UW Facilities manages the University’s buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. The Business Innovation & Technology (BIT) and Transportation Services (TS) units currently have an outstanding opportunity for a Senior Business Systems Administrator. This individual will report to the BIT Director of Information Technology and will be responsible for the strategy, planning, stewardship, and oversight of day-to-day direction and operations of TS enterprise technology services, which includes several departmental business applications, including the parking technology system.

The Senior Business Systems Administrator is accountable for all transactional, service, and compliance activities for the TS enterprise technology services. This position has delegated authority to implement policy, practice, and procedure for these systems to ensure that those activities are carried out in keeping with organizational strategy, departmental/institutional policy, and applicable law/regulation.
This position assists with program planning, development, and system analysis to inform and advise Transportation Services Business Unit Managers with respect to ensuring that department technology is operationally current and efficient. It also assists with reviewing, providing input and communicating information/changes related to high level decision-making.
Under the general direction of the BIT Director of Information Technology, this position supervises and mentors one professional IT staff. The position is a working supervisor and performs tasks similar to direct reports and performs related work of a more advanced level. In order to assure alignment of unit technology strategy, planning and stewardship with the larger Transportation Services unit, this position will also communicate and coordinate these activities with the Assistant Director of Transportation Services. The position serves as the lead technologist for the Transportation Services Department providing a broad range of services including but not limited to:
1. Administration and management of Transportation Services internal/external enterprise technology platforms. 2. Perform system configuration to enable and/or improve Transportation Services day-to-day operations (Ex. Configure new permits in T2 Flex, configuration, and management of Fleet Focus, development and/or configuration of integrations with T2 Flex and other systems) 3. Development and maintenance of complex SQL queries and Crystal reports, 4. Project Management for Transportation Services technology maintenance, updates, and implementation. 5. Triage, prioritize and escalate department technology requests and direct service needs as appropriate. 6. Manage vendor relationships and contracts related to Transportation Services enterprise technologies.
DUTIES AND RESPONSIBILITIES:
•Direct supervisory responsibility. •Conduct hiring, staff development, work allocation/delegation, and performance management for professional staff member(s) or student employee(s).
•Support technical development, integrations, maintenance and operation of dedicated internal and external Transportation Services enterprise technology platforms, including but not limited to: T2 parking system, and Fleet Assetworks, in addition to systems supported by BIT (e.g. AiM) or regional software handshake systems (e.g. ORCA). •Develop and maintain software integrations/interfaces for various TS systems (Ex: T2 Flex, CAAMS, Customer interface, FASTRANS, ORCA, PPUP, WorkDay, and others). •Develop and maintain complex SQL queries and Crystal reports to support day to day operations of TS including but not limited to billing and permit configurations. •Perform system analysis and coordinate deployment for major and minor software upgrades, and product alerts. •Responsible for understanding software features and existing configurations. •Work with staff to understand workflows and assess and configure software to facilitate end-use workflows. •Troubleshoot and resolve system problems. This may include coordinating with a vendor. •Identify potential software risks that may impact Transportation Services operations. •Demonstrates a holistic understanding of business needs and the ability to conduct Transportation Services business assessments and reporting. •Maintain a familiarity with business system functions, structures, and capabilities. •Coordinate and participate in deployment and operation of enterprise technology systems across TS, including the development and administration of procedures for use. •Provide support to TS staff on the use of these enterprise technologies, assuring that all TS staff have the proper equipment and training to effectively perform their individual job assignments •Oversee and provide direct support to TS helpdesk operations on the use of these enterprise technologies, assuring that all TS staff have the proper equipment and training to effectively perform their individual job assignments. •In collaboration with BIT and TS leadership, coordinate, recommend, and administer the implementation of vendor service contracts as necessary. •Maintain the TS Department’s server-level hardware and software or vendor contracts for work to be performed. •Oversee and support technical development, integrations, maintenance and operation of dedicated internal and external Transportation Services enterprise technology platforms, including: T2 parking system, and Fleet Assetworks, in addition to systems supported by BIT (e.g. AiM) or regional software handshake systems (e.g. ORCA). Maintain a familiarity with business system functions, structures, and capabilities. •Publish regular reports for distribution to TS Managers as well as Executive Leadership in TS, BIT and Facilities to support business decisions. •Perform user account management for various systems used by TS. •Perform backups for non-SaaS systems. •Perform and/or engage in Disaster Recovery situations as needed in the event they occur.
Vendor Relationship Management (5%):
•Oversee external vendor relationships and troubleshoot for escalated issues or initial resolution for high-risk scenarios. •Collaborate with TS stakeholders, external system vendors, and IT partners to align system needs with TS and IT policies and procedures to meet department requirements. •Hold vendors and internal teams accountable to organizational strategies, deadlines, and business needs and work with internal teams to achieve business goals. •Support with enterprise technology vendor identification and procurement and make recommendations to Transportation Services leadership.
Business Data Analysis/Process Improvement (5%):
•Demonstrates a holistic understanding of business needs and the ability to conduct Transportation Services business assessments and reporting. •Assess and identify resource needs for TS services and coordinate with BIT leadership to meet department and University needs and comply with institutional IT expectations. •Analyze current processes and identify opportunities to improve. •Communicate process improvement opportunities to TS leadership.
Project Management (5%):
•Manage technology projects, which is inclusive of major projects of departmental or institutional significance or limited scope workgroup initiatives. •Set goals, establish timelines, manage resources, establish roles, and allocate work, monitor/measure progress, take remedial action or celebrate project/team successes as appropriate. •Comfortable with and expedient in developing project charters, work breakdown structures, timelines/Gantt charts, and communications plans. Compliance, Risk Management, Privacy, and Confidentiality (5%): •Ensure organizational compliance with applicable laws and regulations, including institutional and UW technology requirements. •Interpret requirements; develop, document, and implement procedures; conduct or oversee analysis and reporting; implement or make recommendations for remediation or correction. •Minimize system downtime by assessing, documenting, communicating current state and risk to TS leadership so any potential risks can be addressed proactively. •Work in close partnership and collaboration with other units, executing a high degree of independence, diplomacy, and confidentiality. •Work closely with subject matter experts, and compliance experts to ensure that data elements that are very sensitive in nature and typically subject to federal or state regulations remain secure.
•Engage customers and business partners in the definition of service excellence (“customer pull” approach) to lead and to keep the voice of the customer present in staff-driven service improvement processes. •Provide top-level service recovery for escalated issues or initial resolution for high-risk scenarios. •Represent the department and/or program to business partners and other internal and external stakeholders.
•Participate with TS and BIT leadership to ensure that strategy and operations are coordinated among the department’s varied and interdependent programmatic areas. •Translate and articulate technology capabilities to TS executive leadership, and organizational strategy to staff in assigned programmatic areas. •Articulate a technology vision for assigned programmatic areas that challenges and inspires program staff. •Serve as a liaison to greater UW-IT and facilitates coordinated efforts with BIT.
•Under oversight of the IT Operations Manager, develop and monitor program budget expenditures and consult on multiyear financial plans involving technology investment and expenditures. •Ensure that resources are deployed consistent with organizational strategy and plans and that sufficient resources are available to support plan success. •Develop and oversee implementation of procedures to ensure transactional accuracy in revenue systems. •Monitor programmatic return on resource investment and take actions required to ensure desired results.

