Midtown Oakville is designated as the Town’s Urban Growth Centre and is being planned to be an urban community with a minimum population of over 20,000 people and jobs; where people are able to live, work, and play in walkable, mixed use neighbourhoods, connected to the rest of Oakville by pedestrian, cycling, transit and street networks. Midtown is a key location within the town, centred around Metrolinx’s busiest GO Station hub, second only to Union Station.
Reporting to the Commissioner, Community Development, the Director, Midtown Oakville Program will provide professional advice to the town’s senior administration and Town Council for the long term implementation of the planning policy and engineering initiatives relating to the Midtown Oakville program. The Director, Midtown Oakville Program will be responsible for leading a consulting team in the co-ordination, implementation and development of Midtown Oakville.
What can I expect to do in this role?
As the Director, Midtown Oakville Program you will:
Provide leadership to a consulting team focused on implementing the planning, design and engineering direction to realize the build-out of Midtown Oakville
Supervise and co-ordinate the assignment and priority of work ensuring appropriate delivery, performance evaluation, fiscal responsibility and that community needs are achieved
Co-ordinate the efficient management of various projects associated with implementing Midtown Oakville such as environmental assessments, planning studies, urban design guidelines, parks design guidelines, etc.
Provide project management services related to strategic projects in Midtown Oakville
Provide administration expertise relating to project contracts, and co-ordination of consulting services
Facilitate public meetings, focus groups, and citizen engagement activities related to community visioning, special studies and document development
Liaise, co-ordinate and consult with other levels of government including Provincial Ministries, Metrolinx, Halton Region and Conservation Halton, and other external stakeholders including the development industry
Coordinate inter-departmental, multi-disciplinary technical staff team and internal review and projects in the Midtown area
Undertake work based on the direction of the town’s Midtown Steering Committee
Lead and co-ordinate the preparation of reports to Town Council
Assist in the development of the annual budget for Midtown Oakville, including monitoring the status of business plan objectives and budgets on an on-going basis.
Oversee the preparation of terms of reference and hiring of consultants, if needed.
Perform other duties and special projects as assigned.
How do I qualify?
You have an undergraduate degree from a recognized university with specialization in Urban Planning, Civil Engineering or related discipline. Your formal education is augmented by at least ten years of progressively responsible positions that have resulted in outstanding leadership complemented by a highly developed understanding of municipal government and service delivery. Full PMP certification is an asset, as is membership in a professional organisation such as OPPI or PEO, and/or related professional designations.
In addition, your experience includes:
Demonstrated proficiency in the review and interpretation of architectural, site, landscape, public realm, and streetscape plans;
Proven ability to lead, coach, motivate, influence and build productive relationships;
Strong project management and organizational skills with the ability to manage multiple tasks in a fast-paced environment;
Knowledgeable in current and possible future policies, practices, trends, technology, and information

Current and future practices, trends, technology and information related to urban planning in Ontario.
Acts, regulations and directives that apply to planning in Ontario including but not limited to the Planning Act, Municipal Act, Environmental Assessment Act, Development Charges Act.
Government decision-making processes.
Analytical, facilitation and negotiation techniques.
Planning methodologies and how to facilitate successful outcomes.
How to communicate and engage others, deliver quality customer service, and with a demonstrated ability to manage community engagement.
