University of California Health comprises six academic health centers, 20 health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University's students, faculty and employees. Finance and Administration is a department within the UC Health Division and part of the immediate office of the Executive Vice President, UC Health. The department is provides direct operational support to the EVP, administrative oversight of systemwide finance, and manages internal UC Health division operations, finances, and strategic initiatives.

Reporting to the Director of Operations and Strategic Initiatives in the Finance and Administration department, the Strategic Program Manager will apply expertise as a seasoned project management practitioner and organizational development professional to complex programs and initiatives on behalf of the UC Health system.
UC Health includes six academic health centers, 20 health professional schools, four children's hospital campuses and a Global Health Institute, and this role will require the ability to work across the entire system and at various levels of the organization to move critical bodies of work to completion, under tight timelines and with shifting demands. The Strategic Program Manager will support the development of a systemwide strategic plan and identify approaches and timelines for successful implementation of goals and objectives.
As a member of the immediate office of the Executive Vice President of UC Health, the incumbent will conduct complex organizational analyses, support policy development, lead working groups, and conduct stakeholder events that further the mission of UC Health. This position will regularly draft reports and provide verbal and written presentations representing the outcomes of efforts to broad and diverse stakeholder groups, including UC Health and campus leadership.
The Strategic Program Manager is regarded as a trusted advisor and should have a developed understanding of the challenges facing healthcare and higher education, and advise managers of industry best practices and University policies and regulations. The incumbent may review UC Health division operational procedures and structures, conduct business process analysis and lead improvement efforts, and make data-supported recommendations.

Applies advanced project and program management methodologies to lead cross-functional teams to solve complex organizational issues. May manage multiple initiatives and projects simultaneously, and keep activities on track utilizing project management tools and resources. Leads high-impact projects, requiring facilitation and collaboration with representation across functions / locations. Communicates project goals and objectives to leadership and collaborators across project life cycle. Reports on project performance against contract, customer expectations, and project baselines to management.
Drafts communications, policy documents, talking points, and executive level presentations that distill key messages for a variety of stakeholders. Develops communication plans to identify and support successful change management. Produces recommendations and reports that easily translate analysis for target audiences.
Performs highly skilled analysis of data and organizational designs. Assesses complex situations, identifies desired improvements, works with clients to address issues and implement solutions in alignment with strategic goals.
Assesses operational design and business processes to identify opportunities for effectiveness. May include leading business process mapping and improvement, reviewing organizational effectiveness, presenting recommendations to key leadership, and developing implementation plans.
Supports the annual development of the UC Health strategic plan. Provides collaborative leadership and consultation on matters identified as key priorities for UC Health to achieve strategically aligned solutions.
5+ years advanced experience with managing major projects, programs or initiatives in a cross-functional environment with an emphasis on collaboration.
Demonstrates strong analytical, problem-solving, project planning and implementation skills.
Highly skilled in facilitation, consulting and relationship building.
Excellent verbal, written communication and presentation skills. Ability to develop visually impactful documentation.
Strong ability to establish and maintain relationships with a broad range of staff and members of the community.
Ability to coach, facilitate and influence people at all levels.
Strong skills in short- and long-range strategic planning. Ability to focus on priorities, strategies, and vision.
Knowledge of the consulting process to effectively lead engagements from inception to conclusion.
Ability to persuade through both logic and appeal to positive motivations.
Thorough knowledge of departmental processes, protocols and procedures.
Practiced in applying trainings in project management techniques, such as Lean Six Sigma or PMP, organizational design, and leadership coaching.
Bachelor's degree in related area and a minimum of 5 years of relevant experience and/or equivalent experience / training.
Advanced degree (Preferred)
Project management professional training, such as PMP or Lean Six Sigma Training, or equivalent experience / training (Preferred).