•Stay abreast of industry trends and practices. •Lead and facilitate innovative practices at the University of Washington. •Represent the organization to industry peers and partners. •May require overnight and/or out of state travel. •Ensure presence of and participation in position-appropriate professional development programs and activities for/by staff in assigned program areas.

•A Bachelor’s degree AND 3-4 years of directly related experience, including developing, implementing, and managing technology systems and IT operations. •Leadership experience required, ideally in the IS/IT environment. •Experience with database platforms and reporting technologies such as SQL, MySQL, Crystal Reports, Tableau. •Demonstrated computing and information systems knowledge and experience with enterprise applications and server systems platforms including cloud based and SaaS solutions. •Experience with enterprise application selection, procurement, and implementation. •Demonstrated excellent interpersonal and oral/written communication skills; ability to work successfully with people at all levels throughout the organization and with a wide range of constituencies; ability to maintain and model composure in a fast-paced, dynamic customer service driven environment. •Excellent organizational skills; ability to work independently and successfully coordinate multiple tasks within project priorities; demonstrated flexibility to meet changing/unpredictable needs. •Excellent problem-solving skills; ability to analyze complex information, and to define and solve problems; ability to function effectively within a complex regulatory environment; ability to develop and interpret policies and procedures. •Demonstrated proficiency with standard productivity software include Microsoft Office Suite, Google Docs/Apps, or equivalent.
