Plans, organizes, oversees, coordinates, and reviews the work of staff performing difficult and complex professional, technical, and administrative support related to all programs and activities related to the Parks and Trails Division. Administers current and long-term planning activities and manages the effective use of the division's resources to improve organizational productivity and customer service. Provides complex and responsible support to the Director of Public Works and Assistant Director for Maintenance Operations in areas of expertise.
Receives administrative direction with significant impact from the Director of Public Works, Assistant Director for Maintenance Operations, or assigned supervisor. Exercises direct and general supervision over assigned staff.
The Parks and Trails Area Manager responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision-making responsibility. The incumbent organizes and oversees day-to-day activities and is responsible for providing professional-level support to the Director and Assistant Director for Maintenance Operations in areas related to City-owned parks and trails. Successful performance of the work requires an extensive professional background as well as skill in coordinating departmental work.

Plans, manages, and oversees the daily functions, operations, and activities of the Parks and Trails Division.
Manages, plans and coordinates the development, construction, installation, maintenance and repair of City parks, sports fields, playgrounds, picnic areas, recreational trails, open spaces, and other recreation and landscaped facilities.
Assists with public and private tree management; conducts field inspections of trees in public right-of-ways, playing fields, medians and City facilities; provides technical input for assigned parks maintenance and related projects and programs.
Administers bee eradication, State of California pesticide application and other related programs; oversees several contracts, including tree management, landscaping, playground equipment maintenance, and irrigation systems within public right-of-ways, sports fields at designated school sites, medians, and other City facilities.
Administers Playground Safety program and acts as City’s Playground Safety Inspector.
Administers the City’s Pesticide Applicator program.
Participates in the development and implementation of goals, objectives, policies, and priorities for assigned services and programs; identifies resource needs; recommends and implements policies and procedures, including standard operating procedures for assigned facilities.
Conducts a variety of operational studies, investigations and operational studies; recommends modifications to assigned programs, policies and procedures.
Evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; may assist in selection and promotion.
Trains staff in work and safety procedures and in the operation and use of equipment and supplies; implements procedures and standards.
Manages and oversees the maintenance of inventory supplies; prepares equipment specifications; prepares purchase orders and requisitions for a variety of equipment, materials and supplies.
Participates in the annual budget preparation; prepares detailed cost estimates with appropriate justifications, as required; maintains a variety of records and prepares routine reports of work performance.
Plans and lays out maintenance work projects; monitors and controls supplies and equipment; orders supplies and tools as necessary; prepares documents for equipment procurement; participates in the bid process for maintenance and repair projects.
Oversees the use of and operation of tools, equipment, and vehicles; ensures that tools, equipment and vehicles are safely operated, maintained, and secured when not in use; schedules the service, repair, and replacement of tools and equipment.
Identifies and recommends potential projects; oversees the requests for proposals process; assists in selecting design and engineering firms, developing and approving designs and specifications and construction management.
Inspects and verifies work in progress and completed work of assigned employees and contractors for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
Assists in the design, engineering, construction, and field inspection processes for capital improvement projects to ensure contractors’ adherence to and compliance with City standards; attends pre-construction meetings; performs detailed building plan checks of both construction designs to ensure adherence to established policy and sound engineering practices.
Manages and oversees several internal and external public works groups and programs.
Troubleshoots complex operational and maintenance problems; corrects or directs the correction and repair of operational and/or equipment problems.
Coordinates assigned services and activities with those of other divisions and outside agencies and organizations, including the local school district to ensure designated playing and sports fields meet City standards.
Oversees safety programs and training for the assigned functional areas and work groups; assists in action planning for safety programs; implements and monitors risk management plans regarding hazardous materials; responds to workers’ compensation issues.
Prioritizes and allocates available resources; reviews and evaluates service delivery, makes recommendations for improvement and ensures maximum effective service provision.
Develops and standardizes procedures and methods to improve and continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and recommends changes to the Director and Assistant Director for Maintenance Operations.
Provides highly complex staff assistance to the Director of Public Works and Assistant Director for Maintenance Operations; prepares and presents staff reports and other necessary correspondence.
Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
Develops and reviews staff reports related to assigned public works maintenance and operations activities and services; presents reports to various commissions, committees, and boards.
Attends City Council meetings and/or other Committee or professional meetings and makes presentations as needed.
Maintains attendance and punctuality that is observant of scheduled hours on a regular basis.

Experience:
Ten years of increasingly responsible experience in parks maintenance and construction, including five years of lead or supervisory experience.
Education/Training:
Equivalent to the completion of the 12th grade supplemented by two years of college-level coursework (i.e., minimum completed California units = 60 semester/90 quarter) from an accredited educational institution in public works, public administration, engineering, or related field. Bachelor’s degree preferred and can be substituted for two years of experience.
Licenses and Certifications:
Possess and maintain a Class C driver’s license, Class A driver’s license preferred.
Possess and maintain valid Traffic Control certificate as appropriate to assignment and Forklift certificate.
Possess and maintain a valid Pesticide Applicator’s certificate.
Possess and maintain a valid Playground Safety Inspector’s certificate.
