Summary of Duties:
The Vice Chancellor of Finance and Administration is a member of the campus executive team, reports directly to the Chancellor, and is expected to provide a positive role in leadership and management on the campus. The Vice Chancellor of Finance and Administration serves as the Chief Financial Officer and facilitates the financial and administrative operations of the WSU Tri Cities campus, including responsibility for: overseeing and managing the budget process, strategic planning, financial services, grants and contracts administration, business services, facilities operations (maintenance, grounds and custodial services), facilities development, long range capital planning, information technology, campus safety and security, and environmental health and safety. In the absence of the Chancellor and the Vice Chancellor of Academic and Student Affairs, the Vice Chancellor of Finance and Administration will serve as the Chancellor's primary delegate.
Essential Duties:
Leadership | 35%
Serve on the campus executive team and as a member of the WSU Tri-Cities Cabinet.
Establish and maintain effective working relationships with partners and stakeholders throughout the University system, the Tri Cities campus, and the broader community.
Consult and coordinate with other campus administrators on policy matters and process improvements in the areas of business operations, contracts, finance, budgeting, planning, facilities, and other campus services necessary to support student success and research excellence.
Support campus strategic plans through participation, advocacy, funding, and other resource allocation and accountability strategies.
Demonstrate ability to understand individual differences and to foster an open and inclusive environment.
Provide leadership to develop and support a strong and cohesive campus culture that provides a positive work experience for faculty and staff, while also providing a supportive environment for students to thrive.
Budget and Planning | 25%
Develop and maintain annual, biennial and long-range capital and operating budgets and prepare budget submissions to the system and/or the state.
Oversee and monitor the strategic allocation of campus resources.
Disseminate and communicate financial information, reports, and long-range forecasts.
Provide analytical support in the areas of budgets, costs, facilities utilization and needs, plant operations, long range planning and other areas as required.
Develop, maintain and supervise operation of financial accounting controls, procedures and systems. Responsible for allocation of state funds, temporary funds, facilities & administrative cost returns from grants, summer session income and other revenue sources.
Serve as a liaison with the Pullman campus and actively participate in policy matters concerning business operations, finance, planning, budgeting and facilities.
Project Management | 20%
Develop & implement capital improvement projects, identify issues, and formulate solutions.
Serve as the primary campus liaison for capital planning and development with the WSU System.
Coordinate with appropriate departments on the Pullman campus to facilitate projects.
Act as the lead project administrator for the planning, construction, and maintenance of all campus physical facilities including lease facilities.
Develop and implement plans for campus expansion in accordance with the campus strategic plan.
Oversee space allocation functions in consultation with other committees and leadership team members.
Represent WSU Tri-Cities to other institutions and agencies on matters relating to the campus and its operations
Represent the campus in local government affairs, specifically in relation to city, county, or state actions relating to WSU Tri Cities.
Manage special projects as assigned by the Chancellor.
Management and Supervision | 20%
Oversee business operations of the campus including: financial service; business services; facilities; information technology; and environmental health, safety & campus security.
Establish and maintain an organizational structure and appropriate staffing to effectively accomplish campus goals and objectives.
Provide leadership, supervision and professional development opportunities for assigned staff to increase department effectiveness and increase service levels.
Conduct annual performance reviews of direct reports and assure all staff receive appropriate feedback and performance reviews.
Recruit, hire, train, supervise initiate corrective actions and evaluate staff.
Required Qualifications:
Positions require a Master Degree in a related field and a minimum of eight (8) years of related professional experience in a complex organization, with preference given to experience in a higher education setting. Any combination of relevant education and experience may be substituted for the education requirement on a year-for-year basis.
Ability to travel to professional conferences, training, seminars and other locations as required to fulfill job responsibilities. Occasional nights and/or weekends required to meet w/outside groups and agencies.
A valid drivers license or the ability to obtain a valid drivers license prior to a hire date.
Demonstrated high level of written and oral communication skills. Demonstrated effective leadership abilities. Experience leading diverse teams and disciplines including information technology, facilities, safety and security. Experience with finance, budget and accounting administration.
Preferred Qualifications:
Professional experience in managing fiscal, facilities and operations areas.
Relevant professional experience in higher education or public sector.
Experience developing financial budgets and forecasts, presenting to a variety of audiences and providing regular updates to actual.
Experience implementing institutional diversity, equity, and inclusion goals and strategies. Demonstrated experience and skill in collaborating with internal and external constituents; cultivate, build, and expand partnerships/relationships with the community and other WSU entities.
Demonstrated ability to communicate financial information to a variety of audiences.
Certified Public Accountant (CPA) or Certified Management Accountant (CMA)
In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position.
