As an Infection Prevention Manager, you need to know how to:

The Infection Prevention Program Manager is responsible for planning, development, implementation, evaluation/continuous improvement of an infection prevention and control program across entire care continuum at a designated SCL Health facility/facilities. 

• Develops and implements an SCL Health site specific Infection Prevention and Control Plan which considers populations served, services provided, previous data, and results of previous IC Plan evaluations.


• Determines appropriate resources needed to accomplish proposed plan, communicates resource variances to Director and modifies plan as needed.


• Annually reviews program plan with measurable objectives.


• Ensures policies and procedures relative to the infection prevention and control program are maintained in alignment with current practices and reviewed on regular intervals.


• Ensure compliance with applicable regulatory guidelines and requirements.


• Systematically and periodically evaluates the quality and effectiveness of the Infection Prevention and Control program appropriate to the practice setting.


• Communicates any resource variance to administration and the IPC and modifies program plan as needed.


• Coordinates IPC agenda planning with the chairperson of the IPC and carries out committee recommendations.

Infection prevention team building and productivity

• Manages human resource functions such as interviewing, selection, orientation, education/training, feedback, performance evaluation, and policy and procedure development.


• Recruits great people and builds functional strength by selecting high caliber talent. Builds depth of talent that can grow and strengthen the company.


• Adjusts organization structure and process to meet anticipated or identified business challenges


• Maintains personnel files, including documentation of appropriate staff orientation, required licensure, certification, competency, training, discipline and performance reviews. Audits files for completeness at least annually.


• Collaborates with HR concerning employee issues and performance.


• Conducts employee coaching, counseling, disciplinary actions and annual appraisals.


• Monitors staff adherence to hospital and departmental policies and procedures.


• Sets high performance standards and inspires others to perform at their best


• Ensures staff is trained and creates development plans for key performers


• Makes quick, effective decisions, sometimes with incomplete information and under tight deadlines and pressure

Infection prevention and control practice

• Supervises and develops effective infection and control program activities organization wide specific to the practice setting, the population served, and the continuum of care.


• Reviews, analyzes and recommends new/revised practices/procedures based on currently accepted evidence-based infection prevention and control strategies, current scientific literature, regulations, standards and/or guidelines of applicable professional organizations and governmental agencies.


• Supervises/conducts/collaborates with other leaders in the development/maintenance of Infection Prevention and Control standards for all departments.


• Integrates surveillance findings into the organizationâ™s plan for improvement of practice and patient outcomes.


• Integrates relevant public health issues into practice.


• Monitor, coordinates, & collect data for validation studies requested as needed, and disseminate data as requested.


• Coordinates or collaborates in the organizationâ™s infection prevention and control improvement activities. Some known examples include: CAUTI/CLABSI prevention work; the annual influenza vaccination program; pandemic related emergency management activities, and other as needs are identified.

Epidemiology/Surveillance

Develops a site-specific surveillance plan based on the populations served, services provided, and previous data where available.

• Conducts surveillance activities and outbreak/exposure investigations using epidemiologic principles and statistical methods, including risk stratification, to identify target populations, analyze trends and risk factors, and design/evaluate prevention and control strategies.


• Applies appropriate statistical techniques to describe the data, calculate rates, and critically evaluate significance of findings.


• Initiates epidemiological investigations of significant clusters of infection or serious communicable disease concern.


• Notifies State/Local Public Health Departments of reportable diseases.


• Analyzes surveillance data, including the calculation of risk-adjusted rates/ratios appropriate to the indicator(s) when sufficient data are available and reports epidemiologically significant findings to the appropriate stakeholders.


• Uses standardized definitions for the identification and classification of events, indicators, or outcomes.


• Report epidemiologically significant findings to appropriate stakeholders as defined within the Infection Prevention and Control Plan.


• Periodically evaluates the effectiveness of the surveillance plan and modifies as necessary Supervises/conducts surveillance in a systematic approach to monitor the effectiveness of prevention and control strategies that are consistent with the organizationâ™s goals and objectives maintaining consistent communications with the Infection Prevention and Control Committee, the medical director, and the Director of Quality.


• Develops/updates the surveillance plan based on population(s) served, services provided, and prior surveillance data (if available). Ensures surveillance design is consistent with selected internal/external comparative database(s). Selects indicators based on the projected use of the data (i.e. external benchmarking and/or internal trending).Uses standardized definitions for the identification and classification of events, indicators, or outcomes.


• Enters/electronically transfers surveillance data into the National Healthcare Safety Network Database as mandated by State Law.


• Participate in department specific activities like departmental rounding, hand hygiene compliance, assessing isolation precaution appropriateness, patient placement appropriateness, and other matters of infection prevention and control.

