This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
The primary function of the PUC Administrative Services Officer (“ASO”) is to provide support to the EO by overseeing the Administrative Support Services Section (“Section”) that includes Fiscal Services, Procurement and Contract Services, Case Management Services, Clerical Services, and Information Technology Services. The ASO is also responsible for assisting the EO with the administration of the daily operations of the Commission, as well as assisting with the planning, coordination, execution, and oversight of Commission special projects and activities.
Knowledge: Knowledge of management, project management, administration, and supervision; Knowledge of principles and practices of public fiscal administration, including budgeting and financial reporting; Knowledge of governmental organization and functions; Knowledge of the principles, practices and procedures of the Commission, its general orders, rules, tariffs and decisions and orders; applicable Hawaii Revised Statutes; the legislative process; and comprehensive research and analytical techniques.

Education: Graduation from an accredited college or university with a Bachelor’s degree. An advanced degree from an accredited college or university in a relevant field may be substituted for two (2) years of the required administrative experience. Experience: Four (4) years of progressively responsible professional administrative experience in one or a combination of the following areas: program development and implementation, program administration, fiscal and accounting management, and project management. Supervisory Experience: One (1) year of supervisory experience which included planning and directing the work of others; assigning and reviewing their work; advising staff on difficult problem areas; timing and scheduling their work; and training and developing new employees.

TOOLS, EQUIPMENT & MACHINES This position requires the use of computer workstations, including but not limited to, desktops, laptops, and mobile computing devices; office applications, including but not limited to, email application, Microsoft Office productivity applications, and the Commission’s Document Management System (DMS); and commonly-used office equipment, including but not limited to, copiers, telephones, facsimile machines, scanners, and calculators.
WORKING CONDITIONS – SEE SUPPLEMENT TO POSITION DESCRIPTION Conditions are primarily sedentary indoor office work. As required, this position may be required to work beyond normal business hours in order to meet the frequent deadlines with short turnaround times.

The State of Hawaii Public Utilities Commission was established in 1913. The Commission’s primary duty is to protect the public interest by overseeing and regulating public utilities to ensure that they provide reliable service at just and reasonable rates.As of fiscal year 2019, the Commission regulates 1,806 entities, which includes all chartered, franchised, certificated, and registered public utility companies that provide electricity, gas, telecommunications, private water and sewage, and motor and water carrier transportation services in the State. It also oversees the administration of a One Call Center that provides advance warning to excavators of the location of subsurface installations in the area of an excavation in order to protect those installations from damage; and the Public Benefits Fee surcharge which is used to fund and support energy efficiency programs and services implemented by an independent third-party administrator on the islands of Oahu, Maui, Molokai, Lanai and Hawaii.
