This position manages human resources (HR) functions for the Department of Anesthesiology & Perioperative Medicine (APOM), including developing and implementing HR strategies and initiatives aligned with department and OHSU strategic initiatives, bridging management and employee relations by advising and assisting in grievances and employee relations, and managing and implementing the recruitment and selection process in alignment with OHSU HR recruitment policies and procedures. Overall recruitment, retention, onboarding, performance evaluation, policies and procedures, and personnel management are primary responsibilities for this role. Faculty clinician recruitment is the primary focus of this role and the APOM HR team, in alignment with OHSU's FY23 budget strategy to fully deploy all operating rooms.
The HR Manager serves as the departmental liaison with the OHSU HR team, Provost's office, Dean's office, and other OHSU departments on HR-related matters.This position assists and advises APOM management in offering proactive approaches to resolution of workplace issues (employment, employee and labor relations, performance, training, workforce effectiveness and change management) and compensation (merit and incentive pay, salary, and benefits). This position is also be responsible for onboarding new employees, visa application assistance, license tracking, employee health compliance and electronic personnel recordkeeping. The HR Manager supervises 2.0 FTE: HR Coordinator and an Administrative Coordinator, who perform HR transactions, credentialing and enrollment, and recruitment/onboarding itineraries. The individual will work with leadership to minimize risk and ensure compliance with requirements and OHSU policy and provide a positive work environment by exemplifying a proactive, customer driven approach to workplace issues.
Anesthesiology and Perioperative Medicine (APOM) is one of the largest clinical departments in the School of Medicine (450+ employees/affiliates) with an annual operating budget of over $85M, providing anesthesia for more than 80,000 cases annually in adult, pediatric, ICU and Pain locations and supporting over 250 faculty. In addition, APOM is responsible for six divisions: 1) Adult Anesthesia; 2) Pediatric Anesthesia; 3) Critical Care (Cardiovascular ICU, Neuroscience ICU, Virtual ICU); 4) Acute Pain Service and the Comprehensive Pain Center; 5) Education; and 6) Research (Basic Science and Clinical) and provides services in 64 sites of care and growing into community partnerships, including Hillsboro Medical Center.
Function/Duties of Position
Recruitment and Retention:
Administer departmental recruitment activities including: developing position descriptions, advertising, screening of applications, interviewing, performing reference checks, notification of unselected candidates, and preparing offer letters, oversight of the Electronic Position Approval Request (ePAR) submission process, pre-employment screening, and background checks.
Manage all phases of the recruitment process consistent with law, collective bargaining provisions, and organizational policies and procedures to assure high quality candidates are provided to the hiring manager in a timely and organized fashion.
Serve as a resource to leadership, external applicants, and internal employees on APOM recruitment and retention activities, including but not limited to: hiring practices, diversity recruitment initiatives, interviewing techniques, collective bargaining provisions to recruitment and selection, relocation, recognition, training, temporary staffing, and retention opportunities.
Serve as department liaison to OHSU Office of International Services for processing work visas.
Provide back-up for Administrative Coordinator and HR Coordinator in scheduling interviews and hosting applicants as needed.
Onboarding and Off boarding:
Oversee onboarding and off boarding processes including welcoming and acclimating new hires to OHSU and APOM, registration for required trainings, setting up and removing access, issuing and collecting equipment.
Oversee departmental credentialing, privileging, and provider enrollment tasks to ensure that all APOM faculty are compliant with privileging and credentialing through OHSU, OHSUMG, and partner sites as necessary.
Provide back-up for Administrative Coordinator and HR Coordinator in scheduling onboarding appointments, escorting new hires, and completing onboarding and termination tasks as needed.
Employee Records and Compliance:
Oversee and ensure accurate and timely processes related to the entry of personnel actions, maintenance of employee personnel files, recredentialing processes, tracking employee training and qualifications, and maintenance of department contact list.
Accountable for developing and updating departmental HR policies and guidelines. Regularly communicate department and institutional HR policy revisions and adoption of new HR-related policies.
Maintain up to date knowledge of OHSU policies, policy changes and resources in order to provide accurate information to leadership, managers, and employees. Attended departmental and organizational meetings as required to maintain accurate information. Ensure that the department is in compliance on required items.
Serve as a contact for general human resources questions or employee concerns that arise. Consults with managers, supervisors, employees and applicants on a variety of human resources matters including but not limited to hiring practices, promotion and transfer requirements, salary progression, leave accrual and management parameters, AAEO processes, employee performance evaluation processes, training and development.
Partner with OHSU HR Business Partner team on Employee and Labor Relations issues, IPS and investigatory meetings.
Assist managers with coordinating employee training, work plans and corrective action while following the OHSU and Union guidelines.
Work with OHSU HR and management to minimize risk and ensure compliance with requirements and OHSU policy and provide a positive work environment by exemplifying a proactive, customer driven approach to workplace issues.
Implements new priorities and directions identified by leadership. Ensures the incorporation of best practices in all recruitment and human resources functions. Contributes ideas and suggestions to improve approaches, methodologies and productivity.
