We are the stewards of the Academic Personnel Manual (APM) and serve as the UC Center of Expertise for academic recruitment, retention, advancement, compensation, diversity, affirmative action, employee and labor relations, and data analysis. We provide faculty and students with opportunities to study and work in Washington, DC and Sacramento. Several of our programs offer publication, media, and digital services to the UC community as well as to California and to the world.
POSITION SUMMARYThe position reports to the Academic Labor and Employee Relations Director. Recognized functional expert who regularly leads academic human resources projects of criticality to the organization. Utilizes comprehensive and in-depth academic human resources expertise to provide guidance and recommendations regarding strategic direction to the organization and its executives. Works on academic HR matters that are the most diverse and complex in scope, requiring analysis of many factors and development of solutions with broad implications for the organization. Determines methods and procedures on new assignments. Is considered a subject matter expert of the organization and often recognized as an expert throughout the UC system.

SYSTEMWIDE POLICY DEVELOPMENT AND ADMINISTRATION Serves as advisor to the Academic Labor and Employee Relations Director, Policy Director, Associate Vice Provost, Vice Provost, UCOP, and campus senior managers and staff on all aspects of academic personnel policies, programs and procedures that relate to academic personnel employee relations. Under the direction of the Associate Vice Provost, Academic Labor and Employee Relations Director, and Policy Director leads and plans all aspects of academic personnel policy development, implementation and administration that relate to academic personnel employee relations. This includes proactively reviewing and updating policies to include accountability and training standards as appropriate, participating in strategic planning and program administration, analysis and resolution of issues relating to faculty recruitment and retention, as well as oversight of campus activities and relations with campus personnel. Provides resources to campuses regarding policy interpretations, implementation and authority. Provides expert-level APM policy analysis and interpretation to UCOP leadership, including the Provost, and to the Academic Senate, campuses, UCOP units, and other stakeholders. Collaborates with UCOP units and the campuses to facilitate new policy or program development, implementation guidelines, and provide data and develop online tools that facilitate compliance at the campus level. Monitors and analyzes the intersection of academic personnel policies with collective bargaining agreements and other UC policies, such as leaves, benefits, payroll, and research policies. Develops analyses and recommendations for the formation of items and reports to be presented to the Academic Senate, University senior management, and The Board of Regents by the Provost and the President.

ACADEMIC LABOR RELATIONS Under the general direction of the Associate Vice Provost and Academic Labor and Employee Relations Director: -Participates in and attends academic collective bargaining sessions. -In conjunction with systemwide UC Labor Relations, coordinates the development and presentation of policy positions for systemwide academic collective bargaining with the campuses, and ensures consideration of academic administrator and Academic Senate concerns in these processes and consistency with Regents, Presidential, and APM policies. -Acts as liaison for the campuses and the Academic Senate with the Labor Relations to ensure that negotiation objectives comply with academic personnel strategic goals, policies, and applicable laws and regulations. -Collaborates with UC negotiators to identify anticipated union issues and possible UC responses both in advance of negotiations for strategic planning and during negotiations as new issues arise or bargaining dynamics require. Interprets and explains UC academic personnel policy for UC negotiators and facilitates a good relationship and understanding between UC Labor Relations and APP. -Advises the Associate Vice Provost and Vice Provost who update and advises the Provost on academic bargaining issues. Presents appropriate data and strategies to further the Academic Personnel perspective for the Associate Vice Provost, Vice Provost, and Provost. -Participates with legal counsel, UC Labor Relations, and collaboratively with campus representatives in reviewing academic grievances, Unfair Labor Practice (ULP) cases, and settlement discussions. -Coordinates communication and implementation of contract changes with UC Labor Relations and the campuses; shares best practices and keeps informed on current cases and issues; develops administrative guidelines and manuals as needed. -Proactively works with UC Labor Relations to develop positive relationships with unions. -Reviews drafts of new Academic Personnel Manual sections and other academic policies, and provides expertise on compliance aspects. -In conjunction with UC Labor Relations, develops contract administration guidelines and manuals to best ensure consistent application of negotiations intent. -Works with the Academic Policy & Compensation Data team in APP and campus academic personnel directors to produce data needed for bargaining including cost estimates for contract actions and market competitiveness.

ACADEMIC PERSONNEL REPRESENTATIVE Leads or serves as assigned analyst on UCOP and systemwide committees, task forces, and work groups representing academic personnel. Participates in the development of items and reports that are presented to the Board of Regents, President, Provost, Academic Senate, and University senior management, and makes presentations to task forces, work groups, the Academic Senate, and campus Vice Provosts and Academic Personnel Directors. Coordinates the development and production of reports related to academic personnel issues. Conducts, coordinates and oversees a variety of special projects as assigned related to the development of academic personnel and compensation plan policies, processes and procedures.

COMPLIANCE Under the direction of the Associate Vice Provost and Policy Director, reviews legislative and regulatory initiatives and recommends changes in language or in policy and procedure to ensure compliance. Perform highest level legislative analysis for major bills, amendments, and sponsored legislation. As assigned, coordinates the development and production of reports related to academic personnel issues.
Required Qualifications - Expert knowledge of and ability to interpret and apply systemwide and organization policies and procedures which govern academic personnel.
- Possesses expert analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
- Sensitivity to the diverse perspectives and political circumstances within all levels of the organization, as well as Office of the President and various external institutions and agencies.
- Ability to foster strong relationship with high-level University leaders, faculty, staff, campus leadership groups, and other key stakeholders; understanding of the place of the University in the community and the state.
- Ability to analyze highly sensitive and complex management issues; develop project scope and solutions; provide professional advice to organization executives and other senior officials; make critical decisions and effective recommendations.
- Ability to communicate complex information effectively and persuasively, written, oral, and electronic, with diverse audiences throughout the organizational community.

- Excellent written, electronic, and oral communication skills. Experience in researching and preparing complex reports and memos; experience speaking before large and small audiences with poise and confidence to achieve support for difficult and sometimes unpopular positions. Experience with the Microsoft Word Suite, including Word, Excel, and PowerPoint.
- Demonstrated knowledge of the University's mission, organizational structures, operations, programs, academic policies, and OP and campus administrative structures. Knowledge of institutional policy- making and consultative processes. Experience with shared governance and familiarity with current issues impacting UC, or the ability to quickly gain such understanding of UC organizational structure, history, consultative structures, and political nuances.
- Demonstrated ability to collaborate independently with representatives from the Office of the President and UC campuses to develop solutions to problems having systemwide implications.
- Demonstrated ability to maintain strict confidentiality of privileged information, and perform a wide range of duties that require tact, sensitivity, independent judgment, diplomacy, organizational skills, flexibility and discretion.
- Demonstrated project management skills, including the ability to adapt to constantly changing priorities in managing a wide range of projects; ability to respond to short timelines on high priority projects for OP leadership.
- Demonstrated ability to focus on key issues, research, gather and integrate information and lead or participate with others across organizational and institutional lines in developing a wide range of qualified resources and data as the basis for formulating recommendations and developing approaches to resolving issues and problems.

Education - Bachelor's degree and 8+ years of progressively responsible experience demonstrating a comprehensive knowledge of employment/labor policies, practices, programs, and issues, and experience integrating policy recommendations and solutions within a highly diverse and politicized environment (both internal and external), or an equivalent combination of education and experience.
- Advanced or post-graduate degree in Law, Business Administration, Higher Education, or other professional, masters, or doctorate degree that provides important training for this role.
