ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: - Establish, document, implement and maintain OASIS procedures to ensure compliance with FERC Orders, NERC Standards, and NAESB Standards.
- Assist current and potential transmission customers to effectively communicate and resolve any OASIS/OATT questions or issues.
- Provide guidance to TSOs regarding effective communication of FERC Standards of Conduct (SOC) on a real-time basis and assist with the handling of SOC violations.
- Write, review, update, and train on the procedures within the TSO Procedure Manual.
- Develop specifications, training programs, and documentation for the OASIS Group.
- Document and implement all necessary OASIS processes ensuring full compliance with posting TTC for all horizon (scheduling, operating, and planning) time periods.
- Coordinate, communicate, and work with other departments within Tri-State, which include, but are not limited to, Bulk System Planning, Transmission Contracts Rates & Policy, GIS, Energy Portfolio, Energy Settlements, Energy Resources, Energy Markets, Energy Application Services, System Metering, Telecommunications, EMS/EAS, and Corporate Finance to write, renew, and administer all transmission contracts.
- Assure accurate and timely production of the monthly transmission bills for short-term firm and non-firm transmission bills and long-term firm, network, and grandfathered transmission contracts.
- Coordinate and conduct training programs with other System Operations Training Coordinators.
- Serve as a designated Site Security Officer, responsible for the maintenance and issuance of Open Access Technology International (OATI) Digital Certificates to appropriate personnel for use of the OATI software.
- Maintain and update the NAESB Registry within the OATI webRegistry software to ensure that all points, paths, adjacencies, and other relevant data are properly registered, available, and function properly for the use within the OASIS and supporting software systems.
- Perform maintenance of all software suites and back-end systems used on the TSO desk including configuring data, changing parameters, establishing customers, and troubleshooting issues that arise within the software.
- Maintain, review, and update Tri-State's OASIS with the most current data, documents, and information received from other Tri-State functional areas to ensure they are accurate and in-line with all company and industry standards.
- Responsible for research and verification of current and future Transmission Service Agreements with Tri-State transmission customers under the OATT including investigating credit worthiness, transmission availability, ancillary service requirements, system impacts and any other criteria as needed in the evaluation of transmission service.
- Perform modification of OATT contracts and processing and coordinating necessary changes with Tri-State's transmission customers.
- Assist TSOs in posting outage notifications to the OASIS.
- Serve as primary liaison between Tri-State and underground locate services in the states of Colorado, New Mexico, Nebraska and Wyoming and serve as the System Administrator for the host of web-based software used for the request tracking and reporting.
- Oversee the TSO Desk underground locate services, and coordinate locate processes and procedures with Telecommunications personnel and Substation personnel in the various field offices.
- Represent Tri-State on industry related committees.
- Must be available, on-call, 24/7 to assist with resolving real-time TSO issues.
- Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

REQUIRED JOB QUALIFICATIONS: Education and Training: - Bachelors of Science Degree in Business, Finance or other related discipline or equivalent combination of experience and/or education.
- Must be NERC certified or must obtain certification within 12-months of hire and must maintain the certification through credential maintenance.
Knowledge, Skills, and Ability: - Strong knowledge of Tri-State business practices, day-to-day operations of the TSO desk and technical knowledge of OATI suite of products including back-end systems.
- Ability to acquire detailed working knowledge in the areas of electric power TTC, interconnected system operations, transmission service contracts, system modeling, and NERC Standards.
- Basic knowledge of, or ability to obtain, of all current transmission contracts. This includes, but is not limited to, Network Integrated Transmission Service Agreements (NITSA), Transmission Service Agreements (TSA), Grandfathered contracts, TOT Agreements, Sharing Agreements, and West Connect Regional Transmission Agreements
- Ability to acquire a detailed working knowledge of Tri-State's OATT requirements.
- Excellent understanding and knowledge of FERC Order 888/889/890 compliance requirements, and future orders as approved.
- Ability to presentation to large audiences in a training environment.
- Ability to use a personal computer and standard office computer programs (word processing, spreadsheet, database, email) and related computer hardware.
- Ability to be on call 24/7.

Note: The above requirements describe the experience and education qualifications for the Senior OASIS/OATT Administrator and Training Analyst. Those with less experience will be hired at the OASIS/OATT Administrator and Training Analyst I or II job grade level.
