DEPARTMENT OVERVIEWThe Title IX office of the University of California, Santa Cruz is charged with ensuring University compliance with all Title IX related policies and procedures by responding to all campus Title IX complaints and reports. The Title IX office facilitates alternative resolutions and conducts formal investigations of complaints and reports filed by students, employees, and the public. The UC Santa Cruz Title IX office consists of a Title IX Officer, Deputy Title IX Officer, three Principal Investigators/Complaint Resolution Officers, and a Response Team Coordinator.

https://equity.ucsc.edu JOB SUMMARYThe Principal Investigator/Complaint Resolution Officer (PI/CRO) reports directly to the interim Associate Vice Chancellor. Under general supervision, the PI/CRO focuses on responding to Title IX complaints of sexual harassment, sexual violence, and sex discrimination. The PI/CRO exercises independent judgment during the intake, alternative resolution, and formal investigation of complaints and in generating strategies and/or recommendations for the resolution of complaints. The PI/CRO also provides impartial consultation, conflict resolution, and problem solving in response to complaints and inquiries received from members of the campus community and affiliates, including employees, students, parents, and the public. The PI/CRO is considered a campus subject matter expert on investigation best practices, conducts relevant research and makes recommendations to the Deputy Title IX Officer and Title IX Officer regarding continuous quality improvement in unit investigation operations. The PI/CRO may also conduct trainings on best practices for prevention of sex/gender discrimination and harassment, including sexual harassment.

JOB DUTIES80% COMPLAINT RESOLUTION AND INVESTIGATION - Facilitates alternative resolutions and conducts formal investigations of complaints of harassment and discrimination. Exercises independent judgment in the intake and resolution or investigation of complaints, keeping the Deputy Title IX Officer and Title IX Officer and other appropriate administrators informed of progress, potentially controversial matters, and implications of work performed.
- Provides impartial consultation, problem solving, and options for problem resolution regarding complaints filed with the Title IX office. When appropriate, facilitates informal resolutions of complaints arising under Federal, UC and UCSC policies.
- Advises complainants and respondents of possible consequences of conduct or actions, and generally informs them of their rights, responsibilities, and applicable procedures.
- Performs thorough, fair and impartial formal investigations of complaints of harassment and discrimination, including interviews with all relevant parties and reviews of all relevant documents and information, and applies facts fairly and appropriately to reach conclusions regarding policy violations.
- Writes reports clearly and concisely, articulating findings of fact and conclusions, and independently interprets UC and UCSC policies and procedures and applies them to the facts of a particular case.
- Collaborates with other campus offices (e.g., Staff Human Resources, Campus Counsel, UC Police, Student Conduct, CARE, etc.) as necessary regarding issues on complaint processing and redress of complaints.
- Keeps appropriate records and maintains the confidentiality of all reports and complaints in accordance with UC policy and applicable laws and policies related to privacy and record retention.
10% RESEARCH AND ANALYSIS - Conducts research on state and federal laws regarding Title IX matters and applicability to current complaints.
- Keeps abreast of new relevant legislation and legal and investigation practices.
- Reviews UC and UCSC complaint and grievance policies and procedures and works collaboratively with the Deputy Title IX Officer and Title IX Officer to make recommendations for updates and revisions.
- Also works collaboratively with other Title IX staff in creating, maintaining, analyzing and reporting statistical data for the unit.
5% OUTREACH AND TRAINING - Engages in education and outreach programs about reporting and responding to Title IX incidents to individuals, groups or campus units.
- Works collaboratively with the Title IX Officer and other office staff in developing, revising, and evaluating educational materials as well as with other campus departments or units in identifying appropriate target audiences and subject matter for training.
5% SPECIAL PROJECTS - Manages special projects as assigned.
REQUIRED QUALIFICATIONS - Bachelor's degree in related field and /or equivalent training and/or experience
- Basic knowledge of best practices and methodologies for conducting investigations, including interviewing, gathering and analyzing evidence, and writing investigation reports.
- Basic knowledge of laws and regulations related to sexual harassment in the educational or employment setting, or of substantially similar laws and regulations.
- Thorough knowledge of the complexities of harassment in the educational or employment setting.
- Effective oral communication skills; with the ability to build rapport in an open, friendly, and accepting way.
- Ability to gather and organize information, conduct analysis, apply complex laws, legal guidance and policies, and develop recommendations.
- Ability to balance competing priorities and perform successfully with frequent interruptions and distractions.
- Experience in successful assessment, investigation, and resolution of concerns and complaints brought to an office like the Title IX office.
- Ability to exercise independent judgment, to assess and negotiate complex, highly sensitive situations.
- Ability to maintain confidentiality
- Ability to be discrete, and maintain neutrality in the face of resistance, indifference or hostility. Commitment to principles of due process, fairness and respect.
- Political acumen, the ability to establish and maintain productive, professional working relationships with campus administrators, academic and staff employees and students. Ability to assist or consult with administrators, staff and faculty in assessing procedural, policy or ethical concerns in complex matters.
- Demonstrated skill, sensitivity, and experience in interacting with diverse constituencies of various ethnic, social, cultural, economic, and educational backgrounds.
- Effective interpersonal skills: the ability to listen well, engage in creative problem solving, and demonstrate sensitivity to, and respect for, people's needs;
- Ability to work collaboratively as part of a team as well as part of a university-wide community.
- Excellent writing and research skills and the ability to generate concise, logical, and grammatically correct analytical reports that convey complex and sensitive issues.
PREFERRED QUALIFICATIONS - Law or relevant graduate degree or equivalent combination of education and experience.
- Ability to read and interpret complex legal documents such as court opinions, laws, and federal regulations to evaluate their impact on University policies and procedures. Working knowledge of federal and state laws and regulations related to compliance with Title IX and related laws, including but not limited to FEHA, FERPA, and Title VII.
- Experience investigating sexual harassment or other equivalently sensitive allegations in an empathetic and confidential manner.
- Basic understanding of the relevance of trauma in the context of sexual violence (for example, the neurobiology of trauma and trauma-informed investigation techniques).
- Recent advanced level professional training on workplace investigation best practices.
- Spanish language fluency sufficient to conduct investigation interviews in Spanish. Knowledge of common Spanish language terminology sufficient to convey discrimination, harassment and legal concepts.
- Knowledge of, and experience with mediation, facilitation, and cross-cultural communication.
SPECIAL CONDITIONS OF EMPLOYMENT - Selected candidate will be required to pass a pre-employment criminal history background check.
- Within six (6) months of their hire, newly-hired Title IX Officers, Deputy Title IX Officers, Investigators/Case Resolution Officers and Hearing Officers must complete 16 hours of comprehensive training.
- Continuing Investigators/Case Resolution Officers must complete at least ten (10) hours of continuing education relevant to their job function annually, between July 1 and June 30. Employees have discretion to select trainings to meet this requirement, but must meet the hours requirements below at least every two years.
- The University of California has implemented a COVID-19 Vaccination Policy covering all employees. To be compliant with the policy, covered employees must submit proof of vaccination or have an approved exception or deferral, eight (8) weeks from date of hire.
