The Vice Chancellor for Research (VCR) organization supports, facilitates and promotes the world-class research enterprise at UC San Diego by a) providing essential services and resources that enhance research and other creative endeavors, b) enabling partnerships and collaborations among researchers at UC San Diego and between UC San Diego and government, industry and other research enterprises, c) developing infrastructure and policy that promote innovation, an entrepreneurial culture, communication, and compliance for the UC San Diego research enterprise, and promoting research excellence by embedding the values of equity, diversity, and inclusion at the core of everything we do.
The organization fosters research across disciplines by enhancing the research experience through effective stewardship of resources, policies, compliance and expertise, and by developing tools and educational programs as the responsible steward of the campus research enterprise. The Office of Research Affairs (ORA) is the central VCR office with direct oversight for all VCR operational, administrative and public relations/communication functions and for core units including Research Scholars, Research Ethics, Government Research Relations, Research Initiatives, Research Proposal Development, International Outreach, and multi-disciplinary campus research (Organized Research Units). Other enterprise-wide research support departments under the Vice Chancellor for Research include Contract and Grant Administration, Innovation and Commercialization, Research Compliance and Integrity (including IACUC, Export Control, Conflict of Interest), the Animal Care Program and the VCR Service Core.
POSITION OVERVIEW:
The ORA Project Policy Analyst performs special projects and special assignments as assigned by the direct supervisor, on behalf of the Vice Chancellor for Research (VCR) by providing strategic support to leadership of the Office of Research Affairs (ORA). Works with ORA leadership, industry partners, faculty, and students. The incumbent will research a variety of topics and then translate information into written documents to include reports, surveys, presentations, and publications.
The incumbent is responsible for project management, administrative analysis, and policy/audit and compliance support. Consults and engages in joint problem solving with office stakeholders regarding the effectiveness and integrity of information, processes, and procedures. Conducts on-going analyses to ensure functionality and capability; Recommends system enhancements. Develops standing operation processes (SOPs), reports and queries to assist staff in documenting and monitoring unit processes. Makes recommendations on process improvements and policy development and revisions.
Using subject matter knowledge, the incumbent collects and prepares information for use in discussions, meetings of internal and external constituents. The Project Policy Analyst organizes and prioritizes reports and information requests for timely completion. The incumbent coordinates relations with faculty, staff, students, private industry, and government organizations, including multiple sub-awardees in industry and academia.
Applies professional concepts to conduct analytical studies or projects of moderate scope and complexity to address a variety of policy, research and procedural issues. Fully analyzes issues and problems, gathers data and information, finds and evaluates alternatives and makes sound recommendations.
Performs other related analysis functions as required.
QUALIFICATIONS
Bachelor's degree in related area and two (2) years of professional experience in planning, evaluating and executing collaborative projects; and / or equivalent experience / training.
Working knowledge of common organization- or research-specific and other computer application programs. Ability and knowledge of using computer software applications including but not limited to: Adobe Acrobat, Microsoft Outlook, Excel, Access, PowerPoint and Word. Experience with productivity and project management tools. Experience in researching, conceptualizing, developing and evaluating projects.
