Overview
Tufts Support Services (TSS) delivers administrative services to schools and central units across the university’s three campuses. TSS provides administrative support for transactional tasks in human resources and finance with two functional support teams: one focused on HR and Payroll services and one focused on Procurement administrative services. Tufts Support Services teams are customer-focused and strives for continuous improvement and high customer satisfaction.
What You'll Do
Ensures the end-to-end HR Payroll Operations has a strong customer-service focus. In this, the successful candidate will be responsible for the oversight of the teams processing payroll transactions, benefits data administration, payroll processing, tax withholdings, third party remittances, and related reporting for the university. In addition, this candidate will ensure that customer service provided by the functional team meets the service levels and expectations of the Tufts community. The Manager sets priorities, provides leadership and supervision of assigned staff, manages the reporting for ongoing operation of the areas of responsibility, contributes to the development of relevant enterprise systems and processes, and assures university compliance to government and other regulatory agency policies.
• Payroll and Benefits Deduction - Responsible for the accurate, timely and compliant management of the university’s payroll systems and operations, including generation of the university payroll which entails proper administration of salary/wages and its distribution; tax compliance (all withholdings and reporting); and related benefits deductions administration. The Manager oversees and manages the workflow for inputs to the payroll system.
• Management - Provides leadership to a staff of 14 people who perform payroll operations, payroll and tax accounting, benefits deduction administration, tax filing, and customer support. There are 3 supervisors who directly report to the payroll manager and assist with direct oversight of the payroll and benefits coordinators, and HR customer service representatives. The manager coordinates and manages workflow and resource planning and serves as a back-up for key processes. The manager identifies and addresses resource needs, provides direction around resource management and work volume at peak times throughout the year. • Customer Service - Works closely (and daily) with other TSS managers and staff (primarily the Communications, Training and Process Improvement Team) to provide best-in-class customer service to the entire university community. Responsible for working with TSS senior leaders to design and implement processes, communications, and training to continually evolve service levels. • Systems - Collaborates with the business analysts on the process improvement team responsible for system maintenance and improvements to enhance efficiencies and compliance. • Projects - Collaborates with the Associate Director Business Systems, Tufts Technology Services (TTS) team, and HR & Benefits team on system implementation projects and annual events such as open enrollment, tax updates, and other system releases. • Strategic Guidance - Works closely with senior TSS management to develop strategic and operational goals to assure TSS is aligned with university initiatives and direction. • Expertise - Serves as subject matter expert for operational and compliance-related matters, including identifying issues and changes; setting priorities; troubleshooting complex issues; and, providing guidance to TSS managers and staff throughout the university. • Out-Reach. The HR Payroll and Benefits Administration Manager will work with senior leadership to establish ongoing communications with key constituents including the Vice President of HR and HR directors, key department and school leaders, and the community at large.
What We're Looking For
Basic Requirements
• Knowledge and skills as typically acquired through completion of Bachelor’s degree with 5 years of functional payroll experience including payroll taxation and administration of benefit deductions • 3 years staff management experience • Significant experience and aptitude with PeopleSoft HR or equivalent HR/Payroll HCM or ERP system • Strong interpersonal skills with ability to influence and persuade others • Able to handle pressure situations in a production environment • Demonstrated professional track • Proven customer service experience • Excellent oral and written communication skills • Proven leadership skills including clear goal setting, prioritization and ability to lead team in a learning and collaborative environment • Strong project management skills
Preferred Qualifications
• Experience in higher education • Certified Payroll Professional (CPP) or Senior Professional in Human Resources (SPHR) certification • Experience with cloud-based ERP solutions (Workday, Oracle Cloud, etc.)
