As an organized research center within the University of Maryland School of Medicine (UMSOM), CVD comprises a multi-disciplinary team of faculty and staff whose primary mission is to develop, evaluate, and implement vaccines and other interventions to reduce illness and mortality domestically and in less developed countries. We work to prevent and treat respiratory (including COVID-19), enteric diseases, malaria, and the threat of antimicrobial resistance; and identify, understand and combat other tropical and emerging pathogens. The CVD is seeking a Health Program Manager for a large, multi-year clinical research initiative called the Vaccine Treatment and Evaluation Unit (VTEU). The VTEU, funded by a Cooperative Agreement Grant from NIH, conducts numerous clinical trials, mostly to test vaccines for prevention of infectious diseases. This exciting position offers the opportunity to join a dynamic team of clinical and laboratory researchers performing cutting edge clinical trials for the control of diseases. The position will provide high level administrative and program oversight and assist in the development, implementation, tracking, analysis and writing phases of clinical trials and related research, working independently on administrative and technical tasks while ensuring close communication with the Principal Investigator (s) and Nurse Managers. The hire will combine an understanding of the principles, technical, and scientific aspects of clinical trials with expertise in project management. The Health Program Manager will collaborate closely and act as a liaison between the CVD VTEU study team, other key parties at UMB, external collaborators and leadership groups, subcontractors, and vendors, and the NIH technical and grants management teams overseeing the VTEU cooperative agreement. Additional responsibilities include: tracking resource utilization; reviewing staffing needs; ensuring university, federal, state and NIH compliance; working closely with the finance team; and monthly and annual reporting, as required by the sponsor. Familiarity with clinical trials for infectious diseases and a knowledge of NIH grants management mechanisms from the perspective of an academic center is helpful. Essential Functions: - Develop a knowledge base regarding the procedures for implementing the VTEU NIH cooperative agreement and mechanism for procuring funding for new projects within this grant.
- Develop workflow tools that track milestones and deliverables for each VTEU protocol and ensure that submissions are timely and accurate.
- Maintain documentation on study history and decisions, serve as a point of contact for key internal and external collaborators.
- Meet regularly with investigators and financial teams to reconcile clinical and budgetary milestones and assist in preparing monthly progress reports on research activities and expenditures, or other special reports to NIAID or other outside agencies. Obtain backup documentation as required. Develop and produce custom reports.
- Anticipate and identify problems or deviations to timeline, and work with leadership to develop and implement corrective actions.
- Assist in obtaining vendor quotes for special goods and services to support the clinical trial activities.
- Collaborate with clinical and financial teams and NIH, and external partners to develop budgets, submit funding requests, track, and project expenditures according to required processes and procedures.
- Coordinate activities of the cooperative agreement with interrelated activities of other programs, departments, or staff to ensure optimum efficiency and compliance with appropriate policies, procedures, and specifications.
- Plan, organize and manage meeting schedules, agendas, and minutes for investigators and their teams, take leadership roles in meeting conduct, take minutes, identify and track action items.
- Assist in report writing, proposal writing and submissions.
- Interact with DMID sponsors and investigators performing VTEU projects within CVD and externally to respond promptly to requests, collect deliverables and track study progress technically and financially.
- Initiate subcontract requests and track the progress to ensure timely execution, work with finance team to oversee subcontract performance and spending.
- Promote timely decision making and information transmission among members of the study team.
- Assist in directing development of study documents and study databases according to timelines.
- Proactively identify and anticipate barriers or delays in research activities, and work with internal and collaborating investigators in problem resolution efforts.
- Review Requests for Proposals from the sponsor and coordinate the writing and submission of these.
- Evaluate contract effectiveness to develop improved methods of contract execution.
- Perform other related duties as assigned.
Education: Bachelor's degree in a health-related field. Masters or doctorate degree is preferred. Experience: Four (4) years of experience involving program planning and coordination experience in a related field.
Supervisory: Two (2) years of direct supervision. Other: No substitution of experience for minimum education requirement.

Skill in the use of relevant software such as Microsoft Office (Word, Excel, PowerPoint), Kuali Research, Financial software, and Adobe Acrobat Professional.
Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Writes and presents information in a clear and concise way. Interprets and understands written information and can listen attentively to verbal and non- verbal cues that lead to a deeper understanding.
Ability to work cooperatively with others and demonstrates professional, ethical, respectful, and courteous behavior when interacting with others. Capable of interacting pleasantly and positively with other to meet customer expectations and provide follow up with customers. Excellent oral and written communication skills are needed to interact regularly with financial personnel, research program directors, clinical and laboratory investigators and staff, and study sponsors at NIH and elsewhere.
