Montgomery College has an immediate need for a full-time Business Process & Systems Analysts in the Information Technology Department. The work schedule is Monday-Friday, 8:30am-5:00pm, in person. This position provides analytical and technical expertise in identifying, evaluating, and developing manual and automated systems and procedures that are cost effective and meet user, organization, and regulatory requirements.
Duties include but are not limited to:
Conduct organizational studies and evaluations, design solutions and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.
Employ project management methodology and tools to plan, schedule, conduct, oversee, implement, and maintain project work and to deliver the product/service.
Plan the project by defining the scope of work, developing the schedule of tasks and timeline, and identifying necessary resources and assigning tasks.
Strategically plan to conduct process reviews in areas of highest need and return on investment for the level of effort
Utilize project management and process redesign methodology to develop the project plans, identify phases, assess and assemble required resources and to execute the project
Gather, analyze, and evaluate information required to design and redesign work processes or systems.
Research, analyze and recommend expanded use of automated tools owned by the College and/or purchase of technological solutions based on requirements, cost-benefit analysis and appropriateness for process improvements
Research, analyze, adapt and utilize best practices in process improvement efforts at the College
Consult with working groups and end-users on process requirements and implementation requirements/considerations by reviewing and assessing existing processes, risks, and touch-points to other processes
Conduct detailed analysis of business processes to analyze the existing processes, documenting the 'as-is state' including preparation of flowcharts to illustrate the flow of information
Analyze the current processes to identify deficiencies and inefficiencies
Conduct facilitated work sessions in order to collaboratively develop process improvements and resulting workflows for the 'to-be' process state'
Ensure a holistic analysis of process changes in relationship to ongoing College operations in order to understand how a proposed process change impacts other operations, to balance benefits and costs, and take steps to minimize/eliminate any undesired impacts.
Devise and implement solutions to problems relating to improvement of management effectiveness, organizational structures, work methods and procedure efficiency, and resource requirements, utilization or control.
Re-engineer process to design and integrate the required process improvement steps.
Make recommendations and improvement to operational performance.
Provide consulting services to stakeholders on process enhancements.
Provide oversight for the planning and formulation of solutions for business problems; and coordinate the production of project design plans and documents.
Create and execute project plans and revise as appropriate to meet changes in scope and requirements.
Coordinate and communicate tasks, milestone deliverables, status, and resource allocation.
Establish, coordinate, schedule and communicate changes in management processes and workflow to the College.
Develop and oversee/implement effective communication plans
Execute and/or coordinate the documentation for College tools, standards, processes and procedures.
Develop, plan, and conduct awareness campaigns and training to support implementation and ongoing use of process improvements/changes.
Coordinate and support ongoing evaluation and/or audit of processes to validate and maintain currency and effectiveness of the processes and to support ongoing process improvement.
Conduct post-project analysis to refine best practices and processes to ensure stakeholder satisfaction with project outcomes.
Conduct project quality assurance assessments.
Build workflows, processes, standards and enhance tools; conduct appropriate validation and/or testing on new or changed processes.
Perform appraisals and assessments of data for quality and processes for efficiency/effectiveness.
Create and generate reports to verify that College data has integrity and is complete and accurate.
Implementation, support and maintenance of College business systems (or portions of systems) such as the enterprise-wide system (Banner/Workday) and integrated auxiliary systems (TouchNet, Banking Integrations) . Note: This list of specific systems changes over time as the College changes systems and vendors.
Required Qualifications:
Bachelor's degree in information technology business administration, accounting or a related field, or the equivalent combination of education, training, certification and/or experience that provides the required knowledge and expertise to perform the essential functions of the job.
Five years of experience in business process analysis that includes managing projects, organizational design, change management, and supporting information technology design and implementation using current database and technologies.
Thorough knowledge of at least three of the six areas of knowledge defined by the International Institute of Business Analysis, including: (1) Business Analysis Planning and Monitoring, (2) Elicitation and Collaboration, (3) Requirements Life Cycle Management, (4) Strategy Analysis, (5) Requirements Analysis and Design Definition, and (6) Solution Assessment and Validation.
Thorough knowledge and experience in project management of technical solutions.
Knowledge of system engineering concepts and technologies including database design/management; system configuration design/implementation; report writing and data analysis; and use of office technology (Microsoft Office Suite and reporting tools).

Preferred Qualifications:
One year of experience in at least two or more domains within Workday (Core Finance, Adaptive Planning, Procurement, Financial Accounting, FDM, Expenses, Grants Management, Projects) (1 Year)
Knowledge of Workday Reporting
Five years of experience working as a lead business process analyst and project manager
Five years of experience working in higher education environment
Three years of practical experience collaborating with others in developing and improving business processes involving higher education operations or records/data management is desirable.
Hiring range: $78,208 to $107,536 annually, commensurate with education and experience.
