed. While this position is based in Berkeley, there will be periodic field work assignments in several low- and middle-income (LMIC) countries.

Responsibilities
Applies professional or research concepts to perform analysis of data and systems pertaining to moderately complex projects, policies, initiatives, / processes, and / or functions.
Gathers and assembles analytical and factual data on assigned problems and issues to prepare reports and / or analyses summarizing information on the assigned issues and commenting on other significance for internal or external constituents. Data collection and analysis: Assist with the collection, cleaning, analysis, and transparent documentation (i.e. for replication) of appropriate data for costing development interventions
Prepares, edits and modifies documents including research reports, manuscripts, presentations and proposals. Contribute to the development of cost-related evaluation tools and high-priority cost research with potential to advance methods and research standards. Coordinate feedback on templates, tools, and guidance with key stakeholders and other partners. This may include conducting interviews or group discussions, recording notes, extracting information and analyzing responses
Using subject matter knowledge, collects and prepares information for use in discussions, meetings of internal and external constituents. Background research, review and writing: Conduct background research and literature searches and reviews, and collaboratively draft papers for publication, including data, methods, results, and compiling reference materials in Zotero
On a project basis, performs analytical studies on a variety of policies, research initiatives, programs and issues.
CEGA development: Participate in center-wide activities, including weekly staff meetings, internal working groups, and performance management. Provides a variety of analytical duties in support of a function, research initiative, program and / or organizational unit. Project coordination: Coordinate calendar and travel, including scheduling, purchasing tickets/hotel, maintaining travel calendars, coordinating meeting logistics, and processing reimbursements. Financial management: Manage grant and departmental budgets, including a complex mix of campus, grant, contract, and gift funds and provide assistance with subawards/other agreements, including: compiling required documentation, drafting scopes of work, monitoring sub-awards to field partners, managing payments/invoicing, and ensuring adherence to regulations/processes, human subjects protocols, and reporting requirements.
Participates in administrative / research policy and program project planning and development. Events and dissemination: Organize periodic special events (e.g. panels and networking convenings), including oversight of logistics and budgeting, calls for nominations/papers, communications, and reimbursements.
Provides recommendations and guidelines involving programs / initiatives.
Coordinates program planning and collaboration with program / project staff. Partnership development and fundraising: Liaise with research teams, implementing partners, and donors to ensure smooth research implementation. Build and maintain partnerships across sectors with academics, policymakers, and donors. Assist in preparation of proposals, documents, and presentations for fundraising, donor reporting, and dissemination activities. Identify opportunities for project expansion (e.g. new modalities or side-studies) through strategic collaboration or pursuit of funding. Costing Community of Practice (CCoP): Lead coordination of the CCoP, a group of development research and practitioner organizations advancing cost methods for impact evaluation. Schedule quarterly meetings, develop agendas, organize work plans, develop and maintain shared planning documents, communicate with our cost partners, and follow up with partners on key priorities, and assemble related communications.
Required Qualifications
Working knowledge of and/or ability to learn about common organization- or research-specific and other computer application programs.
Excellent written and oral communication skills.
Proficient in ability to use discretion and maintain all confidentiality.
Demonstrates ability to use sound judgment in responding to issues and concerns.
Demonstrates ability to analyze, research and synthesize large amounts of data with strong attention to detail.
Proficient in ability to multi-task with demanding timeframes.
Working knowledge of and/or ability to learn about applicable policy analysis techniques.
Experience contributing quantitative and policy analyses in the field of international development.
Broad knowledge of impact evaluation research methods and experience contributing to multi-country or multi-partner evaluations, including responsibility for carrying out empirical, quantitative research.
Working knowledge of statistical software such as STATA or R and report integration with Overleaf and RMarkdown as well as MS Office (Excel) and GSuite applications.
Interest in cost analyses and economic evaluation methods (.e.g. cost-effectiveness analysis).
Self-directed, intrinsically motivated; proven capacity to manage work independently, multitask and be responsive to time-sensitive deadlines.
Strong skills in short-term planning, problem-anticipation and -solving, and customer service; ability to independently investigate solutions to administrative challenges and anticipate leadership needs.
Education/Training:
Bachelor's degree in related area and / or equivalent experience / training.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted hourly range that the University reasonably expects to pay for this position is $28.74 - $35.92.
This is a 12-month, 100% full-time (40 hours per week), contract position that is eligible for full UC benefits with the possibility of extension.
This position is non-exempt and bi-weekly.
This is a hybrid position, eligible for 50% remote capability.
