DEPARTMENT OVERVIEW
UC Controller provides strategic leadership and support of systemwide financial functions including corporate accounting, federal and extramural costing policy, benefit plan accounting, endowment and investment accounting, payroll policy and compliance and taxation. We deliver efficient and effective financial services, provide best practices and guidance to our campus and medical center communities, develop and administer systemwide policies and procedures, and ensure the University's financial systems are compliant with all University, State and Federal laws, rules and regulations.
POSITION SUMMARY
The Chief of Staff (COS) to the Associate Vice President and Systemwide Controller (AVP) provides strategic leadership, management and planning for the UC Controller Department in partnership with the Associate Vice President (AVP) and the leadership team. The COS is responsible for providing leadership, managerial support, and coordination of strategic, policy, and operational concerns under the department's purview; these span corporate accounting and financial reporting, tax compliance, payroll coordination and compliance, benefit plan accounting, and costing policy and analysis, and the related financial systems supporting these areas. The COS acts on behalf of the AVP upon request or in her absence and serves as a senior consultant in decisions related to the business functions provided by the department. The COS also oversees areas of department administration, including business processes, budget, procurement and operational support.
Responsibilities
35% Strategic Initiatives and Support
Serves as senior coordinator and consultant to the AVP, and as a communications conduit to her senior managers.
Coordinates intermediate and long-term departmental deliverables, with day-to-day assessment of priorities and available resources.
Reviews, acts (including directing workflow to other senior managers and program staff), makes recommendations (verbally and/or through written executive summaries) on behalf of the AVP and responds to University senior managers on a variety of complex issues.
Provides daily and long-range leadership and planning counsel to the AVP and department's senior managers on a range of strategic issues: business processes/practices, policy/compliance concerns, and change initiatives under the department's purview.
Advises the AVP on strategic, policy, and administrative matters. Alerts the AVP to issues of concern and confidentially communicates issues on behalf of others.
Develops, recommends, and implements appropriate action to the AVP on a range of matters impacting the department and the controller function across UC.
Works directly with high-level stakeholders, such as UCOP executives and location controllers and CFOs, to develop and implement systemwide initiatives and solve complex problems.
Helps establish and coordinate implementation of intermediate and long-term priorities for the department in collaboration with senior managers.
Promotes work efforts and collaboration to support solutions of strategic issues of department-wide and systemwide impact.
30% Departmental Operations
Directs the administrative operations of the immediate office of the AVP.
Serves as the departmental liaison to the UC Finance division, various UCOP Operations departments (budget, HR, procurement, business resource center(BRC)) and other UCOP divisions, ensuring the department adheres to UCOP and UC policies and procedures and supports UCOP and UC initiatives.
Oversees departmental business processes, information management, administrative operations, and human resource management (including recruitment/retention of key departmental managers). In the absence of the AVP, acts as proxy for reviews and approvals of all transactions required for normal and effective operations of the Department.
Oversees development of departmental/unit budgets and approval of proposals for department resource allocations and short-and long-range expenditures plans. Ensures appropriate level of financial controls for department business transactions.
Works closely with the UCOP procurement and BRC teams to ensure efficient and compliant procurement of goods and services for the department, as well as payments to vendors for services rendered.
Coordinates staff initiatives, including staff engagement and morale-building activities.
Drives diversity, equity and inclusion initiatives and serves as a liaison with other UC and UCOP DEI initiatives.
30% Policy and Project Management
Supports the AVP in planning, developing, and executing systemwide strategy, governance, and initiatives related to the areas under the department's purview.
On behalf of the AVP, leads strategic initiatives, maintains procedures, and tracks activities.
Advises the AVP on strategic, policy, and administrative matters. Alerts the AVP to issues of concern and confidentially communicates issues on behalf of others.
Develops, recommends, and implements appropriate action to the AVP on a range of matters impacting the department and the controller function across UC.
Serves as department's chief liaison with the UC Systemwide Policy Office in the policy review and approval process; serves on the Systemwide Policy Advisory Committee.
Works directly with high-level stakeholders, such as UCOP executives and location controllers/financial management, to develop and implement systemwide initiatives and solve complex problems.
Helps establish and coordinate implementation of intermediate and long-term priorities for the department in collaboration with senior managers.
Drives diversity, equity and inclusion initiatives and serves as a liaison with other UC and UCOP DEI initiatives.
5% Regents/PEO Liaison
Provides review for all proposed Regental and Presidential actions/approvals within the department's purview. Serves as chief liaison with support staff of the Office the Secretary of the Regents, President's Executive Office, and CFO Immediate Office with regard to Regents' requests for information. Includes oversight of Regents agenda material preparation, presentation materials and staff coordination.
Required Qualifications
Minimum 8 years of relevant previous work experience.
Significant experience and expertise operating in complex federated environments.
Sophisticated leadership abilities to establish department and systemwide goals, and to motivate and influence others to achieve.
Demonstrated ability to research and analyze issues and situations; to think strategically about problems, processes, issues, and potential resolutions; and to make recommendations to executive leadership for prioritization and resolution.
Demonstrated ability to develop and execute strategic plans, including conducting current-state analyses and designing implementation processes.
Demonstrated ability to balance a number of projects simultaneously, be a self-starter, set priorities, and work independently.
Demonstrated ability to be an effective leader and manager, and to set and support deadlines and goals.
Demonstrated ability to establish and ensure adherence to procedures that streamline steps, achieve efficiency and effectiveness, and resolve problems.
Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning.
Excellent interpersonal skills that demonstrate the ability to work collaboratively and effectively with UCOP and systemwide groups and to lead high-priority projects with the potential for significant wide-ranging impact.
Excellent skills developing and managing stakeholder relationships.
Demonstrated ability to communicate effectively and diplomatically with all levels, including executives, staff, and faculty.
Excellent verbal and written communications skills with the proven ability to synthesize and convey complex information clearly and concisely for a broad nontechnical audience.
Demonstrated experience building a diverse team and cultivating a supportive and inclusive work environment.
Demonstrated ability to formulate, interpret, and communicate policy and procedures to diverse audiences, including staff and senior managers.
Preferred Qualifications
Experience with the University of California system and an understanding of UC culture, policies, practices, and mission as a public educational and research institution strongly preferred.
Significant experience in complex higher education and large research university environments and an understanding of related priorities, issues, motivations, and constraints.
Education
Bachelor's degree in related area and / or equivalent experience / training required
Advanced degree preferred.
SPECIAL CONDITIONS
This position is eligible for a hybrid work arrangement within the state of California. The selected candidate must reside within the state of California, or be willing to relocate, and will be required to report to work in person in Oakland, CA on a regular schedule.
SALARY AND BENEFITS
Salary: Recommended salary range: $163,000 - $188,000, commensurate with experience.
