Responsible for implementing and facilitating a comprehensive talent acquisition strategy through full cycle recruitment. Build and maintain pipelines of qualified candidates through digital, networking and other channels making referrals for positions as needed. Guide and educate the campus community on talent acquisition and onboarding best practices, policy and compliance. 1. Build and Implement a full cycle recruitment program (35%) *Understand talent priorities and manage pipeline health; work with various hiring managers across campus to identify needs and fill vacancies; learn and differentiate between department cultures and needs in order to accurately recommend sourced candidates for interviews *Use multiple channels to source and attract top talent and directly build talent pipelines through our talent management software Proactively network and build relationships with potential candidates of all levels in order to market Lehigh as an employer of choice and garner interest in open positions *Use networking and social skills to generate leads through referrals and other innovative strategies *Utilize research and data to identify top sourcing channels, ROI from advertising and other metrics to make key decisions on talent attraction *Build out and maintain an exceptional candidate experience from first point of contact through onboarding *Proactively source, interview and assess candidates for various positions and refer out to open positions based on needs *Assist in managing Lehigh's employment brand as it relates to social media and advertising. Create advertising campaigns and closely with HR Communications to develop the most meaningful and effective content possible in order to recruit and retain top talent *Assist in matching dual career candidates (faculty spouses/partners) with open staff positions; meet with and provide information to dual career candidates
2. Coordinate, administer and provide guidance for the classified staff employment process in accordance with University policy and best practices (20%) *Meet with hiring supervisors, search committees and administrative support members to educate and guide them through the hiring process *Evaluate, discuss and approve offers of employment based upon the terms and conditions of the position requirements, the candidate of choice and internal equity; prepare formal offers of employment along with other new hire documentation as needed *Ensure University policy, state and federal employment laws are followed including affirmative action compliance *Assess candidates selected for positions to ensure they meet minimum requirements checks and determine eligibility for employment; assess background check results and conduct follow up interviews if more information is needed *Develop and conduct informational presentations for the campus community; prepare and/or assist in the preparation of written communications for the office of Human Resources *Manage the temporary agency contracts; including selection, renewal and compliance issues. Provide consultation to departments on services they can provide *Oversee employment liaisons across the University known as Employment Coordinators; partner with them to accomplish goals, share information, counsel and guide, organize and facilitate Employment Coordinator (EC) meetings *Make job postings more appealing and draw a larger applicant pool *Maintain fluency and relevant knowledge of the recruiting software and social media platforms such as LinkedIn, acting as the first line of support for hiring managers using the software
3. Management and Maintenance of the ATS (20%) *Represent HR in all discussions regarding applicant tracking software both internal and external; follow-up on technical issues or problems with appropriate personnel *Manage and maintain software integrations *Act as project lead for the implementation or upgrade of all talent related software *Recommend and implement workflows, automatic triggers and other tools to ensure quality and efficiency of the employment process; create in depth reports within the ATS and continually evaluate the system for optimal usage *Establish and maintain office procedures required to standardize and record personnel transactions; maintain HR processes in applicant tracking software *Set-up and maintain security within the system; work with the applicant tracking software provider as needed to resolve all discrepancies or procedural problems *Assist departments and campus wide personnel with questions or concerns on the applicant tracking system *Create and provide training in varying formats
4. Compile, analyze and report on data (15%) *Perform statistical analysis; compile and analyze data related to HR trends *Maintain all applicant tracking system data for position searches to ensure current, up-to-date reporting from the system *Collect, analyze and prepare summaries of data in order to provide conclusions and recommendations *Prepare meaningful data sets for various audiences *Prepare standard reports; quarterly, annually and on as needed basis while auditing data to ensure accuracy and completeness
5. Onboarding (10%) *Maintain campus wide onboarding program including resources and process *Train and guide managers on proper onboarding techniques and best practices *Conduct surveys and gather data from new hires to ensure onboarding is being completed and is successful, act on items of concern *Stay aware of industry best practices and adjust onboarding process and procedures as needed in order to sustain healthy onboarding practices

Qualifications
Bachelor's Degree in Human Resources, Psychology or a related field
SHRM or HRCI Certification preferred
Three to five years related work experience
Strong interpersonal, writing, presentation and facilitation skills
Exercise discretion and maintain confidentiality in carrying out responsibilities
Strong project management skills and accountability in meeting deadlines and juggling multiple projects
Excellent computer skills with experience using word processing, spreadsheet and database software
Successful completion of standard background checks including but not limited to: social security verification, education verification, national criminal background checks, motor vehicle checks, PATCH, FBI fingerprinting, Child Abuse Clearance and credit history based upon the requirements of the position
