JOB SUMMARY: PG 32
Reports to the Deputy Executive Director (DED) of Shared Services. Assists with the responsibilities of administration, planning, organizing, staffing and supervision of materials recycling facility (MRF) and composting personnel. Oversees associated vehicle and property claims and disciplinary actions. Prepares and manages budgets, contracts and request for proposals (RFPs).
ESSENTIAL FUNCTIONS:
Manages the operation, maintenance of the recycling facility and marketing of recycling products. Determines operating and maintenance requirements, forecasts material, equipment and manpower needs, organizes and directs program resources, and evaluates program effectiveness.
Coordinates with other ECUA departments regarding assistance with maintenance needs at the MRF.
Assists with development, and implementation of division goals and objectives; and helps determine priorities.
Assists with responsibilities for the development and administration of the division's budget; recommends and forecasts funds needed for staffing, equipment, materials, supplies and various other line items; recommends approval of expenditures and implementation of budgetary adjustments as appropriate and necessary.
Trains and monitors staff in the inspection of inbound loads of recyclables and when alerted by staff makes final determination regarding rejection of contaminated inbound loads.
Assists with responsibilities for the overall hiring, orientation, training, evaluation and discipline of department staff; handles employees concerns and problems; recommends opportunities for career growth and development.
Assists with planning, directing and managing the work of recycling and compost personnel.
Coordinates with ECUA's contracted Recyclables Commodity Broker to assure quality of outbound bales and shipping to end markets.
Works directly with subordinate staff, providing direction, oversight and technical advice.
Monitors and evaluates the efficiency and effectiveness of service and/or operational methods and procedures and makes recommendations to the DED; and with DED's approval, modifies methods and procedures as necessary and allocates resources accordingly.
Communicates and coordinates division functions and activities with Federal and State regulatory agencies.
Communicates and ensures ECUA subordinate staff are aware of and comply with all federal and state laws, regulations and established ECUA policies and procedures.
Explains, justifies, and defends ECUA and division programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
Works with the DED to respond to and resolve difficult and sensitive inquiries and complaints from workers, vendors, and brokers for marketing product.
With DED's oversight, establishes and maintains preventative maintenance programs.
Prepares specifications for acquisition and/or disposal of materials and equipment.
Develops plans and recommendations for improvements and presents to the DED.
Prepares a wide variety of managerial analysis, reports and/or recommendations related to staffing and operational policies and procedures and communicates to the DED.
Attends, makes presentations to, and participates in professional group meetings; stays abreast of new trends.
Assigned to ECUA MRF and makes scheduled and unscheduled visits to compost site.
Makes scheduled and unscheduled visits to MRF and compost.
All other duties as assigned.
A Bachelor's degree in Engineering Technology, Environmental Health and Safety, Business or Public Administration or a related field, from an accredited college or university. Or, any combination of education, experience, and knowledge to perform the essential functions of the job. (Educational documentation will be requested upon offer of employment.)
Five years' experience in the management and oversight of recycling facility and compost operations, knowledge of contract bid process, including quality control, budget preparation and maintenance, project and personnel management.
Intermediate level of computer and technology skills.
Project Management expertise with MRF management experience preferred.
LICENSE
A valid driver license is required.
