DEPARTMENT OVERVIEWThe Smarter Balanced Assessment Consortium (SBAC) is a public agency supported by member states and territories. Through the work of thousands of educators, Smarter Balanced created an online assessment system aligned to the Common Core State Standards (CCSS), as well as tools for educators to improve teaching and learning. Smarter Balanced is housed at the University of California Santa Cruz (UCSC) Silicon Valley Extension.

JOB SUMMARYUses advanced skills related to applications in support of adult learning, multimedia design, formative assessment systems, communication tools, streaming media platforms, and multimedia creative applications to meet high quality instruction with formative assessment strategies and resources. Analysis of project requirements, which requires in-depth evaluation and understanding of learning goals, and designing technology tools that facilitate creation of content, access to the content by the diverse group of adults that need to use the systems and management of data related to access and use. Interacts with senior internal and external personnel, and has an exceptional command of communications that represents the organization. May assume responsibility for a program of courses offered at a university or with university affiliates. Serves as a multi-disciplinary project lead that supports internal developers, external contractors and members who provide guidence.

JOB DUTIES40% - Product Lead and Contributor - Product owner and lead of the Tools for Teachers application and lead for resource authoring development in the Test and Item Management System (TIMS). Required to participate incross-functional, collaborative efforts with technology teams to generate and continually maintain requirement intakes, requirement gatherings, requirement approvals, prioritized backlog of product enhancements, modifications, and code fixes from stakeholders, users, and development team.
- Leads periodic approaches for gathering feedback and priorities from stakeholders, users, and system administrators which may include but is not limited to: presentation and feedback sessions, surveys, focus group interviews, and pilots.
- Leads the product team to ensure product adherence to WCAG 2.1 AA accessibility compliance.
- Actively seeks out knowledge of new and emerging learning technologies.
40% - Instructional and Professional Learning Content Development - Leads creation of highly complex online instructional and professional learning resources which includes, but is not limited to, tasks such as: managing resource quality criteria and standards, managing resource developments,strategie developments, and manging resource creation contracts and contractors.
- Oversees testing content and tools to meet WCAG 2.1 AA acessibility content requirements.
- Leads the development of professional learning and instructional videos.
- Plans and facilitates State Network of Educator Workshops and online training activities, and manages event contracts and contractors.
20% - Team Operations and Change Management - Works in a collaborative manner with other staff, stakeholders, and experts in a diverse environment to prioritize work assignments, conducts analysis and develop recommendations while demonstrating diplomacy and tact in all communications.
- Leads the development of team standard operating procedures.
- Contributes to indirect reports and contribute to technology staff performance reviews on an annual basis.
- Oversee project management and communication for team deliverables.
REQUIRED QUALIFICATIONS - Bachelor's degree in related area and / or equivalent experience / training.
- Advanced ability to conduct analysis and develop recommendations, demonstrating organizational and problem-solving skills.
- Advanced analytical, verbal, written and interpersonal communication skills, collaboration and negotiation skills.
- Advanced knowledge of organization policies and procedures, including policies that impact online course development.
- Advanced knowledge of instructional design principles and learning strategies, including needs, analysis, backwards design, learning outcomes, assessment design, and instructional approaches including lecture, discussion, activities, projects, etc.
- Advanced knowledge of the technical tools and platforms required to achieve the delivery of engaging and media-rich online learning content, and of trends in the use and effectiveness of educational technology and learning.
- Advanced understanding of business strategies and market priorities related to online learning and achievement of organizational goals.
- Advanced knowledge and skills with relevant business software systems and content creation tools.
- Advanced knowledge of applying adult learning theories and education methodologies in creative ways.
- Expert level skills in application of planning, resourcing and monitoring of effective design life cycles of training and other learning and performance solutions to support the organization.
- Thorough knowledge to conduct appropriate job and task analysis in the context of instructional design,technical or specialized training.
- Experience ensuring that organizational policies, practices, services, and behaviors support and promote diversity among staff.
PREFERRED QUALIFICATIONS - Knowledge of methodologies associated with process and software design, modification and implementation (e.g., Agile and scrum).
SPECIAL CONDITIONS OF EMPLOYMENT - Selected candidate will be required to pass a pre-employment criminal history background check.
- Ability to work remotely from a home office and be able to fulfill requirements of the UCSC telecommuting agreement.