Performance Improvement

• Identifies and recommends opportunities for improvement based on indicators, process or outcome measures, other findings, and/or observations.


• Collaborates with external professional associations and experts for opportunities to improve practice and technology within SCL Health.


• Participates in establishing mechanisms to design, maintain and improve the performance of infection prevention and control improvement activities.


• Contributes epidemiological skills to improvement processes. 


• Supervises/participates as an integral component of the plan for improvement of practice and patient outcomes. Identifies opportunities for improvement based on indicators, process and outcome measures, other findings, and/or observations. Contributes epidemiologic skills to improvement processes.


• Participates in the organizationâ™s multidisciplinary safety program. Participates in the construction and renovation infection control risk assessment (ICRA) process, conducts construction safety rounds, and participates in HRO and Safety Committees.


• Prepares and submits an annual Periodic Performance review as needed.


• Participates in the construction and renovation infection control risk assessment (ICRA) process, ensures department participation in construction safety rounds.

Regulatory, accreditation and licensing

• Leads the integration of pertinent regulatory requirements, accreditation standards, guidelines, and current ISPC practice into policies and procedures.


• Responsible for organizational readiness, preparation and compliance with the Joint Commission Surveillance, Prevention, and Control of Infections chapter.


• Participates in Tracer surveys/rounds.


• Participates with management team and staff in development of action plans in line with the organization's strategic initiatives and goals.

Education

• Develops and routinely reassesses the educational needs and program outcomes of stakeholders relative to infection prevention, control, and epidemiology.


• Creates educational objectives and delivery methodologies to meet the needs cost effectively including SCL Health Corporate Orientation as well as departmental orientation and annual updates.


• Serves as a subject matter expert for infection prevention and control and healthcare epidemiology.


• Routinely assesses educational needs of stakeholders and develops educational objectives/strategies to meet those needs.


• Manages all regulatory reporting activities at the hospital including the Department of Health, CMS, TJC and ensures operational policies and practices are designed to incorporate standards in the daily work as related to infection prevention.


• Collaborates in the development, delivery, and evaluation of educational programs or tools relating to infection prevention, control, and epidemiology.


• Continually evaluates effectiveness of such programs and learner outcomes by surveys, program evaluations, or direct observation/feedback.

Consultation/Communication

• Promotes effective working relations and works effectively as part of a department/unit team and interdepartmentally to facilitate that departmentâ™s ability to meet its goals and objective.


• Ensures coordination of care with other departments to promote the highest level of patient care and satisfaction.


• Participates in interdisciplinary committees throughout the organization. Provides expert knowledge and guidance in epidemiology, infection prevention and the function, role and value of the Infection Prevention and Control program to stakeholders.


• Provides consultation to administration, committees, associates, Medical Staff, serving as a resource in infectious disease expertise to all areas of the facility.


• Serves as a subject matter expert in infectious disease to the community via phone/email/fax inquiries and participation with community organizations.


• Participates in organizational, system office and community disaster/pandemic planning.


• Consults with the Infection Prevention and Control Committee (IPCP) Chairperson and Infectious Disease physicians.


• Consults with the Quality Director in preparation of the yearly budget for Infection Prevention.


• Consults with Construction Project Managers and contractors serving as a resource in Infection Prevention & Control expertise.


• Consult with department, program leadership, and other key stakeholders when making recommendations for changes in practice.


• Facilitates multi-disciplinary meetings including identifying goals, establishing action items and assigning tasks and timelines. 


• Presents to variable targeted audiences and tailors information to audience level of understanding, interest and time.


• Provides communication to associates and physicians through rounding, huddles, staff meetings and other forms of communication to relay updates regarding department updates, organizational activities, financial performance, educational opportunities, interdepartmental activities and QI activities.


• Expresses thoughts clearly and concisely (verbal and written).


• Listens attentively to understand information provided by others.

Research

• Applies relevant research findings to infection prevention and control practice.

• Participates in infection prevention and control related research independently or collaboratively. Publishes or presents research findings to assist in advancing the field of infection prevention and control and epidemiology.

Fiscal Responsibility

• Considers both clinical outcomes and financial implications when making recommendations for changes in practice.


• Documents cost reduction in the organization through ISPC program activities.

• Evaluates use of newly developed infection prevention and control products for cost effectiveness.


• Integrates cost accounting data into the analysis of healthcare associated infections reports.

Required:

• Three to five years of hospital infection prevention experience


• Certification in Infection Control (CIC)


• Bachelorâ™s degree in healthcare related field including public health, nursing, epidemiology

Preferred:

• Masterâ™s degree in Nursing, Public Health, Epidemiology, Environmental Health, Microbiology or other health related field or Registered Nurse


• Management experience
